Tell the Irvine City Council to Implement Community Choice Energy (CCE) Now!

At our Irvine City Council meeting on July 14, 2020, we will be discussing Irvine’s next steps regarding implementation of a Community Choice Energy Plan.

Community Choice Energy (CCE) is a way for cities, counties or regions in California to look out for their own energy interests, a hybrid between regulated and deregulated electricity supply. CCE programs seek to provide energy that is cheaper and cleaner than energy provided by for-profit utility companies.

Nearly two years ago, on September 25, 2018, before a standing-room crowd, as Chair of Irvine’s Green Ribbon Committee, I joined with my colleagues on the Irvine City Council to vote to commission a feasibility study to determine the pros and cons of implementing a Community Choice Energy program in Irvine, including potential economic benefits for the community.

At the direction of the Irvine City Council, EES Consulting completed a comprehensive analysis of the feasibility (including costs and benefits) of a Community Choice Energy program in Irvine.  For this work, the taxpayers of the City of Irvine paid EES Consulting over $180,000.  We received the EES Consulting Feasibility Study in June 2019.

Among the study’s crucial conclusions was the projection that a CCE in Irvine would result in savings of $7.7 million per year in citywide electricity cost savings for Irvine residents and businesses, and a $112,000 per year savings for the City itself in municipal energy costs, as well as driving additional local economic development benefits, such as new jobs and $10 million in annual economic output.

Despite the extremely positive results of the feasibility study (or perhaps precisely because of these very positive results), the Republicans on the Irvine City Council insisted that we undertake a second study to evaluate the results of the first study.

I believed at the time that this second study was unnecessary and feared that it was really a scheme to delay and ultimately derail implementation of CCE in Irvine.

These fears have been born out.

In this second study (a so-called “third-party peer review”), MRW & Associates reviewed the EES Consulting Feasibility Study and found that, while there were some quibbles about the EES Consulting Feasibility Study’s assumptions and analysis, (1) the analytical approach of the EES Consulting Feasibility Study was sound; (2) the rate savings projected by the EES Consulting Feasibility Study is consistent with what current CCE programs are offering, and (3) a CCE program in Irvine could be financially viable.

In addition, MRW & Associates found that (4) the EES Consulting Feasibility Study adequately addressed the four CCE governance options available to the City, and (5) agreed with EES Consulting Feasibility Study that the two most reasonable options are forming an Irvine-only CCE or developing a Joint Powers Agreement (JPA) with other Orange County cities.

Nevertheless, according to the staff report, “Given the uncertainty of some variable inputs, MRW recommends that if the City pursues formation of a CCE, a more extensive and detailed pro forma analysis be required prior to implementation.”

In other words, despite overall agreement with the analytical approach and the positive conclusions of the EES Consulting Feasibility Study, the MSW report recommends that Irvine undertake (and pay for and wait for) yet another study, and of course, more paralysis by analysis.

Instead, the City Council should immediately implement the Community Choice Energy program that studies we have twice paid for show to be a tremendous benefit to both the City and the planet.

We also need to adopt and implement the stand-alone Climate Action Plan that the Irvine City Council unanimously voted to develop, with lots of public fanfare and self-congratulations, in July 2019.   Like the Community Choice Energy plan, I am concerned that the Republican majority on the Irvine City Council has no intention of adopting a stand-alone Climate Action Plan and is delaying implementation with no intention to move forward.

For all of these reasons, I call on all Irvine residents to sign the petition to “Tell Irvine’s City Council to Implement Community Choice Energy (CCE) Now.”

I also ask you to submit an e-comment to the Irvine City Council in support of implementing a CCE now, without further and unnecessary delay.

Happy Earth Day 2020!

Today, Wednesday, April 22, is Earth Day.

Nearly 50 years ago, on April 22, 1970, millions of people took to the streets to protest the negative impacts of 150 years of industrial development.

In the US and around the world, smog was becoming deadly and evidence was growing that pollution led to developmental delays in children. Biodiversity was in decline as a result of the heavy use of pesticides and other pollutants.

The global ecological awareness was growing, and the US Congress and President Nixon responded quickly.  In July of the same year, they created the Environmental Protection Agency, and robust environmental laws such as the Clean Water Act and the Endangered Species Act, among many.

Earth Day is now a global event each year, and more than 1 billion people in 193 countries now take part in what is the largest civic-focused day of action in the world.

The City of Irvine has been a leader in earth-friendly environmental policies, green technology, and environmental awareness.  Irvine’s environmental programs have been on the leading edge of advances in green building and construction, environmental education, recycling, water conservation, waste disposal, and energy-saving.

Under Irvine Mayors Larry Agran, Beth Krom and Sukhee Kang, Irvine was indeed a world leader in environmental programs and innovation. One of the highlights of Irvine’s environmental engagement was presence of the U.S. Solar Decathlon at the Orange County Great Park in Irvine. The Solar Decathlon is an international competition held every two years that challenges collegiate teams to design, build, and operate solar-powered houses that are cost-effective, energy-efficient, and attractive. The houses are assembled at a central location for display, evaluation, and awards. The winner of the competition is the team that best blends affordability, consumer appeal, and design excellence with optimal energy production and maximum efficiency. The Solar Decathlon was held at the Great Park in 2013 and 2015.

Another highlight of Irvine’s environmental leadership was the creation of the Green Ribbon Environmental Committee in 2012.  The Green Ribbon Committee was charged with the crucial task of developing and recommending environmental policy initiatives and programs, including sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

Unfortunately, when Steven Choi became mayor of Irvine in November 2014, both the Great Park Solar Decathlon and the Green Ribbon Committee became victims of Choi’s climate change denial and hostility to environmental action.

As I’ve detailed in How Orange County Lost the U.S. Solar Decathlon, Steven Choi was hostile to the very premises of the Solar Decathlon — the need for replacing burning fossil fuels with renewable sources of energy.  In sharp contrast to the previous three Irvine mayors who championed environmental and climate concerns, Choi “completely question[ed] the idea of global warming being caused by human intervention.”  Rather than recognizing the importance of environmental action,  both as an opportunity for technological innovation and as an existential imperative, Choi saw all environmental concerns as anti-business and climate change as wholly unconnected to human activity. You can read the full story of the Solar Decathlon here.

Similarly, Choi sabotaged the Green Ribbon Environmental Committee. In fact, when I was elected to the Irvine City Council in November 2016, the Irvine Green Ribbon Environmental Committee had been inoperative for several years because Mayor Steven Choi and his allies on the Irvine City Council did not appoint sufficient members to constitute a quorum. In fact, the Committee did not meet during all of 2014 and 2016, cancelling every scheduled meeting. The words “climate change” and “global warming” were not permitted to be used in official City of Irvine publications or staff reports. Choi didn’t even allow the City of Irvine to participate in the Annual National Mayor’s Challenge for Water Conservation, sponsored by the Irvine-based Wyland Foundation.

As a longtime environmental activist, I wasn’t going to allow the City of Irvine to continue to ignore environmental issues and global warming. I convinced newly elected Mayor Donald P. Wagner, who replaced Steven Choi, to re-invigorate the Green Ribbon Environmental Committee and appoint me to the Committee as the City Council’s representative.  I then appointed Krishna Hammond, a young progressive scientist, as my representative to the Committee and encouraged the other Councilmembers to make appointments.  At our first meeting, I was elected Chair of the Committee and Krishna was elected Vice Chair. The Green Ribbon Environmental Committee was out of Choi-imposed exile and was off and running.

A crucial environmental issue facing Irvine in the near future is whether to switch from purchasing energy from SoCal Edison to utilizing a Community Choice Energy provider.

Community Choice Energy (CCE) is a program that brings local control and freedom of choice and competition into the electricity marketplace. Community Choice allows cities and counties to purchase power on behalf of their residents and businesses to provide cleaner power options at a competitive price.

We’ve made progress since the days when Steven Choi drove the U.S. Solar Decathlon out of town, shut down the Green Ribbon Environmental Committee, refused to participate in the Wyland Foundation’s Water Challenge, and banned the words “climate change” and “global warning.”

But there is still much to be done. In particular, the current Irvine City Council leadership needs to show that its professed concern for action on climate change and protecting the environment isn’t just lip service and a public relations smokescreen.

Instead, the City Council needs to adopt a stand-alone Climate Action Plan that we’ve been promised and implement the Community Choice Energy program that we’ve shown to be a tremendous benefit to both the City and the planet.

 

Help Develop a Strategic Energy Plan for Irvine by Attending a Community Workshop on January 13, 2020

The City of Irvine is developing a Strategic Energy Plan to create a sustainable, economically feasible, and actionable road map for City operations and to identify effective measures the Irvine community can implement to become energy efficient. The objectives of the Plan are to analyze the City’s baseline energy use to project future energy needs, evaluate priorities to meet those needs, and identify funding opportunities to implement the Plan.

