So what exactly does a City Manager do anyway?

Come this Sunday, September 23 to the Irvine Historical Society’s Let’s Talk History Happy Hour and find out!

Irvine’s new City Manager John A. Russo will be on hand to introduce himself and to share his goals for the future of Irvine.

John A. Russo was hired by the Irvine City Council to be City Manager on July 10, 2018.

Russo began his career in public service as an elected official with the City of Oakland, first as a Councilmember from 1994-2000, and then City Attorney from 2000-2011. While in Oakland, he authored the open government law and the “Sunshine Ordinance” to ensure public transparency and full residential access to public information. He then moved to the City of Alameda, where he served as City Manager from 2011-2015.

The Brooklyn native, 59, graduated with honors in economics and political science from Yale University, and earned his law degree from New York University School of Law. He was a Legal Aid attorney in St. Louis before moving to Oakland in 1987, where he was president of Friends of Oakland Parks and Recreation, treasurer of the East Bay League of Conservation Voters, and pro bono attorney for neighborhood associations and nonprofits. In 2002, Russo served as League of California Cities president; he also was a Board member for the National League of Cities.

Russo is Irvine’s fifth City Manager.

The Irvine Historical Society is located in the San Joaquin Ranch House, commissioned by James Irvine in 1868 and considered the oldest standing structure within the original boundaries of Irvine Ranch.

Standard hours of operation are Tuesday and Sunday from 1:00 to 4:00 pm; closed holidays. Members are free; a $1.00 donation per non-member is appreciated.

One-hour walking tours of Old Town Irvine are available on the first Sunday of each month at 11:30 a.m. Free for members; $5 for non-members.

 

Play Ball! Join Me As We Officially Open Our New Great Park Baseball Stadium!

As Vice Chair of the Orange County Great Park, it is my pleasure to invite you to join me on Sunday, September 16, 2018, for free, family-friendly fun as we officially open our new 1200-seat Great Park Championship Baseball Stadium, and our new additional baseball and softball fields at the Orange County Great Park Sports Complex.

This event begins at 10:00 a.m., with an official opening ceremony at 1:00 p.m.

Enjoy exhibition games from local baseball and softball teams, and visit the new baseball stadium, softball stadium, and 10 surrounding ball fields.

Food trucks will be there for visitors to buy lunch, and city leaders will gather to throw out the first pitch in the Baseball Stadium.

At the Championship Stadium, four, two-inning baseball games will be played by the eight local high school teams. Portola and University will play the first game at 10:00 a.m. followed by Beckman vs. Irvine, Tustin vs. Northwood and Woodbridge vs. Foothill.

The members of these teams will join city officials on the field for the ribbon cutting ceremony at 1:00 p.m.

Parking is free!

The new Great Park Championship Baseball Stadium includes four batting cages, a meeting room and press box. On the field level, there are dressing rooms on both sides where the dugouts are, coaches offices, umpire rooms and training facilities. There is also an outfield berm area, which can hold 1,000 more fans sitting on the grass.

The Orange County Great Park is the largest public park project now underway. Several hundred acres of parkland are under development, and beginning summer 2018 and through year’s end, several more facilities and fields will be turned over to the City for community public use. These are the 1-mile long Great Park bike and pedestrian trails; seven baseball fields that include our new 1,000-seat baseball stadium; five softball fields that include a 500-seat stadium; six artificial turf soccer/lacrosse fields; four basketball courts; a Children’s Playground; and an 18-acre Flex Field in which up to four playing fields can be added for tournament use. In total, the above equals 130 acres.

Already open for one year within the 194-acre Sports Complex are a Soccer Stadium with seating for 5,000, six other soccer/lacrosse fields, 25 tennis courts, five sand volleyball courts, and a Children’s Play Area.

These all complement the long-opened features of the 1,300-acre Great Park, which include five soccer/lacrosse fields, two art galleries, the Great Park Balloon, and the Children’s Carousel.

In addition, the Anaheim Ducks Great Park Ice Complex – the largest in the state with four sheets of ice and one of the largest in the country at 270,000 square feet – will open by the end of 2018 at the Great Park. Ice time will include public skating, youth hockey games and tournaments, and figure skating.

Next on our Great Park agenda should be creating the real jewel of the Great Park: The Cultural Terrace, with botanical gardens and museums!

I have also joined with Irvine City Councilmember Cristina Shea in calling for the construction of a veteran’s cemetery within the Great Park.  This proposal is now going through an expedited evaluation process by our City staff.

For far too many years, the Great Park was a symbol of gross mismanagement and government gone very wrong, with allegations of corruption and massive waste, and with little to nothing to show for the expenditure of hundreds of millions of public dollars except a balloon, a carousel, and great expanses of dirt, dust, and debris.

HEADLINE HEREHowever, since I have joined the Irvine City Council — and been appointed Vice Chair of the Orange County Great Park by my colleagues — we have succeeded in making a tremendous, positive turn-around in the Great Park’s development.  Exciting progress has been made!

As the Orange County Register recently wrote, “If you haven’t visited the Orange County Great Park – where you see that big orange balloon from Interstate 5 – in the past few years, you may be surprised by the amount of construction going on and how quickly things are getting built there.”

We are now fulfilling the promise of a truly Great Park — Join us on Sunday, September 16 to celebrate!

As We Celebrate Labor Day, Let’s Commit to Increasing Irvine’s Child Care Choices

As we celebrate Labor Day, I want to take the opportunity to recommit to improving the working conditions of Irvine residents by increasing the availability of child care.

Too often, parents in Irvine are forced to choose between going to work and caring for their children.

Nearly 2,500 Irvine families do not have adequate child care, with the most acute shortage for children under 2 years-old and children 6 to 12 years-old.

I have been working with City staff, my Community Services Commissioner Lauren Johnson-Norris, developers, childcare providers, and the business community to increase child care through an overall city child care development plan.

Irvine Community Services Commissioner Lauren Johnson-Norris has eloquently addressed this issue:

Parents are being advised to apply for child care and get on waiting lists while they are expecting a child and still report waiting several months to a year to secure a spot for their child. Infant care has been identified as the most challenging child care to secure, especially considering the important low provider-to-child ratio mandated by state law.

Some Irvine parents report putting their families on lists and simply never hearing of an opening.

The consequence of the Irvine childcare gap is that families are forced to make unanticipated career and financial decisions. Parents report having to make the sometimes difficult decision to have one parent stay home, even where the families was previously a dual-income family.

Statistically, it is increasingly difficult to return to the workforce the longer a worker is away.

In addition, the result is not only lost income while the child is infancy, but potentially for years to come. For a single parent, the situation is even worse — and may be untenable if family care or care outside the city is unavailable.

A critical part of any thriving community is safe, professional, reliable, and affordable preschool and child care. Preschool has been shown to positively affect children’s social skills and prepare them for the rigors of K-12. Children who miss the opportunity for preschool because of inadequate child care in a community start kindergarten at a disadvantage.

Ultimately, the negative effects of unavailable or inadequate preschool or childcare extend beyond individual children and families to the community as a whole.

It is time to address the shortage of child care for families in Irvine. Increased child care through designated private sites as part of an overall city development plan, access to childcare in houses of worship, and the option of city early childhood education must be part of this plan.

Families in Irvine are looking to the City Council for solutions.

Preserving Irvine’s Neighborhoods and Open Space: Why I’ll Vote to Protect Rancho San Joaquin Golf Course

At tonight’s Irvine City Council meeting, I intend to vote to protect the Rancho San Joaquin Golf Course from development.

Here’s why:

One of the best, and most distinctive, things about Irvine is our commitment to preserving open space.

The City of Irvine has more than 16,000 acres of permanently preserved parkland and open space – remarkable for a city of our size.

Since its incorporation in 1971, Irvine has been committed to balancing the built and the natural environment.  As our incredible master-planned community has grown, we have remained attentive to the need to preserve and enhance our natural open spaces, creating a network of parks, trails, and wildlands that residents and visitors enjoy today and will continue to enjoy for generations to come.

Neighborhoods are also a crucial aspect of life in Irvine.

When I ran for City Council, I promised that I would protect the beauty and character of our neighborhoods in all of Irvine.

I also promised to fight runaway development; in  fact, as an Irvine City Councilmember, I have not voted for a single new entitlement nor have I approved any new construction.

Moving forward, I intend to see that Irvine reaffirms its commitment to protecting open space, preserving neighborhoods, and following the wisdom of the General Plan.

I like what my appointee to the Irvine Planning Commission, Dustin Nirschl, has said: “Villages are not just measurements, it’s a feeling.”

Neighborhoods matter.

Open space matters.

And neighbors working together to preserve their neighborhood and their open space matters most of all.

For these reasons, I intend to vote to prevent any development on the Rancho San Joaquin Golf Course by keeping it as a permanent, open space, recreational amenity to serve all Irvine residents — now and in the future.  

Update:  The Irvine City Council voted 5-0 on August 28, 2016, to affirm the Master Plan and maintain the zoning that protects the Rancho San Joaquin Golf course open space and preserves the character of the Rancho San Joaquin neighborhood. Thank you to the residents who joined together in this community-based and community-led effort!

My comments were: “I do want to thank everyone who’s come out today [to the City Council meeting]…I am so grateful that you’re here today to take the time out of your lives to protect your neighborhood, and our community.  It is a core principal of Irvine that we protect our open space, and we’re here today to do that.  And I wanted to thank my colleagues for bringing forth this issue — and particularly the right time with the General Plan update — that there could be no question now that the devotion of our City is to the protection of open space.  And so, I thank you for that.”

 

 

Say Hello to Irvine’s Newest Fire Prevention Method — Goats!

It’s been a long time since cattle and other livestock roamed the Irvine Ranch.

Now, some of them are back.

Goats.

The Irvine Ranch Conservancy is employing goats across its steep ridges and rocky hills to suppress non-native grasses and reduce the vegetation that provides fuel for wildfires.

In addition, the nearby Cleveland National Forest – which recently suffered the Holy Fire – is now also employing 1,200 goats to eat away hundreds of pounds of dried vegetation, helping to keep Irvine and other local communities safe.

Goats are green: they remove non-native and invasive species without using chemicals or causing damage to native plants or the ecosystem.

They predominately browse on woody species, leaving ground vegetation alone. In our area, woody species are usually non-native and invasive, while ground vegetation is made up of many desirable native plant species, such as California’s native purple needlegrass.

Goats even eat hemlock, which is poisonous to humans and many other animals, but not to goats.

Their agility enables goats to safely reach vegetation in steep areas.

It’s a win-win situation, because the goats love eating the non-native vegetation on the ranch, while grazing costs are 25% lower than other vegetation management methods.

So if you see goats on the hills or mountains around Irvine, make sure you say hello.

They’re helping to keep us safe.

Join the Full Moon Hike in Bommer Canyon with Councilmember Melissa Fox!

If you’ve ever wondered what happens in Irvine’s wilderness open spaces when the sun goes down, then join me — Irvine City Councilmember Melissa Fox — on a full moon hike on Monday, September 24.

We will meet at the Bommer Canyon Cattle Ranch at 7:00 pm.  Please be on time.  The hike will likely take 2 or 2.5 hours.

Experience the beauty and serenity of a moonlit night in Irvine’s Bommer Canyon.  I hope you’ll join me!