The project began in November 2018 and is anticipated to be completed in April 2020. When the Plan is completed, it will be presented to the City Council for consideration and adoption.

Community engagement will help form the vision for the Plan.  As part of the Plan’s development, the City seeks community stakeholder feedback via public workshops, which will be scheduled in the coming months.

The next community workshop on the Strategic Energy Plan will be held on Monday, January 13, 2020 at 5:00 p.m. – 6:30 p.m. at City of Irvine City Hall, 1 Civic Center Plaza, Irvine, California 92606.

At this workshop, City of Irvine staff will present strategies to reduce energy consumption in our energy supply, buildings, and transportation sectors, and guide participants through facilitated discussions on each area.  All residents are invited to ensure that your ideas and feedback are captured as we create the Strategic Energy Plan.

Why I Voted “No” on a Zoning Change to Permit 1,000 More Million Dollar Single Family Houses in Irvine. Tell the Irvine City Council What You Think!

Recently, I voted “No” on continuing the second reading of a re-zoning proposal that would allow the addition of 1,000 single family million dollar houses to be built by the Irvine Company in the area of Portola Springs/Orchard Hills in Irvine.

This vote could have been the end of the issue, since on the first reading both Mayor Christina Shea and Councilmember Mike Carroll voted against the re-zoning.

However, Councilmember Mike Carroll now voted with the supporters of adding 1,000 new homes (Councilmembers Anthony Kuo and Farrah N. Khan) to continue the item to January 2020.

Carroll, Kuo and Khan won the vote to continue, 3-2. This means that these additional 1,000 million dollar single family houses will again come before the Council.

As a longtime advocate for local communities to permit more housing to alleviate our statewide affordable housing crisis, I was initially disposed to vote in favor of this re-zoning proposal.

But on further reflection, it became apparent to me that this proposed housing development would be built without the necessary infrastructure, including new schools and a local retail center, which are needed and have long been promised to residents.

I am a strong advocate for action on the local and state level addressing the housing crisis, but not at the cost of overcrowded schools and the abandonment of Irvine’s renowned village model and our Master Plan balancing housing with schools, retail centers, and open space.

In particular, I am a strong supporter of Irvine’s village concept, which is intended to reduce sprawl and traffic congestion, and create walkable neighborhoods and a sense of community, by locating housing, at several different levels of purchase price or rental cost, around both local schools and a local retail center.  This village model — an essential part of Irvine’s Master Plan long promoted by the Irvine Company — has been enormously successful.  As the Irvine Chamber of Commerce has boasted, Irvine is a “City of Villages.”

For this reason, I was very concerned — shocked, actually — when a representative of the Irvine Company responded to my questioning by stating that the Irvine Company had no plans to build a retail center near these new homes and were no longer committed to the village model.

In other words, I came to see that voting in favor of this zoning change is tantamount to voting for Irvine to no longer be a “City of Villages.”

On the issue of whether these proposed 1,000 million dollar homes would help alleviate the affordable housing crisis, here are the facts:

This week’s OC Register reports on an analysis by the Southern California News Group that graded every jurisdiction in California on its progress on state-mandated housing goals (the Regional Housing Needs Assessment or RHNA).

According to the article, Irvine is supposed to permit 12,149 homes between 2013 and 2021. Housing units are mandated in each of four categories: (1) very low income, (2) low income, (3) moderate income, and (4) above moderate income.

The number show that Irvine has done exceptionally well in providing housing in the moderate and (especially) above moderate income categories, but is not doing nearly as well in the low income and very low income categories, where it is seriously off track in meetings its RHNA goals.

Very Low Income Units: Irvine has permitted 907 very low income units, needs 1,761 to be on track, 2,817 for final goal.  In sum, very low income units are not on track, and are far from the final goal.

Low Income Units: Irvine has permitted 3 units, needs 271 to be on track, 2,034 for final goal. In sum, low income units are not on track, and are far from final goal.

Moderate Income Units: Irvine has permitted 12,973 units, needs 1,399 to be on track, 2,239 for final goal. In sum, moderate income units are more than on track, and are already in excess of the final goal.

Above Moderate Income Units: Irvine has permitted 12,137 units, needs 3,162 to be on track, 5,059 for final goal. In sum, above moderate income units are far more than on track, and are already far in excess of the final goal.

These numbers demonstrate what everyone knows: Irvine’s housing is overwhelmingly skewed toward the “Above Moderate Income” market.

The 1,000 housing units that would be added to Portola Springs/Orchid Hills under the re-zoning proposed by the Irvine Company are single family homes costing above $1,000,000.  These 1,000 “Above Moderate Income” units would not help Irvine meet its Regional Housing Needs Assessment (RHNA) goals.

On the contrary, they would exacerbate Irvine’s school over-crowding and traffic congestion problems while doing little or nothing to ease our affordable housing crisis.

That’s why I voted No.

It is my belief that only saying No to these projects that provide housing only for the well-to-do, will we encourage developers to build more environmentally responsible and affordable housing projects.

I hope Irvine residents will make their views on this proposal for an additional 1,000 million dollar single family houses clear to all members of the Council between now and then.

UCI Named No. 1 College in U.S. for Sustainability. The City of Irvine Should Follow UCI’s Example and Adopt the Community Choice Energy Program and Stand-Alone Climate Action Plan We’ve Been Promised!

Congratulations to the University of California, Irvine (UCI), on being named the No. 1 “Cool School” in the nation by the Sierra Club in its annual ranking of sustainability leaders among U.S. colleges.

UCI is the only university to score in the top 10 for 10 consecutive years.

“As UCI is the only university to have ranked in the top 10 ‘Cool Schools’ for an unprecedented 10 years and counting, we’re continually impressed with its commitment to modeling, teaching and embodying excellent environmental stewardship in all areas,” said Katie O’Reilly, Sierra Magazine’s adventure and lifestyle editor. “The Anteaters are truly standouts in this increasingly important space.”

Colleges were ranked according to which ones offer the best sustainability-focused courses and carbon-neutral land and energy policies, as well as the most opportunities to engage with the environmental movement. UCI was recognized for EV charging stations and converting its central-cooling plant to a system that conserves over 80 million gallons of potable water per year while cooling campus buildings —17 of which are certified LEED Platinum and seven of which are zero-waste facilities. UCI also was recognized for creating a new pilot project to provide free insulation retrofits and solar installations in nearby low-income communities.  In addition, UCI researchers were recognized for their work in  adapting medical and public health curricula to better prepare students to treat tropical diseases as they expand in range due to climate change.

I am extremely proud of the work we’ve done and the things we’ve accomplished since then.

Perhaps most important, we commissioned a study of Community Choice Energy (CCE) and then recommended that the City Council follow its recommendation to implement a CCE plan with an expected savings of $7.7 million per year in citywide electricity cost savings for Irvine residents and businesses, and a $112,000 per year savings for the City itself in municipal energy costs, as well as driving additional local economic development benefits, such as new jobs and $10 million in annual economic output. 

Now I am concerned that the work we’ve done on CCE is about to be undermined by the current City Council leadership.  I have learned that CCE advocates have been getting “push back” from the City and the City Manager.

The Green Ribbon Committee also recommended swift adoption of a stand-alone Climate Action Plan, so that, in the words of climate activist Robin Raeder Ganahl, “Irvine residents know what the City’s plan is to reduce emissions, meet state targets, and protect our quality of life.” Again, I am now concerned that the current City Council leadership has no intention of adopting a stand-alone Climate Action Plan, and is simply sitting on the Green Ribbon Committee’s recommendation with no intention to move forward.

How Orange County Lost the U.S. Solar Decathlon

In a recent article in the Voice of OC, Chapman University Professor Fred Smoller and former U.S. Department of Energy official Richard King make a convincing case for a California version of the U.S. Solar Decathlon. The problem is, there already was a California-based Solar Decathlon – located at the Great Park in Irvine – until lack of support and mismanagement by the administration of then-mayor Steven Choi forced the U.S. Department of Energy to find another location elsewhere.

The U.S. Solar Decathlon, which has been sponsored by the U.S. Department of Energy approximately every two years since 2002, is an award-winning international competition that challenges collegiate teams to design, build, and operate solar-powered houses that are cost-effective, energy-efficient, and attractive. The houses are assembled at a central location for display, evaluation, and awards. The winner of the competition is the team that best blends affordability, consumer appeal, and design excellence with optimal energy production and maximum efficiency.

As Smoller and King point out, since the Solar Decathlon’s inception in 2002, more than a dozen California colleges and universities have participated, but no California colleges or universities are slated to participate in the next competition in 2020.

This lack of California participation is troubling, Smoller and King note, because the Solar Decathlon introduces new solar energy technologies to the market and accelerates their implementation; increases and educates the ‘clean tech’ workforce; educates consumers about clean energy; and demonstrates that energy-efficient and solar-powered housing is attainable, practical, and beautiful.

Smoller and King further point out that “as the U.S. surrenders its leadership position on fighting climate change, other nations have stepped in: Solar Decathlons are now being held in Europe, China, the Middle East and Africa. In addition to combating climate change, countries in these regions — especially China — are positioning themselves to take full advantage of the rapidly expanding green economy.”

I wholeheartedly agree with Smoller and King in endorsing a California Solar Decathlon.

California is the ideal location for a Solar Decathlon. California leads the nation, and the world, in developing new and cleaner energy technologies. We are leaders in requiring more effective clean energy standards and in fighting climate change. “To maintain California’s leadership position in the field of clean energy, we must harness the creative energy of our youth, the academic community, industry and labor. By working together, this competition could set a new milestone in clean energy and help make California the sustainability capital of the world.”

Significantly, in both 2013 and 2015, the Solar Decathlon was held right here at the Great Park – until lack of support and mismanagement by the administration of then-mayor Steven Choi forced the U.S. Department of Energy to find another location elsewhere.

It was an incredible achievement in January 2012 when the Great Park team was awarded a $1 million grant to bring the 2013 Solar Decathlon and the XPO in Irvine – the very first time such an award had been made and first time the Decathlon will be held outside of Washington, D.C.

As then-Great Park Board Chair Beth Krom stated at the time, the Solar Decathlon was expected to “bring worldwide attention and economic development to the Great Park and the region and raise public awareness about the benefits of clean energy and energy conservation.”

As I wrote at the time, I was “excited about the potential economic and technological impact that the Solar Decathlon will have for Irvine and Orange County in the future.”

But once the Solar Decathlon contract was awarded, the Irvine City Council, now led by Mayor Steven Choi, completely bungled the opportunity.

First, Mayor Choi and his allies on the Irvine City Council and the Great Park Board (which were then, as now, one and the same) dismissed the public relations firm that had been instrumental in getting the Energy Department to award the Solar Decathlon contract to the Great Park, without hiring any replacement firm – or even adopt a plan – to handle the publicity for the event. The result was far less attendance than been had anticipated when it was assumed that the Solar Decathlon would be properly publicized.

Next, Mayor Choi and his allies on the City Council failed to provide proper signage and directions for the event, so that many people who planned to attend could not locate the venue within the uncompleted Great Park.

The City also failed to partner with science, engineering or community based groups to promote and engage with the Solar Decathlon.

In fact, Mayor Choi and his allies on the City Council were hostile to the very premises of the Solar Decathlon. It had been the idea of former Mayor Larry Agran to bring the Solar Decathlon to the Great Park, and the contract was awarded during Agran’s tenure as mayor. Choi never embraced the event as truly belonging to Irvine or the Great Park, instead viewing it with suspicion as belonging to Agran and to Obama’s environmentally pro-active and climate change conscious Department of Energy.

Crucially, Choi did not share the Solar Decathlon’s basic rationale: concerns about the impact of human-caused climate change and the need for new, clean, energy technologies. Rather, Choi told his fellow Republicans that while “it is good to keep the environment clean but [he] completely questions the idea of global warming being caused by human intervention. He opposes cap and trade and other government imposed environmental regulations, calling them an extreme effort to tax businesses and economic growth.”

In line with this anti-scientific thinking regarding the relationship between climate change and human use of fossil fuels, Choi not only cared nothing about ensuring the success of the Solar Decathlon, but ended Irvine’s participation in the Wyland Foundation’s National Mayor’s Challenge for Water Conservation and failed to appoint a quorum for the Irvine Green Ribbon Environmental Committee, causing that important committee – which I revived, along with Mayor Don Wagner, and which I now chair – to cease meeting for the years that Choi was mayor.

As I said in 2016 when the U.S. Department of Energy announced that the Solar Decathlon would be held in Denver, not the Orange County Great Park, “It is extremely disappointing that the Solar Decathlon will no longer he held in Irvine because the Irvine City Council refused to support the continuation of the Solar Decathlon in the Great Park. The Solar Decathlon served as an international showcase for our city — our businesses and educational institutions — as among the world’s leaders in scientific and environmental innovation, but our shortsighted City Council has allowed this tremendous opportunity to go elsewhere.”

In sum, I agree with Fred Smoller and Richard King that a Solar Decathlon in California– a “leading-edge design competition which promotes innovation, education, and market expansion” of clean energy technologies – would be great for our students, teachers, schools and businesses.  That’s why it’s such a pity that the Solar Decathlon was once here in the Great Park, until the event was mismanaged, and the opportunity was squandered, by the Irvine City Council led by Steven Choi.

 

OC Register Editorial: Democracy Cannot be Stage-Managed by the Majority for their Own Convenience and Political Advantage

The Orange County Register’s editorial of July 17, 2019, correctly calls out and condemns the recent move by the Irvine City Council to prevent a Council Member from putting an item on the agenda unless two other members agree to do so.

As the Register states, “The transparent goal is to shut down the views of the political minority. Irvine officials said they want to stop ‘grandstanding,’ but one person’s grandstanding is another’s chance to raise vital concerns.”

The Register also recognizes that while the new rule was adopted specifically to silence me, the effect of the rule will be to silence all disagreement and dissent:

“Fox has previously discussed supposedly ‘divisive’ issues ranging from flying the LGBTQ flag at City Hall to creating a veterans’ cemetery near the Great Park. But this fracas isn’t about the particular issues any member might want to discuss, but about whether a duly elected official has the right to publicly discuss them. Councils are not private clubs . . . These are the public’s meetings and all officials, even minority voices, represent their constituencies. All elected bodies need to encourage wide-ranging discussions so the public can be part of the self-government process – and not just observers of a carefully crafted script. That’s the essence of representative democracy.”

Thank you to the OC Register for recognizing that public meetings in a real democracy cannot be stage-managed by the majority for their own convenience and political advantage.

As I’ve said before, Irvine’s current pro-Trump Council majority, again aided by its ostensibly Democratic ally, has made it clear that they are following in Irvine the very same playbook of obstruction and bullying used in Washington by Trump and Mitch McConnell, and with the same goal: to silence opposing voices.

But I have no intention of being silent.

And neither do you.

As with Trump and McConnell, we must persist and resist every day, and throw them out decisively in November 2020.

In the meantime, I’ll continue to raise my voice to speak for progressive policies and values — like respect for LGBTQ people, a state cemetery for our veterans, implementation of a serious plan to tackle climate change, more accessible child care, ending sexual violence and discrimination in the workplace, building affordable housing, and ensuring greater government transparency — as I was elected to do.

 

No, We Won’t Back Down

At its last meeting, the Irvine City Council took the unprecedented step of voting to prohibit a council member from placing an item on the agenda without two other council members’ approval.

Now, only the mayor will be allow to put an item on the agenda — a power that until last week had for decades belonged to every individual member of the City Council.

There have been many shifting majorities on the City Council over the years, but no other Council has gone so far to silence dissenting voices and points of view.

You can read about what took place in this excellent article in Voice of OC, including how this new rule is directed squarely at me in retaliation for proposing that Irvine fly the Pride Flag at City Hall, and how they made sure to propose the new rule — and then quickly enact it —  while I was on a long-planned trip to Alaska.

The truth is that Irvine’s Republican, pro-Trump Council majority — created by appointment in a back-room deal with its ostensibly Democratic ally and the developer FivePoint — has made it clear that they are following in Irvine the very same playbook of obstruction and bullying used in Washington by Trump and Mitch McConnell, and with the same goal: to silence opposing voices.

Urge the Irvine City Council to Adopt a Climate Action Plan Without Delay!

I’m unable to attend the Tuesday, July 9, 2019, Irvine City Council meeting because I’m on a long-planned trip to visit my son in Alaska.

Although I’m not able to be present, I urge you to attend the City Council meeting and speak in support of the City creating a Climate Action Plan without delay.

Action on climate and the environment have been crucial issues for me as a member of the Irvine City Council and as Chair of the Irvine Green Ribbon Environmental Committee.

Interestingly, I’m unable to attend the City Council meeting because I’m currently in Glacier Bay National Park, which is perhaps the place on earth where the effects of climate change can most dramatically be seen.

The magnificent tidewater glaciers here have been receding at an alarming rate because over time the snowpack has been inadequate to counteract the impact of long-term temperature increase.

In addition, the sky here is thick with smoke from more than 120 wildfires, because Alaska, like California, is suffering from the effects of long-term drought as well as climate change.

From my current vantage point in Glacier Bay National Park, there is no greater issue demanding action than climate change.

Please read the very compelling letter that Climate Action Campaign Orange County has sent to members of the Irvine City Council, explaining the urgent need for — and the benefits of — a swift adoption of a Climate Change Plan for Irvine.