This hike is just over 3 miles and includes 700 feet of total climbing elevation with several very steep inclines.  The steepest section ascends 300 feet in a quarter-mile. Participants must be in good physical condition.

About Bommer Canyon:

Rich in both Irvine Ranch lore and nature’s wonders, Bommer Canyon beckons walkers, hikers and all other outdoor enthusiasts to stroll past ancient oak and sycamore groves and rough rock outcrops.

In 1837, José Antonio Andrés Sepúlveda established Rancho San Joaquin, including the entire area now known as Bommer Canyon.

In 1864, Flint, Bixby & Co. purchased a large portion of Rancho San Joaquin including Bommer Canyon and its surroundings.

James Irvine, who had been a silent partner in Flint-Bixby, became the sole owner of Irvine Ranch, including Bommer Canyon, in 1867.

Between the late 1800s to the 1970s, the Bommer Canyon Cattle Camp served as the center of the Irvine Company’s cattle operations.

When the Irvine Company’s cattle operations finished, the Irvine Company sold the Bommer Canyon area to the City of Irvine between 1981 and 1982.

In 1996, roughly 50,000 acres of preserved land on Irvine Ranch, including Bommer Canyon, were designated as a National Natural Landmark — the first such landmark for California since 1987.

Collectively the preserved lands are known as the Irvine Ranch Natural Landmarks. Irvine Ranch Conservancy began managing Bommer Canyon for the City of Irvine in 2005, restoring the natural habitat and initiating community programs.

In 2011, the City of Irvine officially opened the Bommer Canyon trailhead at the corner of Bommer Canyon and Shady Canyon roads.

Today, many trails in Bommer Canyon are open daily for self-guided hikes or bike-riding from approximately dawn to dusk. However, some trails and areas within the canyon can only be accessed through guided programs and require pre-registration with the city or the Irvine Ranch Conservancy.

Irvine History Happy Hour: Trains on the Irvine Ranch!

Long before the Irvine Metrolink Station, trains were an important part of the history of the Irvine Ranch.

Irvine can trace its train heritage back to 1887, when the Santa Fe was given right of way across the ranch. Soon a shipping center was established near the tracks and the town center that is now Old Town Irvine was born!

This month, longtime resident Clifford Prather will share his collection of rare photos of the days when trains stopped at the packing houses all along the Venta Spur.

Irvine Seniors: Take Control of your Health and Fitness at the Irvine Senior Fitness Expo!

We all know that young families are attracted to Irvine because of our superior public schools, our vibrant economy, and our numerous sports facilities and recreational opportunities.

But children, youth, and young families are not the complete picture of Irvine.

Irvine is for seniors, too.  Irvine’s strategic plan addresses the needs of all our community members — children, youth, families — and seniors.

Irvine City Councilmember Melissa Fox Speaks at Ceremony Marking Project to Protect Newport Bay Watershed

As a member of the Newport Bay Watershed Executive Committee, as a representative of the City of Irvine, and as a life-long environmentalist, it was my pleasure to speak today at the ceremony marking the start of an extensive project to remove high levels of sediment from the Newport Bay Watershed.

The project, which will remove 172 thousand cubic yards of sediment, will protect many aquatic, wildlife, and rare and endangered species that habitat in Newport Bay, as well as protect the integrity of our flood channels.

Here is what I said:

“Prior to development, this section of the Irvine Ranch was mainly agricultural.

Geographically, Irvine is the largest city in Orange County and it has now grown to become the third largest by population after Anaheim and Santa Ana.

Our planning prioritizes smart, sustainable growth, particularly now, and we are a leader in low-impact development.

Our growth in population and modern development must be balanced with our need to protect our City’s natural open spaces and waterways. In fact, we have dedicated over a third of the land in our City to permanent open space. As our population continues to grow, must our efforts to maintain and enhance environmental health.

We have worked with our partners on major environmental engineering projects, such as this one, to protect our watershed and capture sediment and other environmental hazards before they enter Upper Newport Bay.

Another example is the Natural Treatment System, a partnership with the Irvine Company and Irvine Ranch Water District. The Natural Treatment System is modeled after a natural treatment system and provides a cost-effective, environmentally sound method for treating dry weather runoff to remove nitrogen, phosphorus and bacteria.

Ongoing collaboration between agencies is critical. We all have a vested interest in preserving the long-term health and safety of our regional watershed and our common interests go beyond municipal boundaries.

Our proactive approach to water treatment mitigates urban runoff and excess water flow and significantly reduces the amount of trash, debris, and many other pollutants entering into our storm drain systems and Newport Bay.

This is how we protect our home, not just for ourselves, but for future generations.

Woodbridge Village Center Summer Party Celebrates a Big Win for the Woodbridge Community!

A great time was had by all on Saturday, July 28, at the Woodbridge Village Center Summer Party, celebrating the beautifully revitalized Center.

The playgrounds were full of happy children, the shops and restaurants full of happy customers. There were electric bike tours of the North and South Lakes, games, music, dancing, face painting, prizes and giveaways.

At one time, it seemed that the Woodbridge Village Center might be demolished.

In 2014, Woodbridge residents were gravely concerned that the Village Center would be replaced by new development that forever change the character of their beautiful community.  In response, a group of residents calling themselves Friends of Woodbridge Village Center formed to fight for their neighborhood.

As I wrote at the time in support of Friends of  the Woodbridge Village Center, “When Woodbridge opened on Father’s Day in 1975, it was Irvine’s premier master planned community, showcasing Irvine’s commitment to creating villages of single family homes and townhouses, with parks, greenbelts, bicycle trails, interconnecting pathways, open space, and neighborhood shopping. After 40 years of success, the people of Woodbridge love their community, and they love their Woodbridge Village Center. That’s why people are so upset by the prospect that their Village Center will be destroyed and replaced with high density apartments and condos or office buildings.”

Happily, the residents’ concerns were heard.

In 2016, the Irvine Company announced plans to spend $30 million to renovate the Woodbridge Village Center.

The promised renovation is now completed — and it’s spectacular!

The renovations include additional gathering and play areas for kids, expanding the courtyard dining area, and opening up a picture-postcard view of the lake.

New tenants were added, including Yogurtland, Sessions West Coast Deli and CHA for Tea, The Lost Bean cafe, Pizza Press, Rush Cycle, and Clean Juice.  Older local-favorite tenants Barnes and Noble, Champagne French Bakery, Irvine Pedego, and the AMC Classic Woodbridge 5 theater remain.

Congratulations and thank you to the Irvine Company for listening to Woodbridge’s residents and for re-investing so spectacularly in the Woodbridge Village Center!

Congratulations to the Friends of Woodbridge Village Center – and to all of us who worked to ensure that Woodbridge remains one of Irvine’s most beautiful communities.

Great Park Update: We’re Creating a Truly Great Park!

In fact, for far too many years, the Great Park was a symbol of gross mismanagement and government gone very wrong, with allegations of corruption and massive waste, and with little to nothing to show for the expenditure of hundreds of millions of public dollars except a balloon, a carousel, and great expanses of dirt, dust, and debris.

However, since I have joined the Irvine City Council — and been appointed Vice Chair of the Orange County Great Park by my colleagues — we have succeeded in making a tremendous, positive turn-around in the Great Park’s development.  Real, substantial, and exciting progress has been made.

As the Orange County Register recently wrote, ” If you haven’t visited the Orange County Great Park – where you see that big orange balloon from Interstate 5 – in the past few years, you may be surprised by the amount of construction going on and how quickly things are getting built there.”

We are now fulfilling the promise of a truly Great Park that all of us can feel proud of and enjoy!

Here are some of things we’ve already accomplished:

  • Groundbreaking for new Anaheim Ducks’ 270,000 square-foot community ice skating and practice facility in the Great Park (largest public ice skating facility in the West).
  • Opened new 5,000-seat Championship Soccer Stadium and numerous other sports fields and facilities in the first phase of 194-acre Great Park Sports Park, the largest of its kind in Orange County — larger than Disneyland and Disney California Adventure combined.
  • Great Park Sports Complex presented with the Orange County Business Council’s Turning Red Tape into Red Carpet Award for Public-Private Partnership.
  • Great Park Championship Stadium became home of Orange County Soccer Club, Orange County’s only professional soccer team and official affiliate partner of the Los Angeles Football Club (LAFC) of Major League Soccer (MLS). Orange County SC is a part of the United Soccer League (USL), the fastest growing Division II professional soccer league in the world comprised of 34 teams across the United States.
  • Begun construction of a 2.5 mile nature corridor at the eastern end of the park. It is intended to be a pathway for bobcats, coyotes, California gnatcatchers and other wildlife species to move safely between the Santa Ana Mountains and the coast. The corridor, accessible only to wildlife, is expected to open mid-2019.
  • 101 acres of Great Park Sports complex completed, including six new soccer/lacrosse fields; a natural turf flex field that can accommodate four additional soccer fields, four basketball courts available for drop-in use, and more.

At our last Irvine City Council meeting, the Great Park’s Interim Director, Pete Carmichael, presented us with the latest Great Park Progress Report, which  I want to share with you.

Construction Updates:

  • Sports Park Phases 3 and 4: expected turnover September, 2018.
  • Bee and Bosque Trail Areas: awaiting turnover by partner FivePoint.
  • Ice Complex: opening expected by end of 2018.
  • Western Sector Street Improvements: construction in progress; phase 1 completion expected Fall 2018.

Forward Planning Updates:

  • Cultural Terrace: FivePoint contracting for Phase 2 consultants.
  • Cultural Terrace: Preliminary tenant outreach.
  • Cultural Terrace: parking plan developed to include parking stalls, entrance plaza and landscaping.
  • Water Park: CEQA studies in progress.
  • Water Park: land appraisal underway.
  • Water Park: new lease terms coming to City Council next month (August).

Further Updates and News:

  • Championship Soccer Stadium has held 17 tournaments; played 112 games; hosted 75 teams; and has had attendance of 95,625.

Of course, there is still more to do.  As I have said, while I am proud of all that we’ve recently accomplished at the Great Park, the time has come to focus on creating what should be the real jewel of the Great Park: The Cultural Terrace.  I have long been a strong advocate for botanical gardens and museums in the Great Park’s Cultural Terrace.

You can positively impact the next phase of development by the Great Park Cultural Terrace by becoming involved in the grass-roots organizations that are working toward a Great Park botanical garden and a natural history museum:

In addition, I remain strongly committed to the creation of veterans cemetery in Irvine.  Councilmember Christina Shea and I have proposed to build a veterans cemetery in the Great Park on land now designated for a golf course

This proposal would be both cost-saving and time-saving, and locates the veterans cemetery squarely within the Great Park and the former Marine Air Base, yet not next to neighborhoods and schools.

The proposal does not involve a land exchange, and the location of the cemetery would not open other areas to potential commercial development, add additional homes, or cause any increase in traffic.

The City of Irvine staff presents the results of the second public outreach survey to the City Council and the public at the Irvine City Council meeting on Tuesday, Aug. 28, 2018.

Please note, this meeting was rescheduled from a previous date.

The City Council meeting begins at 5 p.m. in the Conference and Training Center at Irvine City Hall located at 1 Civic Center Plaza (at Harvard Avenue and Alton Parkway).

What is the General Plan Update?

The City of Irvine is updating its General Plan, a state-required document representing the long-range vision of the City.