As Climate Action Campaign Orange County Organizer Robin Raeder Ganahl has aptly stated, “Irvine residents deserve to know what the City’s plan is to reduce emissions, meet state targets, and protect their quality of life!”

I hope you can attend the Tuesday, July 9, 2019, Irvine City Council meeting, as well as write to the Mayor and the City Council, explaining why this issue matters to you.

Your participation in support of Irvine’s adoption of a Climate Action Plan can make a very big difference, not just for our generation but for generations to follow.

Join Me at the Green Ribbon Committee Meeting on Monday, June 24, to Discuss the Community Choice Energy Study!

Community Choice Energy (CCE) is a way for cities, counties or regions in California to look out for their own energy interests, a hybrid between regulated and deregulated electricity supply. CCE programs seek to provide energy that is cheaper and cleaner than energy provided by for-profit utility companies.

Under a CCE program, the local utility company still provides all of the billing services and infrastructure to supply electricity to the point of use, but they are no longer responsible for selecting the electricity supplier. Instead, the community chooses its energy supplier. CCEs across the state are now offering more renewable energy content, and at lower cost, than the electricity supplied by the utility company.

On September 25, 2018, before a standing-room crowd, I joined with my colleagues on the Irvine City Council in voting to commission a feasibility study to determine the pros and cons of implementing a CCE program in Irvine, including potential economic benefits for the community.

The proposal for a feasibility study of CCE in Irvine was initially developed and endorsed by the Irvine Green Ribbon Environmental Committee, which I have the honor to serve as Chair.

We now have that study, as EES Consulting has completed a comprehensive analysis of the viability (including costs and benefits) of a Community Choice Energy program in Irvine.

Among the study’s crucial conclusions is the projection that a CCE in Irvine would result in $7.7 million per year in citywide electricity cost savings for Irvine residents and businesses, and a $112,000 per year savings for the City itself in municipal energy costs.

The study further reports that implementation of a CCE program in Irvine is likely to drive additional local economic development benefits, such as new jobs and $10 million in annual economic output.

While the study notes that there is some risk involved, it also points to several strategies by which these risks could be mitigated and managed.

As a member of the Irvine City Council and as Chair of the Green Ribbon Commission, I am tremendously excited by this study and its conclusions.

The Green Ribbon Environmental Committee will be discussing the study and next steps to take regarding implementation of Community Choice Energy in Irvine at our meeting on Monday, June 24, 2019, at 4:30 in Room L102 at Irvine City Hall. 

I urge everyone interested to attend the meeting and to speak up for cleaner, cheaper energy.

Happy Earth Day 2019!

Today, Monday, April 22, is Earth Day.

Nearly 50 years ago, on April 22, 1970, millions of people took to the streets to protest the negative impacts of 150 years of industrial development.

In the US and around the world, smog was becoming deadly and evidence was growing that pollution led to developmental delays in children. Biodiversity was in decline as a result of the heavy use of pesticides and other pollutants.

The global ecological awareness was growing, and the US Congress and President Nixon responded quickly.  In July of the same year, they created the Environmental Protection Agency, and robust environmental laws such as the Clean Water Act and the Endangered Species Act, among many.

Earth Day is now a global event each year, and more than 1 billion people in 193 countries now take part in what is the largest civic-focused day of action in the world.

The City of Irvine has been a leader in earth-friendly environmental policies, green technology, and environmental awareness.  Irvine’s environmental programs have been on the leading edge of advances in green building and construction, environmental education, recycling, water conservation, waste disposal, and energy-saving.

Unfortunately, when Steven Choi was Irvine’s mayor, our city took several steps backwards. The term “climate change” was banned from all city documents and not enough Councilmembers made appointments to the Green Ribbon Environmental Committee to enable a quorum.

Mayor Steven Choi even refused to participate in the National Mayor’s Challenge for Water Conservation, sponsored by Irvine’s own Wyland Foundation.

When I joined the Irvine City Council, I successfully pushed for revitalization of the Committee, which has now resumed its work of serving as the official environmental advisory committee, increasing public participation in energy conservation and sustainable practices, and helping the city serve the community through advancing environmental policy initiatives and programs.

I am delighted that the Committee now has the full support of the entire City Council, and both Mayor Don Wagner and Mayor Christina Shea have joined with other mayors across the country in asking residents to make a commitment to conserve water and protect this vital resource by taking part in annual Wyland Mayor’s Challenge for Water Conservation, through the month of April.

One of the best — and most distinctive — qualities of Irvine is our commitment to preserving open space. The City of Irvine has more than 16,000 acres of permanently preserved parkland and open space – remarkable for a city of our size.

In 1974, early in our city’s history, voters approved multi-million dollar measures to fund public parks and recreational facilities, and for the acquisition and development of bicycle trail and hiking trail improvements.

In 1989, the City negotiated an historic agreement with the Irvine Company that set aside more than 9,500 acres as permanent open space marshlands, bike trails, parks, nature conservancies and agricultural areas, protecting fully one-third of the city from development.

In addition, in 2006, nearly 37,000 acres of the Irvine Ranch were selected as a National Natural Landmark, a designation which reflects the outstanding condition, rarity, diversity, and value to science and education of the natural resources on the land.

As our Irvine Open Space Preserve website explains, “Since its incorporation in 1971, Irvine has had a strong desire to balance the built and natural environment. As this incredible master-planned community has grown, each phase of development has been accompanied by the preservation and enhancement of natural open spaces, creating the network of parks, trails, and wildlands that residents and visitors may enjoy today and for generations to come.”

A crucial environmental issue facing Irvine in the near future is whether to switch from purchasing energy from SoCal Edison to utilizing a Community Choice Energy provider.

Community Choice Energy (CCE) is a program that brings local control and freedom of choice and competition into the electricity marketplace. Community Choice allows cities and counties to purchase power on behalf of their residents and businesses to provide cleaner power options at a competitive price.

It has been operating in California since 2002 following passage of Assembly Bill 117.

On September 25, 2018, the Irvine City Council approved conducting a feasibility study to determine the pros and cons of implementing a CCE program, including potential economic benefits for the community.

Community Choice programs enable local government control over energy procurement to purchase power, set competitive rates, and collect revenue. The local utility still maintains the electricity grid, deliver energy, and bill customers.

Community Choice Energy programs offer automatic enrollment to businesses and residences in its jurisdiction, with the ability for the customer to opt out and continue to purchase electricity from the utility. Customers have the option of choosing increased percentages of renewable energy.

CCE programs in California generally procure and resell a power mix between 50 percent and 100 percent renewable energy to their customers.

Community Choice Energy can be one of the most powerful ways to accelerate the transition from fossil to cleaner renewable energy.

Community Choice introduces competition and consumer choice into the electricity sector with a focus on local, renewable energy to stimulate rapid innovations in clean energy systems.

By the mid 2020s, as much as 85% of Californians will be served by a Community Choice Energy program.

When our feasibility study is completed, I hope Community Choice Energy will soon be available in Irvine and throughout Orange County.

At our best, the City of Irvine has striven to be simultaneously people-friendly, business-friendly, and earth-friendly.

We must continue to insist that each phase of our City’s development be informed by science, accompanied by careful planning, and prioritize the preservation and enhancement of our environment.

Sunday, March 30, is Earth Hour 2019

This Saturday, March 30, join millions of people around the world in switching off your lights and electronics from 8:30 – 9:30 p.m. for Earth Hour.

Starting as a symbolic lights out event in Sydney in 2007, Earth Hour is now the world’s largest grassroots movement for the environment, inspiring millions of people to take action for our planet and nature.

As a member of the Irvine City Council, I have been able to reinstate and vitalize the Irvine Green Ribbon Environmental Commission, which seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs.

I’ve also helped move the City toward adopting Community Choice Energy, which allows cities and counties to purchase power on behalf of their residents and businesses to provide cleaner power options at a competitive price.

In addition, I’ve helped to make Irvine a national leader in finding non-toxic solutions to weed and pest control, and finding effective, non-toxic and eco-friendly ways to maintain Irvine’s open spaces and reduce fire danger.

I’ve helped Irvine increase our iShuttle program by 50 percent, and worked to improve Irvine’s bike trails for recreation and commuting.

But we need to do more, and faster. Most importantly, we need to step up efforts to switch from using fossil fuels – the biggest cause of climate change – to clean, renewable energy.  And we need to help people and nature adapt to the inevitable changes ahead.

Climate change is perhaps the greatest challenge humanity has ever faced.  It affects every corner of our planet – from the poles to the tropics, and from the mountains to the oceans. People and nature worldwide are already feeling the effects: water supplies are shrinking, extreme weather events increasing in frequency and intensity, forests burning, and coral reefs dying.

All around the world, governments and communities are coming together to act –- and we can still escape the worst impacts of climate change, and build a safer future for all.

Democracy Requires an Election to Fill the Vacancy on the Irvine City Council

When Irvine Mayor Donald Wagner took office as an Orange County Supervisor, Mayor Pro Tem Christina Shea automatically took his place as Mayor.

As a result, there is now a vacancy on the Irvine City Council.

Democracy requires an election rather than an appointment to fill this vacancy.

According to law, a vacancy on the Irvine City Council can be filled by appointment by the remaining four members of the Council or by election by the vote of all the residents of Irvine.

Even if the City Council appoints a new member, the people can still override that appointment and demand an election by filling a petition signed by seven percent of the voters of the City.

Some argue that precedent and financial concerns support appointing the third-place runner-up in the previous election to the open seat on the Irvine City Council, rather than holding an election in which the people will choose the person to serve as their representative.

In fact, neither precedent nor principle support an appointment over the people’s choice as determined by an election.

Since the incorporation of Irvine as a City in 1971, there have been three times that a vacancy needed to be filled for a councilmember.

In the first instance, on October 15, 1985, Ralph A. “Ray” Catalano, a professor at UCI and a former planning commissioner, was appointed to serve the remaining three years of Councilmember David Sills term when Sills resigned from the Council to become a superior court judge.

Significantly, Catalano was not the next highest vote-getter in the previous election.  Catalano was not even a candidate in that election and had never run for office. The person who was the next highest vote-getter in the previous election, Mary Ann Gaido, was not appointed to the open seat. Catalano later explained that he was a political compromise choice and was picked by Sills as his successor.

That is the only time that the Irvine City Council has used an appointment by Councilmembers rather than an election by the people to fill a vacancy on the Council.  In every other case of a vacancy on the City Council, the seat has been filled by a vote of the people in a special election.

Our very first Irvine City Council election was a special election, held on December 21, 1971, when Irvine residents approved the City charter.

On November 6. 1990, a special election was held to fill the vacancy on the City Council when Councilmember Sally Anne Sheridan was elected Mayor the previous June. The next highest vote-getter from the previous election – again it was Mary Ann Gaido – was not appointed.  Bill Vardoulis, who had not run in the prior election, entered that race and won that special election.

On November 3, 1992, a special election was held to fill the vacancy on the City Council when Councilmember Art Bloomer resigned with two years remaining in his term.  The next highest vote getter from the year of Bloomer’s election – and it was again Mary Ann Gaido — was not appointed. Greg Smith won that special election.

Additional special elections have also been called numerous other times for various reasons, such as voting on charter amendments, measures and ordinances.

In fact, in the history of municipal elections in Irvine, special elections seem to be the rule rather than the exception.

Third-place candidates have been elected to the City Council under Measure A, which was adopted by the voters in 1991.

Measure A provides in that in City Council elections where one of the sitting Councilmembers is running for Mayor, the voters can cast three ballots for candidates for the office of City Council, so that “if a council member whose term of office has not yet expired is elected to the office of Mayor, the vacancy in the office of that Councilmember shall be filled by the candidate for Councilmember receiving the third highest number of votes.”

So far, this situation has happened four times.

On June 7, 1988, third-place City Council candidate Cameron Cosgrove was elected when Larry Agran was elected Mayor.

On November 7, 2000, third-place City Council candidate Beth Krom was elected when Larry Agran was elected Mayor.

On November 2, 2004, third-place City Council candidate Sukhee Kang was elected when Beth Krom was elected Mayor.

On November 4, 2008, third-place City Council candidate Larry Agran was elected when Sukhee Kang was elected Mayor.

Our current situation is very different from those cases.

In those cases, the voters were given the explicit opportunity to vote for three candidates for City Council.

As a result, the third-place candidate gained his or her seat on the City Council directly and democratically through the knowing vote of the people, not by appointment based on coming in third when the voters only had the choice of two.

Indeed, as I have shown, our City has NEVER appointed a Councilmember based on a third-place or next-highest finish in a previous election.

Some have argued that we should use this method of appointment – which we’ve never used before – simply in order to save the money that would need to be spent on an election.

First, it should be noted that other local cities are conducting special elections for councilmembers that could easily be coordinated by the Orange County Registrar with our own, thereby reducing the cost of the election.

Most importantly, however, I believe that democracy is worth the cost.

Democracy is far from perfect.

Many of us are convinced that we could pick better officials than those the people elect.

But that is not what our nation is about.

We elect our officials as our representatives; they are not appointed over us.

Democracy is messy, inefficient, and, yes, sometimes expensive.

In the words of Winston Churchill, “democracy is the worst form of Government except for all those other forms that have been tried from time to time.”

I agree.

We should fill the vacant seat on the City Council with the choice of the people as determined by an election.

UPDATE:

On Wednesday, April 3, 2019, the Irvine City Council officially declared a vacancy on the Council.

I have been informed by the city’s attorney and the city manager this declaration “starts the clock” regarding the process of filling the vacant council seat. We now have 60 days from April 3, 2019, to come to an agreement on the appointment of a new Councilmember or there will be an election.

Residents have 30 days from April 3, 2019, to file a petition signed by seven percent of Irvine’s registered voters to require an election regardless of what the council does.

UPDATE:

There is now a Republican proposal to circumvent this voting process by using an arbitrary ‘point proposal,’ under which “each Councilmember shall list three (3) applicants [candidates] in order of preference.” The candidates will be assigned the following point values: Top candidate 3 points, second candidate 2 points, and third candidate, 1 point.

Under this proposed procedure, the applicant receiving the most points will be appointed.

This proposed “point ” procedure:

(1) has never been used by the Irvine City Council to decide how to fill a council vacancy or to make any other appointment;
(2) violates the most crucial principle of a representative democracy — that the people’s representatives are selected by majority rule.

Arbitrarily assigning points to 1st, 2nd, and 3rd choice applicants, and then saying the applicant with the “most points” wins, is simply a way to avoid majority rule. It undermines the basic legitimacy of Irvine’s government.

Please attend the next Irvine City Council meeting on Tuesday, April 9, at approximately 3:00 p.m. to make sure your voices are heard.

UPDATE:

While the so-called “point” procedure was defeated at the last meeting, the question of whether to appoint or have an election is still not settled.

Please attend the next Irvine City Council meeting on Tuesday, April 23, where the Council will likely decide either on a process for appointment of the 5th council member to the vacant seat or deadlock to cause an election.

Closed session starts at 4:00 p.m. and the open meeting begins at 5:00 p.m. The agenda is packed so this may run late.

What I’m Listening for in the Mayor’s 2019 State of the City Address

Irvine Mayor Don Wagner will give his “State of the City” address at the Irvine City Council meeting on Tuesday, February 26, 2019.

The Mayor will have many positive things to talk about, including the tremendous progress that we’ve made on fulfilling the promise of the Great Park — a new 80,000 square-foot ice arena, a 1200-seat Great Park Championship Baseball Stadium and new additional baseball and softball fields, a 5,000-seat Championship Soccer Stadium, a 2.5 mile nature corridor, plus an agreement with Wild Rivers to build a new water park and an exclusive negotiating agreement with Pretend City Children’s Museum to relocate in the Great Park

He will remind us that Irvine remains America’s safest city and was recently declared one of the safest cities in the world.

He will also note that Irvine was rated the number one city in the nation in fiscal strength.

He can also speak positively about the advances that our City Council has made in providing for greater openness and transparency in our budget process, pointing to our new two-year budget cycle, our new five-year planning program and our new Irvine Sunshine Ordinance that expands public notice of agenda items to four times longer than California law requires.

These are indeed wonderful accomplishments that the Mayor, the entire City Council, and all residents of Irvine should be proud of.

But much more remains to be done and problems remain to be solved.

Here is what I would like to hear the Mayor address:

Climate and the Environment

Irvine must become ever more environmentally responsible and should be a national leader in meeting the existential ecological demands of the future.

As Chair of the Irvine Green Ribbon Environmental Committee, I have helped guide Irvine toward greener policies related to energy, recycling and waste management, mobility, open space and water issues.

But more must be done.

I would like to hear the Mayor commit to establishing a Climate Action Plan for Irvine, with the goal of eliminating half of all greenhouse gas emissions in the city and aiming for all electricity used in the city to be from renewable sources by 2035.

Climate Action Plans make it easy for the public to see what cities plan to do to meet state targets for reducing greenhouse gas emissions. Sprinkling such actions throughout the General Plan is not as transparent and is not in the best interest of the public.

Other cities, including San Diego, Los Angeles, Long Beach, Seattle, Baltimore, Phoenix and Houston already have Climate Action Plans.  As the self-proclaimed City of Innovation, Irvine should be a leader in this national effort.

An Irvine Climate Action Plan would benefit both the environment and the regional economy, creating new jobs in the renewable energy industry, improve public health and air quality, conserve water, more efficiently use existing resources, increase clean energy production, improve the quality of life, and save taxpayer money.

Most importantly, a Climate Action Plan would fulfill our obligation to ensure that Irvine remains a beautiful green city for future generations.