The purpose of the update is to build upon longstanding objectives that define Irvine and for the City Council to consider changes as needed. The update will serve as the City’s policy blueprint for the future. It will update community goals and public policy direction to ensure Irvine’s high quality of life is preserved and enhanced as the City builds out and matures.

The City conducted extensive public outreach to establish the preliminary General Plan Planning Framework and to identify major goals and topics for consideration in the update. City staff presented the results of the second  outreach survey and Planning Framework developed for the General Plan Comprehensive Update project to City Commissions throughout Spring 2018.

No changes to existing land uses or allowable development intensities are proposed.

This update will also incorporate changes required by state law.

Join Me at the Woodbridge Village Center Summer Party!

The Woodbridge Village Center is having a Summer Party and Ribbon Cutting Ceremony celebrating the beautifully revitalized Center. There will be loads of activities and entertainment — including electric bike tours of the North and South Lakes, games, music, dancing, face painting, prizes and giveaways!

As I wrote in my blog in February 2016, “It feels good when we work together and win!”

In 2014, Woodbridge residents were gravely concerned that the Village Center would be demolished, and that in its place new development would add unwanted housing and traffic congestion to Woodbridge and forever change the character of their beautiful community.  In response, a group of residents calling themselves Friends of Woodbridge Village Center formed to fight for their neighborhood.

As I wrote at the time in support of the Woodbridge Village Center, “When Woodbridge opened on Father’s Day in 1975, it was Irvine’s premier master planned community, showcasing Irvine’s commitment to creating villages of single family homes and townhouses, with parks, greenbelts, bicycle trails, interconnecting pathways, open space, and neighborhood shopping. After 40 years of success, the people of Woodbridge love their community, and they love their Woodbridge Village Center. That’s why people are so upset by the prospect that their Village Center will be destroyed and replaced with high density apartments and condos or office buildings.”

Happily, the residents’ concerns were heard.

In 2016, the Irvine Company announced plans to spend $30 million to renovate the Woodbridge Village Center.

The promised renovation is now completed — and it’s spectacular!

The renovations include additional gathering and play areas for kids, expanding the courtyard dining area, and opening up the view of the lake.

New tenants were added, including Yogurtland, Sessions West Coast Deli and CHA for Tea, The Lost Bean cafe, Pizza Press, Rush Cycle, and Clean Juice.  Older local-favorite tenants Barnes and Noble, Champagne French Bakery, Irvine Pedego, and the AMC Classic Woodbridge 5 theater remain.

In addition, Woodbridge’s beloved frog statues “Woody” and “Bridget,” which generations of kids have climbed, received fresh paint. They are joined by a new frog statue — and the winner of an online contest to name it will be revealed during the party!

Congratulations and thank you to the Irvine Company for listening to Woodbridge’s residents and for re-investing so spectacularly in the Woodbridge Village Center!

Congratulations to the Friends of Woodbridge Village Center – and to all of us who worked to ensure that Woodbridge remains one of Irvine’s most beautiful communities.

Let’s celebrate and continue to work together to ensure that the beauty and character of our neighborhoods are preserved in all of Irvine!

Join the Irvine Historical Society on Sunday, July 22, for this month’s “Let’s Talk History” Happy Hour for an Irvine History Show and Tell.

We will meet at the Irvine Historical Museum from 3:00 p.m. –  5:00 pm.

Clean out the closet, open the trunk of photos in the attic, and dust of Grandma’s treasures. We’d love to hear your story!

IRVINE CITY COUNCILMEMBERS CHRISTINA SHEA AND MELISSA FOX SEEK POTENTIAL RELOCATION OF VETERANS CEMETERY TO AREA CURRENTLY PLANNED FOR A GOLF COURSE IN THE GREAT PARK.

IRVINE, CA – Based on the voters rejection of Measure B, Irvine City Councilmembers Christina Shea and Melissa Fox have sent a memo to Acting City Manager Grace Leung directing the City’s planning staff to consider the potential relocation of the Orange County Veterans Cemetery to the area currently planned for a golf course in the Great Park.

The memo is as follows:

As we continue to seek a site for the Veterans Cemetery, it has occurred to us and others, as mentioned July 10th at our council meeting, that the area within the Great Park planned for a golf course offers several benefits as a potential location. The golf course site has ample space, at about 195 acres; it is within the Great Park and in the heart of the former MCAS El Toro, honoring those who served there; it is not located adjacent to neighborhoods or schools, and it could provide multiple points of access for future visitation and processions. If up to 125 acres were to be dedicated to the Veterans Cemetery, 70 plus acres would still be available for a smaller golf-related use, other recreational uses and a potential for the expansion of the Organic Circle Farm, helping with annual revenues for the Great Park.

The golf course site wouldn’t require the 40 million dollars demolition and remediation costs that the ARDA site requires. The golf course site has also gone thru the CEQA process. Additionally, by creating a veteran’s cemetery in the heart of the Great Park, not outside the Great Park where the ARDA site is located, our Veterans would realize a true resting place inside the Great Park, where so many citizens have requested the cemetery to be developed. In lieu of a full length golf course, there may be financial savings that can be used for cemetery construction.

For the reasons outlined above, we believe this is worthy of our planning staff to add this second site to their present review and due diligence study for the City’s review process of the ARDA site. This will allow staff to review this concept along with any other alternatives we may deem of value for our Veterans Cemetery.”

Councilmember Christina Shea stated that “We are listening to our voters and we want to find what works best to create a veterans cemetery and to bring peace and civility back to our city.  We are determined to find a positive solution to provide a veterans cemetery in our city and ensure that our residents’ voices are heard.”

Councilmember Melissa Fox stated that “The voters have spoken. We are listening. We need to find a location for the veterans cemetery that responds to the voters’ concerns. I have been a strong and consistent supporter of a veterans cemetery within the hallowed grounds of the former Marine Air Station El Toro, where so many brave men and women flew to Vietnam and other war zones, some never to come back. The Great Park is an altogether fitting and proper location for this veterans cemetery, where it would also be a lasting memorial to the Great Park’s military heritage.”

The Veterans Cemetery: What Should Irvine Do Now?

The voters in Irvine recently rejected Measure B. The issues now are what, in rejecting Measure B, did the voters really decide, and what should the Irvine City Council do in response to the voters’ decision.

Some argue that the rejection of Measure B means that the voters said that the proposed veterans cemetery should be located at the ARDA site that was originally selected by the City Council in July 2014, and that the City Council should begin immediately to build a veterans cemetery at that location.

But the actual language of Measure B said nothing about the original ARDA site, except that the development previously zoned for the strawberry fields site would be moved there.

Looking at the specific language of Measure B, what the voters said No to was “allowing the previously planned development for the Bake Parkway Site to be relocated to the intersection of Pusan and Irvine Blvd and allowing the development of a veterans cemetery near the intersection of I-5 and Bake Parkway.”

Thus, by its express language, the no vote on Measure B rejects that zoning decision, but does not authorize the city to place a veterans cemetery on the ARDA site.

In addition, the City Council’s approval of the ARDA site in 2014 was based on the belief that the City would provide the land for the veterans cemetery, but the costs of construction and subsequent maintenance of the cemetery would be wholly paid by state and federal government.

Crucially, the City Council’s approval of the ARDA site also came several years before we learned that construction of the veterans cemetery at the ARDA site would cost nearly $80 million, mostly due to the need for decontamination of the soil and the decontamination and removal of numerous existing structures, and that in addition to providing the land, the City would have to bear a significant portion of these construction costs.

In particular, Measure B said nothing at all about approving the spending of tens of millions of dollars that are now earmarked for creating the features of the Great Park that residents have said they want – such as museums, botanical gardens, a new Wild Rivers Water Park, and a permanent amphitheatre for live music – and, instead, using that money for a veterans cemetery.

My belief is that the rejection of Measure B means that the voters did not want a zoning change that, as the No on B campaign said, would have allowed “massive development projects” at the ARDA site, add “812,000 square feet of development,” and “bring 10,000 more cars and trucks to Irvine streets and neighborhoods every day.”

For me, the lesson of Measure B is that the voters did not want to risk the possibility that the land exchange would lead to more development and more traffic congestion, as well as the voters believing that it was too favorable a deal for the developer.

In other words, I see the rejection of Measure B as a vote against more development and traffic congestion, and not a vote in favor of spending $40 – $80 million dollars on a veterans cemetery rather than building other popular features of the Great Park.

In a survey of Irvine voters I conducted from my blog and through email, the great majority said that they voted against Measure B because they did not want more development and traffic.

Even more significantly, 64% said that Irvine should not spend $40 to $80 million dollars for a veterans cemetery, compared to only 13.5% in favor.

In a new and promising twist to the veterans cemetery saga, the Orange County Board of Supervisors has now agreed to have its staff study and advise whether county-owned open space outside Irvine might be a feasible location for an Orange County veterans cemetery. The approximately 234-acre site is in the city of Anaheim, near the 91 and 241, adjacent to Gypsum Canyon.

This site would provide a larger veterans cemetery for Orange County veterans, at no cost to Irvine, and be free from the divisive politics that has characterized the veterans cemetery debate in Irvine.

In fact, many of the veterans who initiated the fight for a veterans cemetery now favor this site, because, as Marine Corps Vietnam War veteran Nick Berardino has said, it appears that “veterans are removed from the political equation, and are now heading in a practical, reasonable direction to give all the brave men and women a final resting place.”

If the Irvine City Council approves Jeff Lalloway’s motion to spend $40 to $80 million dollars to clean up the original site for a cemetery, it will deplete the Great Park budget for at least a decade.

As the Irvine City News noted, “It sounds noble when [Jeff] Lalloway, [Larry] Agran and their followers hold up the service of our veterans. But when you understand that the veterans still can’t get what they were promised without taking away the gardens, the museums, the music, the culture and the future of the Great Park, it puts Lalloway’s political power move in perspective.”

I have been a strong and consistent supporter of a veterans cemetery in Irvine.  But I have also been a strong supporter of fulfilling the promises that the City made to residents when it created the Great Park, and I am not in favor of giving up on those promises.

I believe the Great Park should have great gardens and a great museum, as well as other features for the enjoyment of all residents, and I do not believe that the City can afford to spend $40 to $80 million on a cemetery and continue with these other projects.

Irvine Slated to Name John Russo as New City Manager!

The following is a press release from the City of Irvine:

The Irvine City Council has chosen John A. Russo as its finalist for City Manager, and will formally consider hiring him at its July 10 meeting.

Russo has 23 years of results-oriented public service gained through leadership positions in Oakland, Alameda, and Riverside. Having served as a City Councilmember, City Attorney, and City Manager, Russo’s combination of experience at three California cities gives him a unique perspective as he prepares to lead Irvine in implementing the vision at the direction of its City Council.

“It is an extraordinary honor to be selected to serve in this position in a city known across America for its foresight, commitment to public safety, and adherence to financial stability,” said Russo. “Consistent with Irvine’s values, I am committed to open and transparent decision-making – listening to all stakeholders (citizens, business, university, public sector, and faith communities) with an open mind, and equally committed to decisive action and a long-term approach to policy. Process matters. Results matter more.”

Russo most recently served as City Manager for the City of Riverside for nearly three years. His experience in municipal government fits well with Irvine’s priorities.