Traffic Congestion and Traffic Safety

We have made significant progress in alleviating Irvine’s traffic congestion.  We expanded the iShuttle to provide more transportation.  We’ve enabled left-hand turns in some intersections to allow traffic to move faster and more efficiently.  We’ve widened roads and made other improvements.

But we need to do more.

I would like to hear the Mayor announce a plan to create a greener, smarter, and more efficient transportation future by further expanding our iShuttle.  For example, a route that would take people from UCI to the Spectrum would be good for both Irvine traffic reduction, Irvine’s air quality, as well as for UCI students and Spectrum businesses.

Our roads are not only too often congested, they are also becoming too dangerous, as people fail to obey stop signs and follow the rules of the road.

I have been working with residents and the Irvine Police Department on improving the safety of our pedestrians and bicyclists, especially our children, and I held a Town Hall Meeting on Traffic Safety with the Chief of Police, but more must be done.

I would like to hear the Mayor propose a major comprehensive traffic safety project, focusing on ensuring motorists come to a full stop at stop signs.  This project would involve education, increased enforcement and deploying more advanced stop sign technology.

Many cities have lighted stop signs.  Irvine should have them as well.  Our Irvine Police should also receive a clear mandate from the Mayor and the City Council to take whatever enforcement actions are necessary to make our streets safer for our residents.

The Great Park

Irvine has made tremendous progress on fulfilling the promise of the Great Park and all of us should be proud of what we’ve accomplished.

I am looking forward to the Grand Opening of the new 270,000-square-foot Great Park Ice Area — the largest ice-skating facility in California and one of the largest in the United States.

I am also looking forward to the announcement of further progress on the return of Wild Rivers Water Park.

I also continue to support a veterans cemetery within the hallowed grounds of the former Marine Air Station El Toro, where so many brave men and women flew to Vietnam and other war zones, some never to come back.  My proposal (along with Christina Shea) to locate the veterans cemetery on land that had been intended as a golf course has been through the Commission process and will soon come before the City Council.

What I would like to hear the Mayor speak about tonight is a vision and a plan for completing the next crucial phase of the park – the Cultural Terrace.

The City Council entered into an exclusive negotiating agreement to bring Pretend City Children’s Museum to the Cultural Terrace.  When the relocation of Pretend City to the Great Park Cultural Terrace initially came before the City Council in 2017, I strongly supported it and was disappointed when we did not have the votes to act at that time.  I am extremely pleased that we have moved forward this year.

But much more needs to be done to truly create the Cultural Terrace as the jewel of the Great Park.

I believe the Great Park’s Cultural Terrace would be the ideal location for a natural history museum, showcasing the natural history of our area.

Importantly, the history of the Juaneno/Acjachemen and Gabrielino/Tongva — our County’s indigenous people — needs to be told!

In fact, while Orange County is the only county in Southern California that does not have a natural history museum, Orange County is already home to a fabulous collection of fossils and artifacts in the Dr. John D. Cooper Archaeological and Paleontological Center, now located in several warehouses in Santa Ana.  This rich history of fossils and artifacts, perhaps one of the most important fossil-bearing areas in North America, if not the world, needs to be curated and displayed.

Our county’s rich store of fossils and artifacts ought to be open to all in a magnificent museum – a new Orange County Natural History Museum in the Great Park!

I have also made clear my support for the California Fire Museum and Safety Learning Center, and for preserving the heritage of our California firefighters in a permanent facility in the Great Park.

I have also long been a strong advocate for botanical gardens in the Great Park’s Cultural Terrace.  In fact, every survey we’ve done has shown that gardens are among amenities that people most want in the Great Park.

I agree with the Great Park Garden Coalition that “We need places where children can experience nature and explore, where all can find refuge from the ever-increasing urban density and traffic, where people of all ages and abilities can experience beautiful outdoor spaces. All great urban parks have great garden spaces: Golden Gate Park, Central Park, Balboa Park.”

The Great Park in Irvine should, too.

Homelessness and Attainable Housing

As we all know, Irvine is among the most expensive real estate markets in the nation; for this reason, there is a tremendous need for, and tremendous obstacles to, affordable housing.

Finding solutions to the housing crisis and alleviating homelessness has been a priority for me, both as a member of the Irvine City Council and as Chair of the Irvine Community Land Trust.

Irvine has been a model in this area and the Land Trust concept, now being adopted by Orange County and many other cities, is something that Irvine has pioneered.  No other city has a Land Trust like we have, and other cities are working to copy ours.

I’m proud of what the Irvine Land Trust has accomplished in the past year.

In 2018, we opened Parc Derian, which brings 80 new units of housing for working families, veterans, and special-needs residents of Irvine.  We also began work on Salerno, a new 80-unit rental community. Like Parc Derian, Salerno will provide permanent affordable housing for working families, veterans, and special-needs residents of Irvine.

Significantly, we have begun to develop our first homes for ownership with help from a new partnership with Habitat for Humanity of Orange County. This new Irvine community, called Chelsea on Native Spring, located north of Irvine Boulevard, will include 68 affordable home for sale to income-eligible veterans, working families, and young professionals.

In all, that’s 466 households, and more than a thousand people, who can comfortably live, work and raise families in Irvine directly because of the work of the Irvine Community Land Trust.

In addition to my work on the Irvine Land Trust, I have traveled to Pittsburgh and San Antonio to see what other cities have done to successfully combat homelessness, and I have traveled to Sacramento to encourage the legislature to revise regulations and the tax code to make it easier to build affordable housing.

I would like to hear the Mayor reaffirm Irvine’s commitment to support the Irvine Community Land Trust as successful model for other cities to emulate in providing housing for diverse income levels.

I would also like to hear the Mayor present his vision for alleviating the homelessness crisis, and especially what role he envisions Irvine should play in providing shelter and services, especially in light of the case in federal court.

How will he work with the federal court and Board of Supervisors to tackle this crisis on a truly regional basis, and how will he get the Board of Supervisors to spend the money and resources that they have been given specifically to deal with homelessness on an actual solution?

Working Together in an Inclusive Democracy  

Our City Council is no longer gridlocked in the partisan bickering that prevented progress for so many years; we have seen that we need to work together to improve the lives of all of Irvine’s residents.

I would like to see our city leaders display the truly democratic spirit that united all decent people in our community in condemning religious and racial bigotry, and not the divisiveness that is created when wedge issues, outside our jurisdiction and purview, are brought before the City Council.  Focusing on these wedge issues does not produce positive policies that bring our city together, but instead a theatrical politics of division that can only drive us apart.

I would like to hear the Mayor reach out to those of us on the other side of the aisle, as he has often done, recognizing that it is best for our city and our residents when we work for the common good by looking for common ground.

Zot! The Dramatic Success of UC Irvine is Making Our City Better Educated and More Diverse!

Everyone knows that Irvine is changing.  Our city is becoming more populous and more diverse.

One of the major reasons for this change is the remarkable success of our city’s foundational institution and largest employer: The University of California, Irvine (UCI).

Founded in 1965, UCI now has more than 30,000 students and offers 192 degree programs. It’s located in one of the world’s safest and most economically vibrant communities and is Orange County’s second-largest employer, contributing $5 billion annually to the local economy.

UCI is now the most sought-after campus in the entire University of California system, according to a recent article in the Orange County Register.

The article reports that “The Irvine campus announced recently that 70,540 California students applied for admission as freshmen in the upcoming fall semester,  the most among the nine campuses in the UC system.”

Much of this growth is recent.  In fact, applications to UCI have increased by an amazing 32 percent just since 2015!

UCI’s growth has also led to a significant increase in the diversity of our City.  UCI has made a strong commitment to being an engine of social mobility for qualified individuals from nontraditional and disadvantaged circumstances.

As a result, UCI is now the top choice among UC schools for first-generation students and those from underrepresented minority groups and lower-income families.  Almost half of UCI’s freshman applicants come from immigrant backgrounds and are first-generation students.

As a member of the Irvine City Council, a former UCI student, and the wife of someone who who received his Masters and Ph.D. from UC Irvine, I want to congratulate UCI on its great success and pledge to help it continue making our city, our state, and our nation better educated and more diverse while ensuring a brighter future for Orange County and California!

We’re Number One: OC Register Rates Irvine “Best City” for 2018

The readers of the Orange County Register have rated Irvine the “Best City” in Orange County for 2018.

Here is what the Register had to say:

“By now, Irvine is used to accolades.

The Fiscal Times recently ranked it No. 1 out of 116 municipalities in its annual City Fiscal Strength Index. Within the past year it also made the top 10s of other “best-of”lists, including the Best Place to Raise a Family, the Best Park System in the U.S., Best City for Working Parents and Best City to be a Homeowner.

The personal finance website WalletHub ranked Irvine No. 8 – the highest of any Southern California locale – on its 2018 list of the Happiest Cities in America, which was based on factors such as emotional and physical well-being, income and employment and community and environment.