Among the City Council goals in 2018:

  • Traffic improvement initiatives that include 16 capital improvement program projects now underway. The City Council has approved more than $71 million for traffic management and congestion improvements, with construction scheduled over the next 12 months.
  • City Council support of public safety. For a 12th consecutive year, Irvine is the safest city with a population of 250,000 or more for Part 1 violent crime, according to FBI data.
  • The City Council’s ongoing support of its public schools. The City Council provides $10.2 million annually in direct and indirect support.
  • The opening of large sections of the Orange County Great Park, including soccer fields, baseball and softball stadiums with multiple playing fields, basketball courts, and the $100 million public ice facility.
  • Continued high service to the community.

Highlights from Russo’s background align with Irvine’s focus areas:

  • Maintaining Irvine’s renowned employment base – one of the highest jobs-to-population ratios in the country – driven, in part, by major business headquarters such as Edwards Lifesciences and Blizzard Entertainment. Russo last year helped bring the California Air Resources Board’s headquarters and testing facilities to Riverside.
  • Developing of the 1,300-acre Orange County Great Park, a former Marine base. While in Alameda, Russo expeditiously implemented all land use entitlements for redevelopment of the closed Alameda Naval Air Station, a 1,000-acre waterfront property across the bay from San Francisco.
  • Continuing Irvine’s fiscal health, including its recognition as the No. 1 fiscally responsible large city for two straight years. During Russo’s tenures in both Alameda and Riverside, he eliminated structural deficits, significantly increased financial reserves, and presided over improvements in those cities’ bond ratings.

Russo began his career in public service as an elected official with the City of Oakland, first as a Councilmember from 1994-2000, and then City Attorney from 2000-2011. While in Oakland, he authored the open government law and the “Sunshine Ordinance” to ensure public transparency and full residential access to public information. He then moved to the City of Alameda, where he served as City Manager from 2011-2015.

The Brooklyn native, 59, graduated with honors in economics and political science from Yale University, and earned his law degree from New York University School of Law. He was a Legal Aid attorney in St. Louis before moving to Oakland in 1987, where he was president of Friends of Oakland Parks and Recreation, treasurer of the East Bay League of Conservation Voters, and pro bono attorney for neighborhood associations and nonprofits. In 2002, Russo served as League of California Cities president; he also was a Board member for the National League of Cities.

Russo would become Irvine’s fifth City Manager. Sean Joyce retired in February 2018 after a nearly 13-year career in Irvine. The first City Manager, William Woollett Jr., served from 1972-1989, followed by Paul Brady (1990-1999) and Allison Hart (1999-2005).

Russo has agreed to a base salary in Irvine of $303,014.

Since Bommer Canyon is slated for a renovation and restoration project this year, the Irvine Historical Society thought it would be the perfect time to share the memories that make this iconic Irvine Ranch location so special.

The surveys are now closed.

While the surveys are not scientific, I believe their results are straight-forward and present an accurate view of why Measure B failed.

The survey results show that the main reason people voted No on Measure B was opposition to development and traffic, rather than a desire to return the veterans cemetery to its original site.

These results should not be unexpected since the No on Measure B campaign focused almost exclusively on the claim that Measure B would lead to more development and traffic (“B = Thousands MORE Cars on THIS Road!”).

Further underscoring the conclusion that Measure B failed because of perceptions about development and traffic rather than preference for the original site, the survey results show that few residents are in favor of spending the $40 – $80 million required to build the veterans cemetery on the original site.

 

 

 

 

 

 

The Lesson of Measures B and D: No More Developer Giveaways!

The clear message sent by voters with the defeat of Measures B and D is that developers must not be allowed to continue runaway development without regard to our traffic, schools, and quality of life, and that Irvine residents must have a say in all future development decisions.

I agree.

I supported Measure B because I believed it would provide veterans with the best chance for a dignified military cemetery; that it would save Irvine taxpayers millions of dollars; and that it would reduce traffic congestion by restricting future development at the strawberry fields.

The voters, however, did not want to risk even the possibility that it would lead to more development and more traffic congestion.

In fact, Irvine residents are rightly concerned that runaway development and traffic congestion will forever change the character of our beautiful city – without their input or consent.  They are rightly distrustful of developers whose bottom line is their profit, not our quality of life.  I am distrustful as well, and I share the voters’ skepticism about giant developers and their motives. Developers spent millions of dollars trying to defeat me in the last election, and no doubt will do so again.

Here’s why:

As an Irvine City Councilmember, I have not voted for a single new entitlement or approved any new construction. The development that residents are now seeing all over town – from the Great Park neighborhoods to Quail Hill to Tomato Springs – was approved by prior City Councilmembers, and not by me. I have not approved any of it, and I was one of only two Irvine Councilmembers who voted against the Irvine Company’s proposed 1,960-unit apartment complex at the old Traveland USA site at the 5 Freeway and Sand Canyon. I opposed that plan because of its negative impact on traffic and schools, and I will not approve any future development without prior careful determination and consideration of its impact on our schools, traffic, and open space.

As an Irvine City Councilmember, I also voted against Measure D. I opposed Measure D because I believe that Irvine residents must have a strong voice in determining how our city grows.

Moving forward, I reaffirm my pledge to end runaway development. Irvine must return to its commitment to the wisdom of the Master Plan.  The current piecemeal approach to development favored by developers and some members of the City Council must end. Irvine needs to return to the principles of careful planning and measured, smart growth that not very long ago made Irvine the best place in America to live, work, and raise a family. There must be no more developer giveaways.  

Irvine needs an effective traffic reduction plan, and not just a congestion management plan. Irvine had long been recognized as a national leader in city planning and innovation. Unfortunately, Irvine has failed to properly plan for the tremendous increase in traffic caused by the city’s explosive recent growth. As a result, Irvine residents have been forced to contend with unprecedented traffic congestion and less safe streets and roads.  Our City Council now needs to do more than try to manage the traffic congestion that is already out of control. We need to say clearly that the current level of traffic congestion is completely unacceptable and must be reduced.

Irvine needs more police officers.  As Irvine has grown, the need for more police officers has become critical, not just for preventing crime, but also for enforcing our traffic laws, which are essential to keeping our children safe as they play and go to school in our neighborhoods. I will work to add more police officers to ensure that our residents are as safe in Irvine now and in the future as they were before Irvine began to grow.

Irvine needs more childcare. We know that our great schools, beautiful parks, and safe environment attract many families with young children.  We also know that a critical part of any thriving community is safe, professional, reliable, and affordable preschool and childcare. Developers must be held accountable for including childcare as part of an overall city development plan, just as they are required to build schools. Irvine must become truly family friendly. No more waiting lists!

Let’s build the veterans cemetery.  I have been fighting for a veterans cemetery at the former El Toro Marine Base since 2014 and will continue to do so. Our veterans deserve a veterans cemetery close to their families and loved ones. Now that Measure B has been defeated, we need to find a site that honors our veterans and is approved by Irvine residents.  I am firmly committed to that task.

Let’s finish building the Great Park. For far too long, the residents of Irvine were given nothing but empty promises about building our Great Park on the grounds of the old El Toro Marine Base.  As Vice Chair of the Great Park, I am proud that we have finally succeeded in creating a Great Park that residents can enjoy, with terrific sports fields, a magnificent new championship soccer stadium, and the best community ice-skating facility in the West already under construction — but there is still much more to do.  Our residents have told us that they want a new Wild Rivers water park, and we need to ensure that happens.  We also need to fulfill our promise to build a city-owned amphitheatre on the Great Park’s cultural terrace, so that a developer’s decision can not deprive us of live music again. I will also insist that we follow the recommendations of residents and build world-class botanical gardens, museums, and a lake to make Irvine the home of a truly Great Park. Getting that job done is one of my main priorities.

I love Irvine and will continue to work to ensure that Irvine remains among the safest and most beautiful cities in the nation.  As your Irvine City Councilmember, I will fight to ensure that the public interest – in preventing over-development, over-crowed schools, and traffic congestion, and in preserving the character of our communities – comes before the private interests of developers, no matter how big and powerful those developers may be.

The Irvine Prevention Coalition (IPC) is a coming together of community partners representing more than 92 civic, business, school, faith, parent, school, youth and community based agencies who work together to support children, youth and families in Irvine. The Great Park Town Hall Meeting was co-hosted by WeIrvine and featured translation by Mandarin translation by my friend Zhihai Li,  who is also my appointee to the Irvine Children, Youth and Families Committee.

I spoke about the history of the Orange County Great Park — of which I am the Vice Chair — and its future development.

We also spoke about the veterans cemetery and why it is important to Vote Yes on Measure B.

Distinguished Environmental Group Laguna Greenbelt Endorses YES on Measure B for Veterans Cemetery!

The leaders of the distinguished environmental group Laguna Greenbelt recently issued a strong statement urging voters to support Yes on Irvine’s Measure B in order to facilitate the creation of a veterans cemetery on the site known as the strawberry fields.

Laguna Greenbelt is a grassroots organization that has worked ceaselessly to protect wildlife habitat in Orange County since 1968. Over the last fifty years, it has led efforts to preserve a coastal wilderness area that is now 22,000 beautiful acres. Today Laguna Greenbelt continues to defend this iconic landscape for the sake of its wild inhabitants and the people who love it.

The Measure B Strawberry Fields Veterans Cemetery site is bisected by the lower part of the “Central Reach” of the Nature Greenbelt, which is crucial to preserving our environmental heritage.

One of Laguna Greenbelt’s major projects has been the creation of an essential nature corridor across Irvine to connect the coastal wildlife habitat west of the I-5, to the much larger open space of the Santa Ana Mountains, including the Cleveland National Forest.

Last March, I had the opportunity to join Laguna Greenbelt President Elisabeth Brown, Ph.D, along with Irvine Mayor Donald P. Wagner and Councilwoman Christina Shea at the groundbreaking ceremony for the Orange County Great Park Wildlife Corridor.

As envisioned by Laguna Greenbelt, this nature corridor will link our coastal wilderness with the Santa Ana Mountains/Cleveland National Forest and will ensure the health and future of wildlife and their habitat in our region’s 22,000 acres of coastal parks.

As the leaders of Laguna Greenbelt noted, “A cemetery built on the strawberry-growing site [i.e., the Yes on Measure B site] would be bisected by the wildlife corridor, greatly increasing the amount of green space available to the animals. The lush greenery of the cemetery would help support wildlife to feed and mingle before moving on.  In contrast, the original cemetery site on Irvine Blvd is not near the wildlife corridor, and would have no benefits for wildlife movement or encouraging genetic mixing. Animals moving downslope from the mountains that found their way to the cemetery across busy Irvine Blvd would be blocked from moving safely inland or seaward. Surrounded by urban development and Irvine Blvd on all sides, the cemetery would be just another isolated fragment of open space”

For this reason, they “urge Irvine voters to approve the land swap in June, and vote yes on Measure B.”

Here is their statement:

“Last September, the City of Irvine agreed to a land swap with developer Five Point Communities. This moved the cemetery site to land near the Spectrum V development and the I-5/I-405 interchange. The gently sloping new site is currently being used as agricultural land to grow strawberries. In exchange, the city deeded over the parcel along Irvine Blvd, where the cemetery was originally planned. After the land swap was completed, the City deeded the new site to the State of California, which is responsible for building the cemetery.

There is now controversy over whether the land swap is in the best interest of the City of Irvine. Political squabbles aside, Laguna Greenbelt, Inc., would like the public to consider the land swap’s merits through the lens of land use principles, open space preservation, and wildlife movement.