Last year, Sunset magazine selected Irvine as the SoCal runner-up – behind Ventura – on its list of the 19 Best Value Towns in the West.

“This O.C. town was engineered for livability back in the 1960s,” the magazine wrote. “What it lacks in an actual downtown, it makes up for with 350 miles of bike lanes and trails, an infinitesimal crime rate, a robust economy, a multicultural population, and the Orange County Great Park.”

None of this is news to Best of Orange County voters. Irvine has been voted Best City Live In for 8 of the past 10 years and always places in the top three. Beyond its highly regarded schools and abundant parks, Irvine is frequently cited as a model of master planning – even as the city’s population has grown to 268,000, its design as a cluster of villages helps it retain a small-town vibe.”

Irvine History Happy Hour: Meet Irvine’s New City Manager John Russo!

So what exactly does a City Manager do anyway?

Come this Sunday, September 23 to the Irvine Historical Society’s Let’s Talk History Happy Hour and find out!

Irvine’s new City Manager John A. Russo will be on hand to introduce himself and to share his goals for the future of Irvine.

John A. Russo was hired by the Irvine City Council to be City Manager on July 10, 2018.

Russo began his career in public service as an elected official with the City of Oakland, first as a Councilmember from 1994-2000, and then City Attorney from 2000-2011. While in Oakland, he authored the open government law and the “Sunshine Ordinance” to ensure public transparency and full residential access to public information. He then moved to the City of Alameda, where he served as City Manager from 2011-2015.

The Brooklyn native, 59, graduated with honors in economics and political science from Yale University, and earned his law degree from New York University School of Law. He was a Legal Aid attorney in St. Louis before moving to Oakland in 1987, where he was president of Friends of Oakland Parks and Recreation, treasurer of the East Bay League of Conservation Voters, and pro bono attorney for neighborhood associations and nonprofits. In 2002, Russo served as League of California Cities president; he also was a Board member for the National League of Cities.

Russo is Irvine’s fifth City Manager.

Irvine Slated to Name John Russo as New City Manager!

The following is a press release from the City of Irvine:

The Irvine City Council has chosen John A. Russo as its finalist for City Manager, and will formally consider hiring him at its July 10 meeting.

Russo has 23 years of results-oriented public service gained through leadership positions in Oakland, Alameda, and Riverside. Having served as a City Councilmember, City Attorney, and City Manager, Russo’s combination of experience at three California cities gives him a unique perspective as he prepares to lead Irvine in implementing the vision at the direction of its City Council.

“It is an extraordinary honor to be selected to serve in this position in a city known across America for its foresight, commitment to public safety, and adherence to financial stability,” said Russo. “Consistent with Irvine’s values, I am committed to open and transparent decision-making – listening to all stakeholders (citizens, business, university, public sector, and faith communities) with an open mind, and equally committed to decisive action and a long-term approach to policy. Process matters. Results matter more.”

Russo most recently served as City Manager for the City of Riverside for nearly three years. His experience in municipal government fits well with Irvine’s priorities.

Among the City Council goals in 2018:

  • Traffic improvement initiatives that include 16 capital improvement program projects now underway. The City Council has approved more than $71 million for traffic management and congestion improvements, with construction scheduled over the next 12 months.
  • City Council support of public safety. For a 12th consecutive year, Irvine is the safest city with a population of 250,000 or more for Part 1 violent crime, according to FBI data.
  • The City Council’s ongoing support of its public schools. The City Council provides $10.2 million annually in direct and indirect support.
  • The opening of large sections of the Orange County Great Park, including soccer fields, baseball and softball stadiums with multiple playing fields, basketball courts, and the $100 million public ice facility.
  • Continued high service to the community.

Highlights from Russo’s background align with Irvine’s focus areas:

  • Maintaining Irvine’s renowned employment base – one of the highest jobs-to-population ratios in the country – driven, in part, by major business headquarters such as Edwards Lifesciences and Blizzard Entertainment. Russo last year helped bring the California Air Resources Board’s headquarters and testing facilities to Riverside.
  • Developing of the 1,300-acre Orange County Great Park, a former Marine base. While in Alameda, Russo expeditiously implemented all land use entitlements for redevelopment of the closed Alameda Naval Air Station, a 1,000-acre waterfront property across the bay from San Francisco.
  • Continuing Irvine’s fiscal health, including its recognition as the No. 1 fiscally responsible large city for two straight years. During Russo’s tenures in both Alameda and Riverside, he eliminated structural deficits, significantly increased financial reserves, and presided over improvements in those cities’ bond ratings.

Why Did Measure B Lose? What Should Irvine Do Now? Take the Surveys!

The voters in Irvine recently rejected Measure B.

The issue now is what, in rejecting Measure B, did the voters really decide.

Some argue that the rejection of Measure B means that the voters said that the proposed veterans cemetery should be located at the ARDA site that was originally selected by the City Council in July 2014.

But the actual language of Measure B said nothing about the original ARDA site, except that the development previously zoned for the strawberry fields site would be moved there.

Looking at the specific language of Measure B, what the voters said No to was “allowing the previously planned development for the Bake Parkway Site to be relocated to the intersection of Pusan and Irvine Blvd and allowing the development of a veterans cemetery near the intersection of I-5 and Bake Parkway.”

Thus, by its express language, the no vote on Measure B rejects that zoning decision, but does not authorize the city to place a veterans cemetery on the ARDA site.

In addition, the City Council’s approval of the ARDA site in 2014 was based on the belief that the City would provide the land for the veterans cemetery, but the costs of construction and subsequent maintenance of the cemetery would be wholly paid by state and federal government.

Crucially, the City Council’s approval of the ARDA site also came several years before we learned that construction of the veterans cemetery at the ARDA site would cost nearly $80 million, mostly due to the need for decontamination of the soil and the decontamination and removal of numerous existing structures, and that in addition to providing the land, the City would have to bear a significant portion of these construction costs.

In particular, Measure B said nothing at all about approving the spending of tens of millions of dollars that are now earmarked for creating the features of the Great Park that residents have said they want – such as museums, botanical gardens, a new Wild Rivers Water Park, and a permanent amphitheatre for live music – and, instead, using that money for a veterans cemetery.

My belief is that the rejection of Measure B means that the voters did not want a zoning change that, as the No on B campaign said, would have allowed “massive development projects” at the ARDA site, add “812,000 square feet of development,” and “bring 10,000 more cars and trucks to Irvine streets and neighborhoods every day.”

For me, the lesson of Measure B is that the voters did not want to risk the possibility that the land exchange would lead to more development and more traffic congestion, as well as the voters believing that it was too favorable a deal for the developer.

In other words, I see the rejection of Measure B as a vote against more development and traffic congestion, and not a vote in favor of spending tens of millions of dollars on a veterans cemetery rather than building other popular features of the Great Park

While the surveys are not scientific, I believe their results are straight-forward and present an accurate view of why Measure B failed.

The survey results show that the main reason people voted No on Measure B was opposition to development and traffic, rather than a desire to return the veterans cemetery to its original site.

These results should not be unexpected since the No on Measure B campaign focused almost exclusively on the claim that Measure B would lead to more development and traffic (“B = Thousands MORE Cars on THIS Road!”).

Further underscoring the conclusion that Measure B failed because of perceptions about development and traffic rather than preference for the original site, the survey results show that few residents are in favor of spending the $40 – $80 million required to build the veterans cemetery on the original site.

 

 

 

 

 

 

The Lesson of Measures B and D: No More Developer Giveaways!

The clear message sent by voters with the defeat of Measures B and D is that developers must not be allowed to continue runaway development without regard to our traffic, schools, and quality of life, and that Irvine residents must have a say in all future development decisions.

I agree.

I supported Measure B because I believed it would provide veterans with the best chance for a dignified military cemetery; that it would save Irvine taxpayers millions of dollars; and that it would reduce traffic congestion by restricting future development at the strawberry fields.

The voters, however, did not want to risk even the possibility that it would lead to more development and more traffic congestion.

In fact, Irvine residents are rightly concerned that runaway development and traffic congestion will forever change the character of our beautiful city – without their input or consent.  They are rightly distrustful of developers whose bottom line is their profit, not our quality of life.  I am distrustful as well, and I share the voters’ skepticism about giant developers and their motives. Developers spent millions of dollars trying to defeat me in the last election, and no doubt will do so again.

Here’s why:

As an Irvine City Councilmember, I have not voted for a single new entitlement or approved any new construction. The development that residents are now seeing all over town – from the Great Park neighborhoods to Quail Hill to Tomato Springs – was approved by prior City Councilmembers, and not by me. I have not approved any of it, and I was one of only two Irvine Councilmembers who voted against the Irvine Company’s proposed 1,960-unit apartment complex at the old Traveland USA site at the 5 Freeway and Sand Canyon. I opposed that plan because of its negative impact on traffic and schools, and I will not approve any future development without prior careful determination and consideration of its impact on our schools, traffic, and open space.