Our grassroots organization has been working with the City of Irvine since before 2000, and since 2012 also with the developer Five Point Communities, to design and complete an essential wildlife corridor across Irvine to connect coastal wildlife habitat west of the I-5, to the much larger open space of the Santa Ana Mountains (including Cleveland National Forest). This wildlife corridor, that we have come to call the Coast to Cleveland Wildlife Corridor, is currently taking shape on the only possible route that will ensure that the coastal wild lands, including Shady and Bommer Canyons, and several other parks and preserves, will not wither and die over time (ecologically speaking), throwing away hundreds of millions of dollars that the community has invested over the many decades it took to set aside and manage our parks and preserves.

In mid-March, as a community, we celebrated the groundbreaking of the last stretch of the wildlife corridor between the Santa Ana Mountains and the coastal open space. In short, it’s a dating corridor for wildlife, at a time when they are increasingly isolated from one another by multi-lane roadways and urban development.

The event was important; the corridor is about 6 miles long, and the stretch under construction will be almost half of that, as it crosses Irvine between Irvine Blvd and the I-5. The so-called Great Park stretch will be entirely on the former Base, but not near the park. Instead, it will be adjacent to future urban development around the park on the East side, and, depending on the June fifth vote, it might meet the Veterans Cemetery.

When considering land uses that will be neighbors of habitat and wildlife corridors, it’s clear that some are better than others. Animals exploring for food, cover, and water are spooked and avoid moving towards noisy areas with human activity, lights, cars, unfamiliar smells, and domestic pets. Land uses that are quiet at night and minimize human activity near a wildlife corridor are favorable for animals moving through the area, allowing them to continue on their journeys.

In general, a cemetery is one of the best complementary land uses for natural areas and wildlife; a dark and quiet place at night, when many animals are active. However, in real estate, it’s all about the location, and one of the sites proposed for the Veterans Cemetery is much better than the other for animals traveling along the corridor.

A cemetery built on the strawberry-growing site would be bisected by the wildlife corridor, greatly increasing the amount of green space available to the animals. The lush greenery of the cemetery would help support wildlife to feed and mingle before moving on.

In contrast, the original cemetery site on Irvine Blvd is not near the wildlife corridor, and would have no benefits for wildlife movement or encouraging genetic mixing. Animals moving downslope from the mountains that found their way to the cemetery across busy Irvine Blvd would be blocked from moving safely inland or seaward. Surrounded by urban development and Irvine Blvd on all sides, the cemetery would be just another isolated fragment of open space.

The health and future of wildlife and their habitat in 22,000 acres of coastal parks rides on the success of the wildlife corridor. The land swap supports the bottom line, too: In sheer dollars, so much has been invested in our public lands, don’t we want to protect our investment? We urge Irvine voters to approve the land swap in June, and vote yes on Measure B.”

Join Me on the Ride of Silence on Weds., May 16, to Honor Bicyclists Killed or Injured and Promote Sharing the Road

Join us on Wednesday, May 16, for the annual Ride of Silence, as we meet once again at the Irvine Civic Center to remember and honor bicyclists who have been killed or injured while cycling on public roadways.

We will begin gathering at 6:00 p.m., assemble at 6:30, and start the ride at 7:00 p.m.

We ride to promote sharing the road and provide awareness of the rights and safety of bicyclists.  Our silent ride also commemorates those who have been killed or injured doing what each of us has a right to do – a right that, far too often, motorists fail to recognize, sometimes with deadly consequences.

Irvine is a wonderful city for biking, whether for commuting, exercising, or just enjoying the outdoors. We have more than 300 miles of on-street bike lanes and more than 50 miles of off-street bikeways.  Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine.

Yet in Irvine, as everywhere else, motorists must learn to better share the road safely with bicyclists; that bicyclists have the same rights to the road as motorists; and that bicyclists are the most vulnerable users of the roadways.

Eight people were killed in Orange County in 2017 while riding their bikes. This year so far, six cyclists have been killed. These individuals were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as bicyclists.

Irvine’s Ride of Silence is part of a larger, international movement to commemorate bicyclists killed or injured while riding on public roads and to raise awareness among motorists of the dangers they pose to vicyclists.

As a bicyclist myself, the mother of a bicyclist, an Irvine resident and an Irvine City Councilmember, and as an advocate for more active transportation as a way to cut pollution and our reliance on fossil fuels, I support the Ride of Silence as a way to honor bicyclists who have been killed or injured while cycling on public roadways and to urge the public (and local governments) to do more to protect bicyclists’ safety.

The Ride of Silence asks its bicyclists to ride no faster than 12 mph, follow the rules of the road, and remain silent during the ride.  Helmets are mandatory. There are no  registration fees. The ride aims to raise the awareness of motorists, police and city officials that bicyclists have a legal right to the public roadways. The ride is also a chance to show respect for and honor the lives of those who have been killed or injured.

As the organizers of the Ride of Silence have said: “A pack of single file – silent riders – pacing out for 8 to 10 miles. We will share this hour with each other, and know that thousands across the planet will also have marked the hour in their own time zone; but also raise awareness among the many local motorists who will be witnesses of our sombre parade.”

We must remember that bicyclists have legal rights to the road as do motorists and bicyclists are the most vulnerable users of the roadways.

We ride to show respect for and honor the lives of those who have been killed or injured.

We ride to promote public awareness of bicycling safety.

We ride so that no bicyclist is ever again killed or injured because of a motorist’s failure to share the road.

Celebrating Earth Day 2018: Preserving Irvine’s Earth-Friendly Tradition

Today, Sunday, April 22, is Earth Day.

Nearly 50 years ago, on April 22, 1970, millions of people took to the streets to protest the negative impacts of 150 years of industrial development.  In the US and around the world, smog was becoming deadly and evidence was growing that pollution led to developmental delays in children. Biodiversity was in decline as a result of the heavy use of pesticides and other pollutants.

The global ecological awareness was growing, and the US Congress and President Nixon responded quickly.  In July of the same year, they created the Environmental Protection Agency, and robust environmental laws such as the Clean Water Act and the Endangered Species Act, among many.

Earth Day is now a global event each year, and more than 1 billion people in 193 countries now take part in what is the largest civic-focused day of action in the world.

The City of Irvine has long been a leader in earth-friendly environmental policies, green technology, and environmental awareness.  Irvine’s environmental programs have been on the leading edge of advances in green building and construction, environmental education, recycling, water conservation, waste disposal, and energy saving.

Irvine’s Open Spaces

One of the best — and most distinctive — qualities of Irvine is our commitment to preserving open space. The City of Irvine has more than 16,000 acres of permanently preserved parkland and open space – remarkable for a city of our size.

In 1974, early in our city’s history, voters approved multi-million dollar measures to fund public parks and recreational facilities, and for the acquisition and development of bicycle trail and hiking trail improvements.

In 1989, the City negotiated an historic agreement with the Irvine Company that set aside more than 9,500 acres as permanent open space marshlands, bike trails, parks, nature conservancies and agricultural areas, protecting fully one-third of the city from development.

In addition, in 2006, nearly 37,000 acres of the Irvine Ranch were selected as a National Natural Landmark, a designation which reflects the outstanding condition, rarity, diversity, and value to science and education of the natural resources on the land.

As our Irvine Open Space Preserve website explains, “Since its incorporation in 1971, Irvine has had a strong desire to balance the built and natural environment. As this incredible master-planned community has grown, each phase of development has been accompanied by the preservation and enhancement of natural open spaces, creating the network of parks, trails, and wildlands that residents and visitors may enjoy today and for generations to come.”

The Green Ribbon Environmental Committee

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

For some time, Irvine’s Green Ribbon Committee was dormant because there were not sufficient members to constitute a quorum.  One of my goals in joining the Irvine City Council was to get this important committee going again.  Working with Irvine’s mayor, Donald Wagner, I was  able to bring the Committee back to full functioning strength.

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues. In addition, we have subcommittees relating to Active Transportation, Energy Development, and Green Infrastructure.

We have a lot of exciting things moving along  the pipeline, including a Request For Proposals for developing a feasibility study and technical assessment of Community Choice Energy, a means of allowing the city to purchase clean energy at a 3-7% savings on average.

Mayor’s Water Challenge

This year, Irvine Mayor Donald P. Wagner is joining other mayors across the country in asking residents to make a commitment to conserve water and protect this vital resource by taking part in the 7th annual Wyland Mayor’s Challenge for Water Conservation.

“This annual challenge to conserve water, sponsored by the Wyland Foundation here in Irvine, reminds us of our precious resource,” said Mayor Wagner. “I am hopeful that what is a short-term challenge for our residents becomes a long-term practice of conservation.”

 Last year, residents from over 4,100 cities in all 50 U.S. states pledged to reduce their annual consumption of freshwater by 1.9 billion gallons, reduce waste sent to landfills by 42 million pounds, and prevent more than 87,000 pounds of hazardous waste from entering our watersheds. The challenge goes beyond recent drought issues and looks at the ways water use will affect the future of our communities.

To participate, enter online at  mywaterpledge.com , and then make a series of online pledges to conserve water on behalf of the City of Irvine.

One winning city will be determined from five population categories. The city with the most pledges in each population category will win.

Residents from the winning cities who take the online pledge will be entered to win hundreds of environmentally friendly prizes, including $5,000 for home utilities, water-saving fixtures and home improvement gift cards.

Irvine History Happy Hour: Secrets of the Irvine Ranch

Please join the Irvine Historical Society on Sunday, April 22 for a new “Let’s Talk History” happy hour from 3:00 -5:00 pm.

We’ll be talking about how the ‘Secrets of the Irvine Ranch” with Gail Daniels, longtime Irvine Historical Society leader and Irvine’s beloved “History Lady.”

The presentation begins at 3:00 pm and will be held at the Irvine Historical Society  located at 5 San Joaquin, Irvine, CA 92612

The Irvine Historical Society is located in the San Joaquin Ranch House, commissioned by James Irvine in 1868 and considered the oldest standing structure within the original boundaries of Irvine Ranch.

Built for $1,300, the home was the first wooden house to be erected between Anaheim and San Diego. A research library and extensive photo collection of local historic information are available.

Standard hours of operation are Tuesday and Sunday from 1 to 4; closed holidays. Members are free; a $1.00 donation per non-member is appreciated. One-hour walking tours of Old Town Irvine are available on the first Sunday of each month at 11:30 a.m. Free for members; $5 for non-members.

Join Me for Irvine’s Breakfast and Hike Open Space Celebration!

Please join me as the City of Irvine invites the community to attend a 30th Anniversary Open Space Celebration Breakfast and Hike on Saturday, April 14 at the Quail Hill Trailhead.

This free public event will begin at 8 a.m. with a pancake breakfast, followed by a welcome at 9:15 a.m. and a 1.8-mile hike hosted by Irvine Ranch Conservancy.  Please wear comfortable shoes.

One of the best — and most distinctive — things about Irvine is our commitment to preserving open space.

The City of Irvine has more than 16,000 acres of permanently preserved parkland and open space – remarkable for a city of our size.

The Irvine Open Space Preserve features trails for hiking, mountain biking and, for part of the year, horseback riding.

In 1974, early in our city’s history, voters approved multi-million dollar measures to fund public parks and recreational facilities, and for the acquisition and development of bicycle trail and hiking trail improvements.

In 1989, the City negotiated an historic agreement with the Irvine Company that set aside more than 9,500 acres as permanent open space marshlands, bike trails, parks, nature conservancies and agricultural areas, protecting fully one-third of the city from development. It features wetlands, oak stands, grasslands and coastal sage scrub, and has been designated by the state and federal governments as a natural landmark.

In addition, in 2006, nearly 37,000 acres of the Irvine Ranch were selected as a National Natural Landmark, a designation which reflects the outstanding condition, rarity, diversity, and value to science and education of the natural resources on the land.

Please join me for an Irvine Town Hall Meeting on Saturday, April 21, starting at 11:00 a.m., at the Great Park.

The meeting will be held inside historic Hangar 244 at the Orange County Great Park (near the Palm Court) and is being co-hosted by WeIrvine.

I will be answering questions from the community about the Orange County Great Park — of which I am the Vice Chair — and future development.

What I’m Listening for in the Mayor’s 2018 State of the City Address

On Tuesday, February 27, Irvine Mayor Don Wagner will present his second “State of the City” address at the City Council chambers.

Mayor Wagner and I are members of different political parties and have very different views on many state and national issues. Yet in the year that we have served together on the Irvine City Council, we have been able to work in cooperation and with mutual respect to improve the lives of the residents of our City.

We have accomplished a lot in this past year. Since last year’s State of the City, Irvine has been rated:

• No. 1 Major American City in Fiscal Strength.
• No. 1 FBI’s Safest American City. Lowest rate of violent crime among cities with a population of 250,000 or more (12th consecutive year that City of Irvine has earned the Safest City accolade).
• No. 2 Safest Big City, based on categories that go beyond violent crime rates, including motor vehicle safety.
• No. 3 Most Prosperous City.
• No. 3 Happiest Residents.
• No. 6 Least Stressed American City
• No. 8 Best Public Parks.
• No. 8 Best City to Raise a Family, based on crime rate, vehicle safety, air quality, and educational attainment.
• No. 9 Healthiest Lifestyles.
• No. 15 Best Places to Buy a Forever Home.
• One of 20 Western Dream Towns.

While I’m proud of what we’ve accomplished, much more remains to be done and problems remain to be solved. We have moved past the partisan bickering and gridlock that prevented progress for so many years, but we need to continue to work together to improve the lives of all of Irvine’s residents.

Here’s what I will be listening for in this year’s State of the City Address:

More plans to solve Irvine’s traffic and transportation problems.

Every person who ran for Mayor or City Council in 2016 – including myself and Mayor Wagner – promised to take bold and meaningful action to reduce traffic congestion.

In fact, in our first year, we have already accomplished a great deal:

• The City Council did not approve a single new entitlement for housing or offices in 2017.
• Reinstated Irvine Transportation/Traffic Commission (with my appointee, Ken Montgomery, as Chair).
• Created and filled new City of Irvine staff position of Director of Transportation.
• Curtailed traffic in and out of Concordia University.
• Approved $19 million plan to reduce traffic congestion throughout Irvine.
• Approved plan to widen University between MacArthur and Campus, adding a lane in each direction and upgrading traffic signals.
• Working with CalTrans to upgrade and improve timing on 40 traffic signals near freeway ramps.
• Moved forward the construction of a pedestrian/bicycle bridge over Jamboree at Michelson.
• Defeated proposed 1,960-unit “Travel Land” apartment complex at the 5 and Sand Canyon, based on negative impact on traffic congestion.

But more needs to be done.

Irvine still needs to increase the safe, effective, and efficient transportation choices available in the City (including public transportation, bicycle routes, and active transportation) and will need to continue to hold developers accountable for resolving traffic issues before any entitlements and building permits are issued.

I look forward to hearing more detailed and concrete plans for resolving our traffic and transportation issues, and for increasing the transportation alternatives that are needed to reduce automobile congestion in our streets. In addition, I would like to hear about working with our school board to offer transportation to students to and from school to reduce congestion in the mornings and afternoon rush.

Building the Cultural Terrace at the Great Park.

For far too long, the residents of Irvine and Orange County were given nothing but empty promises about building our Great Park on the grounds of the old El Toro Marine Base.

This year we have finally succeeded in creating a Great Park that residents can enjoy.

• We opened the temporary 12,000-seat live music FivePoint Amphitheatre while planning the permanent Great Park Amphitheatre.
• We broke ground on and will soon open a new ice skating facility in the Great Park (largest public ice skating facility in the West).
• We opened our 5,000-seat Championship Soccer Stadium and numerous other sports fields and facilities in the first phase of 194-acre Great Park Sports Park, the largest of its kind in Orange County – larger than Disneyland and Disney California Adventure combined.
• Our Great Park Sports Complex was presented with the Orange County Business Council’s Turning Red Tape into Red Carpet Award for Public-Private Partnership.
• The Great Park Championship Stadium opens its second season as the home of the Orange County Soccer Club, Orange County’s only professional soccer team.
• We reached an agreement with Wild Rivers for a new 30-acre water park in the Great Park.

This year, I will be listening for details of even more progress on the Great Park.

I will be listening for details of the opening this year of the “bosque” (tree-lined walking and biking trail area), as well as further development of the Great Park Sports Complex, including additional soccer and softball fields and a baseball stadium.

I want to hear about more specific plans and dates for the reopening of Wild Rivers. I will also be paying careful attention to the Mayor’s plans for the Cultural Terrace. I have advocated for the City Council to make commitments regarding placing museums, a library, and world-class botanical gardens so that we will have a truly Great Park.

Education and childcare.

It is time to squarely address the shortage of childcare for families in Irvine.

Nearly 2,500 Irvine families do not have adequate child care, with the most acute shortage for children under 2 years-old and children 6 to 12 years-old. Churches and other houses of worship traditionally provide a third of childcare. Our Irvine City Council and the Planning Commission must zone sufficient areas for churches and houses of worship, as well as take other steps, to meet our growing child care needs. I have been working with City staff, my Community Services Commissioner Lauren Johnson Norris, developers, childcare providers, and the business community to increase childcare through an overall city childcare development plan. I will be listening for the Mayor’s plans to help us in this important area.

Commitment to building the Veterans Cemetery and Memorial.

One of my proudest moments as an Irvine resident was when the City Council in 2014 voted unanimously to set aside 125 acres for an Orange County Veterans Cemetery. Since that time, we learned that the cost of building a veterans’ cemetery on the originally designated site would be more than $77 million – in other words, prohibitively expensive. For this reason, I support the land exchange according to which the Great Park developer will build the cemetery in another, close-by, location known as the “strawberry fields.”

This strawberry fields site, overwhelmingly preferred by veterans and all veterans’ groups, including the Veterans of Foreign Wars and the American Legion, saves at a minimum $77.5 million in city, state, and national tax dollars, does not require the substantial remediation and decontamination of the original site, and reduces traffic through the City. The land exchange to build the veterans cemetery is also officially supported by the Democratic and the Republican parties.

Despite this near unanimous and bipartisan recognition that the strawberry field site is the better location and that land exchange is the only way to build the veterans’ cemetery, a deceptive and cynical campaign with paid signature gatherers placed the land exchange on the ballot on June 5.  If these nay-sayers prevail, there will never be a final resting place for veterans in Orange County, and certainly not in Irvine.  A “YES” vote on the cemetery referendum means there will be a veterans cemetery.  A “NO” means our promise to Orange County veterans will be broken.

I look forward to hearing the Mayor make a clear call to all who are grateful for our veterans’ service to vote YES on the referendum on June 5.

Affordable housing and county-wide help for the homeless.

Our state has a severe housing crisis that is getting worse. Our supply of housing has not kept pace with the growth of jobs and population.  As a result, housing prices continue to rise, and rents are skyrocketing. As housing costs rise, more people are being pushed into poverty and even homelessness.

Many students in Irvine’s public schools qualify for free or reduced-price lunches. Too many of the jobs created in recent years do not pay a middle-class or even a living wage. We don’t have enough places to live, and too many people can’t afford the places that do exist.  Millennials and working families have a tough time finding places they can afford to live in our City.

Our lack of affordable and workforce housing has also been a significant cause of our traffic problems. As an economically  successful city and an expanding regional job center, Irvine is inundated by commuter traffic because so many people who work in Irvine cannot afford to live here.

I have advocated for more affordable housing and for additional municipal affordable housing requirements.  I would like to hear the Mayor say he agrees and will be offer proposals to increase affordable housing.

In addition, our local region has a severe homelessness crisis that our city, along with other cities and Orange County, must pitch in together to solve. I want to hear the Mayor commit to meaningful steps that Irvine can take now to help the homeless find both the shelter and the full range of services that they need to transition into permanent housing.

Innovative and Responsible Leadership.

I want to hear an inspiring vision for Irvine’s future as a world leader in education, smart planning, environmental awareness and responsibility and technological innovation.

This past year, Irvine has made tremendous progress in environmental awareness and responsibility. We have reinstated the Irvine Green Ribbon Environmental Commission, which I am honored to Chair.  We have received the Organic Landscape Leadership Award from Pepperdine Center for Sustainability for Irvine’s exclusive use of organic non-toxic materials in its gardens, parks, and grounds-keeping. We were named Sustainable Government of the Year for recycling and waste reduction from Sustain OC and received the 2017 Eco-Award from U.S. Green Building Council.

I want to hear the Mayor commit to continuing to ensure that all City of Irvine pest pressure is maintained organically, and that our public gardens and fields are not only beautiful, they are safe.

In addition, Irvine needs to move forward with state-of-the-art communications and smart transportation systems, as well as environmental protections for its residents and incentives for entrepreneurs and innovators.

Our great City of Irvine is blessed with the tools and resources needed to continue to be among the best cities in the world. I look forward to hearing Mayor Wagner’s vision for Irvine that continues our quest for being the best place in the world to live, work and raise a family.

Join Me at Irvine Green Ribbon Environmental Committee Meeting!

My name is Krishna.  I’m the Vice Chair of the City of Irvine’s Green Ribbon Environmental Committee (appointed by Irvine City Councilmember and Committee Chair Melissa Fox).  The Green Ribbon Committee is an official advisory committee to the Irvine City Council, and we meet four times a year to discuss potential policies and make recommendations to the city council.

This Wednesday, February 21st, we will be meeting at 4:30 PM at Las Lomas Community Park (10 Federation Way). We’ll be having a presentation by city staff on Active Transportation (related to biking, skating, rollerblading, and other forms of human-powered transport) and Mobility.

We will also get an update on charging stations for EV vehicles in Irvine.

In addition, we have subcommittees relating to Active Transportation, Energy Development, and Green Infrastructure.

If you’d like to get involved and share your ideas related to these policy areas, please consider meeting us at the committee meeting!

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

We have a lot of exciting things moving along  the pipeline, including a Request For Proposals for developing a feasibility study and technical assessment of Community Choice Energy, a means of allowing the city to purchase clean energy at a 3-7% savings on average.

Bicycling in Irvine — Great Trail System, But Where to Lock-Up?

Irvine Councilmember Melissa Fox appointed me to the City’s new Irvine Transportation Commission in May of 2017.  One of the missions of the Transportation Commission is to the advise the Planning Commission and the City Council on the traffic impacts of new development applications.

Another task for the Commission is to work with City staff on ways to improve traffic flow in Irvine.

One way to reduce single occupant vehicle trips in Irvine is to increase the amount of people who will use a bicycle for their short trips around town when it is practical.

Irvine has the best bicycle trail system of anywhere in Orange County — it’s not even close.

Most of Irvine’s streets have bicycle lanes. Most of Irvine’s traffic signals have video detection cameras mounted on the mast arms. These cameras detect when there is a bicycle waiting at the red light. You don’t even have to push the bicycle push button anymore if you don’t want to. In Irvine you can legally ride on sidewalks, but you must yield to pedestrians. Thus, on the few streets where there are no bike lanes, you can ride on the sidewalks legally.

I ride all over Irvine everyday on my electric bike and I can get to every place in Irvine conveniently.

I know there are a few streets that have no bike lanes with narrow sidewalks like MacArthur near the airport, but for the most part I can ride a bike to any shopping center, professional office building, or recreational center or park in town.

The problem comes when you try to lock up your bike at one of these destinations!

Many private properties with big parking lots for cars have no bike racks. I frequently have to lock up to a handicap parking sign pole or a trash can with openings big enough for my cable bike lock.  Sometimes a destination will have a bike rack somewhere out of view, where no one can see the bike thief with the bolt cutters. This lack of bicycle parking often defeats the purpose of riding a bike if you can’t secure it properly.

The City requires new developments to have bike racks, but these racks often disappear after a few years or are relocated to an out of the way location. I feel that if I ride a bike, I should be able to lock up close to the building’s entry, not 500’ away.

The City is making efforts to get businesses to voluntarily provide bike racks near their building entries, but with over 25,000 businesses in Irvine, progress will be slow.  I encourage bike riders to let the business that you visit on your bike know that well placed bike racks is the “right thing to do” on many levels (customer service, environment, health).

The Transportation Commission meets the 1st and 3rd Tuesday of each month in the City Council Chambers at 5:30 pm.  I strongly encourage Irvine residents to bring any traffic concerns, ideas or comments to the Commission meeting.  You will be welcomed to speak at the beginning of the meeting.  The full City traffic engineering staff attends these meetings and they will hear your ideas and can respond to your questions.  Check here for Transportation Commission agendas.  The public is welcome to speak on all agenda items as well as non agenda related comments.

I held a public Town Hall Meeting at the Irvine Championship Stadium in the Great Park on Saturday, October 21, where we discussed traffic, childcare, the Southern California Veterans Cemetery, affordable housing, and other issues of interest to Irvine residents.

I was joined by several of my city commissioners, as well as by members of the Irvine Police Department, who were also there to answer questions.

Several dozen Irvine residents spoke and asked questions, and I thank everyone who attended.

Join Me Saturday for Irvine’s Global Village Festival!

My favorite Irvine cultural event of the year is almost here!

This coming Saturday, September 23, 2017, is the Irvine Global Village Festival!

In Irvine, we are proud of saying that our city is not only among the most diverse cities in the nation, it is also the most fully integrated.

There are no ethnic, linguistic, religious, or cultural enclaves in Irvine: every neighborhood reflects Irvine’s harmonious ethnic, linguistic, religious, and cultural diversity.

How diverse is Irvine?  A non-English language is spoken in a remarkable 58% of Irvine homes, with more than 70 different languages spoken in residences throughout Irvine.  Nearly 40 % of Irvine’s public school students have a primary language other than English.

Irvine is also home to more than 80 different churches, mosques, synagogues and other places of worship, serving Irvine’s wonderful cultural and religious diversity.

This year marks the 16th anniversary of the Irvine Global Village Festival – Irvine’s largest and most attended community event.

Founded in 1998 by a group of Irvine residents to help promote understanding and build harmony within Irvine’s many diverse cultures, the Global Village Festival is now Irvine’s signature event, featuring more than 100 performances on five stages; international cuisine and food from more than 50 restaurants; an international marketplace filled with unique crafts and textiles; interactive, educational and entertaining cultural displays, demonstrations, and performances; and an international village just for kids.

More than 40 local restaurants and gourmet food trucks serve up samples of regional and international specialties from boba smoothies, miso soup, falafel, Mexican fusion tacos and German pretzels to Japanese dumplings, Hawaiian shaved ice and the all-American bacon-wrapped hot dog. Please be prepared with cash for food and beverage purchases.

At the heart of the Festival is the Community Partners Pavilion, where nonprofit, local community groups and government agencies have an opportunity to showcase their programs and services to the community. Be sure to stop by the OC Voters Trailer and take the Festival Survey.

Cost: Admission is FREE! Please be prepared with cash for food and beverage purchases.

Parking: There is no on-site parking at the event.  Festival Parking is permitted in the lot at 20 Corporate Park and in the structure at 30 Corporate Park only. The Festival is 0.7 miles from this location.  Take the free shuttles to the Festival that will be in operation 9 a.m. to 7 p.m. or the walk (about 15 minutes) via Murphy to Alton. Disabled Person Parking will be available at the San Juan or Civic Center parking lots adjacent to Bill Barber Park. Please have the appropriate placard visible when entering the parking lot.

Bike to the Festival:  The easiest way to get to the Festival is by bike. The City of Irvine has an extensive system of bike trails to get you to and from the event, and once inside, riders can safely and securely store their bikes at the Festival’s free Bike Valet area, hosted by the Bicycle Club of Irvine and the Orange County Bicycle Coalition. Use Irvine’s Bike Map to plan your trip.

Pets: Dogs are welcome at the Irvine Global Village Festival! However, owners must be responsible for their pets; dogs must be on leash, interact well in a large crowd and remain in the charge of a person competent to restrain them.

Join Us Tonight for the Ride of Silence

Join us tonight, Wednesday, May 17, for the Ride of Silence, as we meet once again at Irvine City Hall to remember and honor cyclists who have been killed or injured while cycling on public roadways.

We will begin gathering at 6:00 p.m., assemble at 6:30, and start the ride at 7:00 p.m.

We ride to promote sharing the road and provide awareness of the rights and safety of bicyclists.  Our silent ride also commemorates those who have been killed or injured doing what each of us has a right to do – a right that, far too often, motorists fail to recognize, sometimes with deadly consequences.

Irvine is a wonderful city for biking, whether for commuting, exercising, or just enjoying the outdoors. We have more than 300 miles of on-street bike lanes and more than 50 miles of off-street bikeways.  Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine.

Yet in Irvine, as everywhere else, motorists must learn to better share the road safely with cyclists; that cyclists have the same rights to the road as motorists; and that cyclists are the most vulnerable users of the roadways.

A dozen people were killed in Orange County in 2016 while riding their bikes. This year so far, three cyclists have been killed.  The youngest victim, Brock McCann, was only eight years old.

These individuals were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as cyclists.

Irvine’s Ride of Silence is part of a larger, international movement to commemorate cyclists killed or injured while riding on public roads and to raise awareness among motorists of the dangers they pose to cyclists.

As a bicyclist myself, the mother of a bicyclist, an Irvine resident and an Irvine City Councilmember, and as an advocate for more active transportation as a way to cut pollution and our reliance on fossil fuels, I will ride in the Ride of Silence as a way to honor cyclists who have been killed or injured while cycling on public roadways and to urge the public (and local governments) to do more to protect bicyclists’ safety.

The Ride of Silence asks its cyclists to ride no faster than 12 mph, follow the rules of the road, and remain silent during the ride.  Helmets are mandatory. There are no sponsors and no registration fees. The ride aims to raise the awareness of motorists, police and city officials that cyclists have a legal right to the public roadways. The ride is also a chance to show respect for and honor the lives of those who have been killed or injured.

As the organizers of the Ride of Silence have said: “A pack of single file – silent riders – pacing out for 8 to 10 miles. We will share this hour with each other, and know that thousands across the planet will also have marked the hour in their own time zone; but also raise awareness among the many local motorists who will be witnesses of our sombre parade.”

We must remember that cyclists have legal rights to the road as do motorists and bicyclists are the most vulnerable users of the roadways.

We ride to show respect for and honor the lives of those who have been killed or injured.

We ride to promote public awareness of bicycling safety.

We ride so that no bicyclist is ever again killed or injured because of a motorist’s failure to share the road.

Join Me at Tonight’s Irvine Green Ribbon Environmental Committee Meeting!

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

For some time, Irvine’s Green Ribbon Committee has been dormant because there were not sufficient members to constitute a quorum.  One of my goals in joining the Irvine City Council was to get this important committee going again.  Working with Irvine’s mayor, Donald Wagner, we were able to bring the committee back to functioning strength.  The first meeting of the newly reconstituted Green Ribbon Environmental Committee will be tonight, Tues., May 16, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center (City Hall).  

Below is an invitation to attend tonight’s committee meeting from Krishna Hammond, my Green Ribbon Environmental Committee appointee.  Krishna is a professional chemist and is passionate about protecting, improving, and conserving our environment,  He is a native of San Diego and a resident of Irvine.  Krishna holds a degree in chemistry from the University of California, Santa Barbara.  I feel very fortunate that he has agreed to serve on the committee.  I am also a member of the Green Ribbon Environmental Committee and, like Krishna, I hope you’ll able to join us this evening.  All Irvine committee and commission meeting are open to the public.

Hi everyone! I am lucky enough to be a committee member on the Irvine Green Ribbon Environmental Committee! This is an official advisory committee, which means we can make direct recommendations (which are submitted into the public record) to the Irvine City Council! We work on issues related to energy, recycling and waste, mobility, open space, and water issues.

The committee is having it’s first meeting tomorrow, May 16th, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center.  We meet about four times a year, so catch us while you can!

I encourage you all to attend! The meetings are open to the public, and there will be a period for public comment.  If you have concerns or want to submit your ideas for improving our city, please don’t hesitate to drop by.

The more people there, the merrier!

City Councilmember Melissa Fox Appoints Traffic Expert Kenneth Montgomery to Irvine’s New Traffic Commission

I am pleased to announce that I have selected Kenneth Montgomery as my appointee to Irvine’s new Traffic Commission.

Kenneth Montgomery is a retired Civil Engineer with more than 40 years of experience in managing public works and traffic and transportation issues as Director of Public Works for 3 Southern California Cities: Norwalk, Redondo Beach, and Laguna Niguel.  Ken retired from the City of Laguna Niguel in 2009 after 18 years as that City’s first Director of Public Works/City Engineer.  He has been closely following transportation issues in Irvine for decades.

I am delighted that Ken Montgomery will be contributing his expertise and insights to fixing Irvine’s traffic problems and building a transportation system that will serve Irvine in the 21st Century.

When I ran for election to the Irvine City Council, I promised to reduce Irvine’s traffic congestion both in the long and short term, while providing more transportation choices for Irvine’s residents and commuters, and to reduce travel time, reduce noise, improve safety, improve resident access to employment and entertainment centers, improve parking and reduce emissions. Ken Montgomery is also deeply committed to these goals – and he has the expertise, experience, and vision necessary to achieve them.

As Laguna Niguel’s Director of Public Works/City Engineer, Ken managed transportation and traffic issues for this new and developing city, including hiring the traffic engineering staff and managing their Transportation Commission.  He has also worked with Caltrans for years on redesigning freeway interchanges to minimize impacts on city streets.  Ken is an expert on traffic control devices such as stops signs, new traffic signals, street striping changes and school zone traffic management, and has designed and implemented dozens of major and minor street improvement projects to improve traffic safety, capacity and traffic flow.

Ken is a strong advocate for increased transportation choices as a means of traffic reduction.  He was instrumental in building train stations in each of the cities he has served.  He was personally responsible for the Metrolink station that serves Laguna Niguel/Mission Viejo, and has worked closely with the Orange County Transportation Authority (OCTA) on the bus lines and bus stops and shelters that serve Laguna Niguel.

He is also an avid bicyclist, who knows and champions the Irvine bike trail system.  Like Councilmember Fox, he is an advocate for making bicycle commuting safer and more practical.

Ken holds a degree in civil engineering from the University of Wisconsin, Madison. He and his wife Judy have resided in Irvine for 37 years and have lived in the same Woodbridge home since 1980.

Ken is an active member of Irvine Rotary Club and serves on its board.  He is also an Irvine CERT member, has served on the Arborlake Home Owners Association Board of Directors, and was a volunteer for the two Solar Decathlons held in Irvine’s Great Park.

“I’m excited to seriously tackle Irvine’s traffic and transportation issues, “Montgomery said. “I look forward to working with Councilmember Melissa Fox, my fellow traffic commissioners, city staff, and all our community stakeholders in getting Irvine moving again.”

IRVINE, CA – Irvine City Councilmember Melissa Fox has called on the Irvine City Council to hold a community meeting to reaffirm to our richly diverse community that the City of lrvine and the Irvine Police Department will serve and protect all our residents with fairness, compassion and understanding.

“We are grateful for the many cultures, faiths, and languages that shape the uniqueness of lrvine.  But I’ve recently been contacted by numerous residents expressing their fears that they are experiencing increasing levels of intolerance directed toward them simply because of their religion or their country of origin. Furthermore, other residents from our immigrant communities have expressed concerns about how the recent increase in hate crimes nationally may affect local policing efforts.  These developments are deeply troubling to me and to many others throughout our wonderfully diverse community,” she added.

Recent events have unsettled many Irvine residents.  Violent threats and assaults based on religion and national origin have increased across the county.  Last week, two Indian Americans were shot in Kansas in a hate crime.  Mosques have been the targets of arson in California, Texas, Washington, and Florida.  Jewish cemeteries have been desecrated in Missouri, Pennsylvania, and New York.  Here in Irvine, the Jewish Community Center, along with more than 20 other Jewish Community Centers across the nation, recently received a bomb threat.  In addition, there have been hate crimes directed toward Irvine’s Muslim residents.

“I believe that now is the time for us to reassure all members of our community that we celebrate diversity, embrace inclusion, and will ensure equal protection under the law,” Councilmember Fox said.

“That’s why I’ve asked the Irvine City Council to place on the March 14, 2017, my request that City staff coordinate a community meeting, possibly in cooperation with other stakeholders, such as the Orange County Human Relations Commission or members of our faith-based communities, to reassure everyone in our richly diverse community that the City of lrvine will serve and protect all our residents with fairness, compassion and understanding.”

Let’s Get Irvine Moving Again!

Just about everyone in Irvine agrees that our recent explosive residential growth has led to unprecedented traffic congestion.

mail-01And every candidate for Irvine City Council now promises to control over-development and keep our traffic moving.

But no other candidate has offered a practical, concrete plan to accomplish this goal.

The key elements of my traffic plan are:

– Provide immediate relief for Irvine commuters by speeding up road and street repairs and prioritizing improvement projects throughout the city.

– Ensure Irvine residents and commuters have access to multiple safe and efficient transportation choices, including automobiles, bicycling, walking, iShuttle, ride-sharing, streetcar, and student transportation to Irvine’s schools.

– Restore Irvine’s village planning model requiring that housing developments include grocery stores, shopping, entertainment and childcare within one mile.

– Aggressively push for Irvine’s fair share of transportation funds from local, state, and ederal agencies — make sure that Irvine gets our fair share of Measure M, Measure S and Measure T funds for transportation to start — and seek out grants for fuel efficient and clean transportation projects.

These are concrete and practical steps that can be taken right now to help get our traffic and transportation problems under control, unsnarl our roads and provide Irvine residents with more transportation choices.

We must do something effective now about Irvine’s traffic, not just appoint a bureaucratic traffic commission to kick the can down the road.

The Fox Traffic Plan will reduce travel time, reduce noise, improve access to employment and entertainment centers, improve parking and reduce emissions, and make our streets safer for children, bicyclists, pedestrians and motorists.

This coming Saturday, September 24, 2016, is the Irvine Global Village Festival!

In Irvine, we are proud of saying that our city is not only among the most diverse cities in the nation, it is also the most fully integrated.  There are no ethnic, linguistic, religious, or cultural enclaves in Irvine: every neighborhood reflects Irvine’s harmonious ethnic, linguistic, religious, and cultural diversity.

How diverse is Irvine?  A non-English language is spoken in a remarkable 58% of Irvine homes, with more than 70 different languages spoken in residences throughout Irvine.  Nearly 40 % of Irvine’s public school students have a primary language other than English.  Irvine is also home to more than 80 different churches, mosques, synagogues and other places of worship, serving Irvine’s wonderful cultural and religious diversity.

This year marks the 15th anniversary of the Irvine Global Village Festival – Irvine’s largest and most attended community event.  Founded in 1998 by a group of Irvine residents to help promote understanding and build harmony within Irvine’s many diverse cultures, the Global Village Festival is now Irvine’s signature event, featuring more than 100 performances on five stages; international cuisine and food from more than 50 restaurants; an international marketplace filled with unique crafts and textiles; interactive, educational and entertaining cultural displays, demonstrations, and performances; and an international village just for kids.

I’m looking forward to celebrating the many facets of Irvine’s diversity at the Global Village Festival – and I look forward to seeing you there!

Here are some important Festival details:

What: Irvine Global Village Festival

When: Saturday, September 24, 2016, from 10:00 a.m. to 6:00 p.m.

Where: Bill Barber Park, 4 Civic Center Plaza, Irvine, CA

Cost: Admission is FREE! Food tasting tickets are available for purchase at the event. Tickets are $1 each; with tasting prices ranging from 1 to 3 tickets per item. Cash, checks, MasterCard, Visa, American Express and Discover are accepted at designated ticket booth locations. Prices for sample sized items range from $1 to $3; it is recommended to purchase $10 per person. Tickets are non-refundable. For your convenience, a Schools First automatic teller machine (ATM) is located at the Irvine Civic Center, adjacent to the Irvine Police Department entrance.

Parking: There is no on-site parking at the event. While parking is not available at the event site, FREE shuttle buses will be in service to transport guests to and from the Festival’s satellite parking locations at Main and Jamboree and Woodbridge Community Park. Shuttles will be running from 7:00 a.m. to 6:30 p.m.

Disabled Person Parking will be available at the San Juan or Civic Center parking lots adjacent to Bill Barber Park. Please have the appropriate placard visible when entering the parking lot.

Bike to the Festival – that’s how I’m getting there!  By far the easiest way to get to the Festival is by bike. The City of Irvine has an extensive system of bike trails to get you to and from the event, and once inside, riders can safely and securely store their bikes at the Festival’s free Bike Valet area, hosted by the Bicycle Club of Irvine and the Orange County Bicycle Coalition. Use the City’s Interactive Bike Map to plan your trip. Enter the destination address as “4 Civic Center”.

Pets: Dogs are welcome at the Irvine Global Village Festival! However, owners must be responsible for their pets; dogs must be on leash, interact well in a large crowd and remain in the charge of a person competent to restrain them.

Irvine’s Growing Child Care Crisis

talking-to-kids There is a serious child care crisis in Irvine.

At present, nearly 2,500 Irvine families do not have adequate child care.

Recently, the City of Irvine received a Child Care Needs Assessment that it had commissioned — at my urging — from an expert private consultant. school

The Assessment revealed a current city-wide shortfall of 2,433 child care spaces across all age groups, with the most acute shortage for children under 2 years-old and children 6 to 12 years-old.

The majority of the shortfall was found to be in the northern and most recently developed part of the city.

The Assessment further projected that Irvine will need an additional 4,551 child care spaces by 2035, due to the increase in housing development and the concomitant increase in the number of families with young children moving to Irvine.

What this means in plain language is that the current City Council and Planning Commission have not zoned sufficient areas of the city — in particular in the northern and most recently developed part of the city — for churches and houses of worship, instead zoning nearly everything for more profitable residential development.

Churches and other houses of worship traditionally provide a third of all child care. The Irvine City Council and the Planning Commission have approved thousands of new homes, but have not zoned sufficient areas for churches and houses of worship to meet our growing child care needs.

As a direct result of these shortsighted decisions of the City Council and Planning Commission, there are far more people and families in Irvine — and therefore more need for child care — but far less child care available.

This child care crisis is an easily foreseeable and direct consequence of the zoning and land use decisions of the current City Council and Planning Commission, which have put the short term profits of developers ahead of the longer term needs of Irvine’s families.

The problem is not that simply that we are building homes and developing Irvine, which was always intended to grow, but that we are building and developing homes out of balance with any other concerns, and with thousands more homes approved by the current City Council and Planning Commission without adequate child care, as well as without adequate school spaces, adequate local shopping, or adequate transportation choices.

And, as the Child Care Needs Assessment shows, this crisis will only get worse until we elect a City Council that puts families first and insists on a balanced approached to development .    

Future Chinese Leaders of America: KUCI Podcast with Oliver Ma and Melissa Fox

This summer, I had the great pleasure of working with Oliver Ma, a 2015 graduate of Irvine’s University High School and now a history and political science student UC Berkeley, to create a new Irvine non-partisan student group called Future Chinese Leaders of America (FCLA).

FCLA “seeks to train young Chinese Americans in politics and inform the Chinese American community of the political issues it faces. During meetings, local leaders/elected officials will speak about a topic of their choice. Then, the students will have a discussion/debate where they are encouraged to think critically and to formulate their own arguments about American politics and society.”

In just a few weeks, Oliver and current Irvine Chinese-American high school students Marvin Li, Ted Xiang, Leo Krapp, Michelle Tang, Michelle Liu and others successfully created this extraordinary club through their own initiative and dedication.

My role in the formation of FCLA was encouragement, mentoring, and connecting Oliver to various California Chinese-American political leaders such as State Controller Betty Yee, California Board of Estimate Chair Fiona Ma, and State Treasurer John Chiang, who spoke at an early FCLA meeting.

Oliver and I recently discussed the formation and future vision of the Future Chinese Leaders of America with KUCI’s program “Ask a Leader” with Claudia Shambaugh.

It’s Official: Melissa Fox Qualifies to Run for Irvine City Council!

It’s official — I’ve filed to run for Irvine City Council!  Here is the official press release:

Irvine Community Services Commissioner Melissa Fox announced today that she has officially filed for an open seat on the Irvine City Council and qualified for the ballot in the November 8th General Election.

“As a business owner, attorney and Irvine Community Services Commissioner,” Fox stated. “I understand the relationship between strong, pro-resident leadership and our quality of life. Our city needs a new vision for unsnarling our roads and creating melissa.smilebetter economic opportunities.”

Fox starts her campaign with great momentum, having already received the support of the Orange County Professional Firefighters, the LA/OC Building and Construction Trades Council, numerous Irvine businesses and community members and Councilmember Beth Krom.

“Over the next 83 days,” Fox continued, “I plan to talk directly to Irvine voters about my plan for for restoring good planning. Irvine residents can count on me to work everyday to make Irvine an even better place to live and raise our families.”