As an Irvine City Councilmember, I also voted against Measure D. I opposed Measure D because I believe that Irvine residents must have a strong voice in determining how our city grows.

Moving forward, I reaffirm my pledge to end runaway development. Irvine must return to its commitment to the wisdom of the Master Plan.  The current piecemeal approach to development favored by developers and some members of the City Council must end. Irvine needs to return to the principles of careful planning and measured, smart growth that not very long ago made Irvine the best place in America to live, work, and raise a family. There must be no more developer giveaways.  

Irvine needs an effective traffic reduction plan, and not just a congestion management plan. Irvine had long been recognized as a national leader in city planning and innovation. Unfortunately, Irvine has failed to properly plan for the tremendous increase in traffic caused by the city’s explosive recent growth. As a result, Irvine residents have been forced to contend with unprecedented traffic congestion and less safe streets and roads.  Our City Council now needs to do more than try to manage the traffic congestion that is already out of control. We need to say clearly that the current level of traffic congestion is completely unacceptable and must be reduced.

Irvine needs more police officers.  As Irvine has grown, the need for more police officers has become critical, not just for preventing crime, but also for enforcing our traffic laws, which are essential to keeping our children safe as they play and go to school in our neighborhoods. I will work to add more police officers to ensure that our residents are as safe in Irvine now and in the future as they were before Irvine began to grow.

Irvine needs more childcare. We know that our great schools, beautiful parks, and safe environment attract many families with young children.  We also know that a critical part of any thriving community is safe, professional, reliable, and affordable preschool and childcare. Developers must be held accountable for including childcare as part of an overall city development plan, just as they are required to build schools. Irvine must become truly family friendly. No more waiting lists!

Let’s build the veterans cemetery.  I have been fighting for a veterans cemetery at the former El Toro Marine Base since 2014 and will continue to do so. Our veterans deserve a veterans cemetery close to their families and loved ones. Now that Measure B has been defeated, we need to find a site that honors our veterans and is approved by Irvine residents.  I am firmly committed to that task.

Let’s finish building the Great Park. For far too long, the residents of Irvine were given nothing but empty promises about building our Great Park on the grounds of the old El Toro Marine Base.  As Vice Chair of the Great Park, I am proud that we have finally succeeded in creating a Great Park that residents can enjoy, with terrific sports fields, a magnificent new championship soccer stadium, and the best community ice-skating facility in the West already under construction — but there is still much more to do.  Our residents have told us that they want a new Wild Rivers water park, and we need to ensure that happens.  We also need to fulfill our promise to build a city-owned amphitheatre on the Great Park’s cultural terrace, so that a developer’s decision can not deprive us of live music again. I will also insist that we follow the recommendations of residents and build world-class botanical gardens, museums, and a lake to make Irvine the home of a truly Great Park. Getting that job done is one of my main priorities.

I love Irvine and will continue to work to ensure that Irvine remains among the safest and most beautiful cities in the nation.  As your Irvine City Councilmember, I will fight to ensure that the public interest – in preventing over-development, over-crowed schools, and traffic congestion, and in preserving the character of our communities – comes before the private interests of developers, no matter how big and powerful those developers may be.

What I’m Listening for in the Mayor’s 2018 State of the City Address

On Tuesday, February 27, Irvine Mayor Don Wagner will present his second “State of the City” address at the City Council chambers.

Mayor Wagner and I are members of different political parties and have very different views on many state and national issues. Yet in the year that we have served together on the Irvine City Council, we have been able to work in cooperation and with mutual respect to improve the lives of the residents of our City.

We have accomplished a lot in this past year. Since last year’s State of the City, Irvine has been rated:

• No. 1 Major American City in Fiscal Strength.
• No. 1 FBI’s Safest American City. Lowest rate of violent crime among cities with a population of 250,000 or more (12th consecutive year that City of Irvine has earned the Safest City accolade).
• No. 2 Safest Big City, based on categories that go beyond violent crime rates, including motor vehicle safety.
• No. 3 Most Prosperous City.
• No. 3 Happiest Residents.
• No. 6 Least Stressed American City
• No. 8 Best Public Parks.
• No. 8 Best City to Raise a Family, based on crime rate, vehicle safety, air quality, and educational attainment.
• No. 9 Healthiest Lifestyles.
• No. 15 Best Places to Buy a Forever Home.
• One of 20 Western Dream Towns.

While I’m proud of what we’ve accomplished, much more remains to be done and problems remain to be solved. We have moved past the partisan bickering and gridlock that prevented progress for so many years, but we need to continue to work together to improve the lives of all of Irvine’s residents.

Here’s what I will be listening for in this year’s State of the City Address:

More plans to solve Irvine’s traffic and transportation problems.

Every person who ran for Mayor or City Council in 2016 – including myself and Mayor Wagner – promised to take bold and meaningful action to reduce traffic congestion.

In fact, in our first year, we have already accomplished a great deal:

• The City Council did not approve a single new entitlement for housing or offices in 2017.
• Reinstated Irvine Transportation/Traffic Commission (with my appointee, Ken Montgomery, as Chair).
• Created and filled new City of Irvine staff position of Director of Transportation.
• Curtailed traffic in and out of Concordia University.
• Approved $19 million plan to reduce traffic congestion throughout Irvine.
• Approved plan to widen University between MacArthur and Campus, adding a lane in each direction and upgrading traffic signals.
• Working with CalTrans to upgrade and improve timing on 40 traffic signals near freeway ramps.
• Moved forward the construction of a pedestrian/bicycle bridge over Jamboree at Michelson.
• Defeated proposed 1,960-unit “Travel Land” apartment complex at the 5 and Sand Canyon, based on negative impact on traffic congestion.

But more needs to be done.

Irvine still needs to increase the safe, effective, and efficient transportation choices available in the City (including public transportation, bicycle routes, and active transportation) and will need to continue to hold developers accountable for resolving traffic issues before any entitlements and building permits are issued.

I look forward to hearing more detailed and concrete plans for resolving our traffic and transportation issues, and for increasing the transportation alternatives that are needed to reduce automobile congestion in our streets. In addition, I would like to hear about working with our school board to offer transportation to students to and from school to reduce congestion in the mornings and afternoon rush.

Building the Cultural Terrace at the Great Park.

This year we have finally succeeded in creating a Great Park that residents can enjoy.

• We opened the temporary 12,000-seat live music FivePoint Amphitheatre while planning the permanent Great Park Amphitheatre.
• We broke ground on and will soon open a new ice skating facility in the Great Park (largest public ice skating facility in the West).
• We opened our 5,000-seat Championship Soccer Stadium and numerous other sports fields and facilities in the first phase of 194-acre Great Park Sports Park, the largest of its kind in Orange County – larger than Disneyland and Disney California Adventure combined.
• Our Great Park Sports Complex was presented with the Orange County Business Council’s Turning Red Tape into Red Carpet Award for Public-Private Partnership.
• The Great Park Championship Stadium opens its second season as the home of the Orange County Soccer Club, Orange County’s only professional soccer team.
• We reached an agreement with Wild Rivers for a new 30-acre water park in the Great Park.

This year, I will be listening for details of even more progress on the Great Park.

I will be listening for details of the opening this year of the “bosque” (tree-lined walking and biking trail area), as well as further development of the Great Park Sports Complex, including additional soccer and softball fields and a baseball stadium.

I want to hear about more specific plans and dates for the reopening of Wild Rivers. I will also be paying careful attention to the Mayor’s plans for the Cultural Terrace. I have advocated for the City Council to make commitments regarding placing museums, a library, and world-class botanical gardens so that we will have a truly Great Park.

Education and childcare.

It is time to squarely address the shortage of childcare for families in Irvine.

Nearly 2,500 Irvine families do not have adequate child care, with the most acute shortage for children under 2 years-old and children 6 to 12 years-old. Churches and other houses of worship traditionally provide a third of childcare. Our Irvine City Council and the Planning Commission must zone sufficient areas for churches and houses of worship, as well as take other steps, to meet our growing child care needs. I have been working with City staff, my Community Services Commissioner Lauren Johnson Norris, developers, childcare providers, and the business community to increase childcare through an overall city childcare development plan. I will be listening for the Mayor’s plans to help us in this important area.

Commitment to building the Veterans Cemetery and Memorial.

One of my proudest moments as an Irvine resident was when the City Council in 2014 voted unanimously to set aside 125 acres for an Orange County Veterans Cemetery. Since that time, we learned that the cost of building a veterans’ cemetery on the originally designated site would be more than $77 million – in other words, prohibitively expensive. For this reason, I support the land exchange according to which the Great Park developer will build the cemetery in another, close-by, location known as the “strawberry fields.”

This strawberry fields site, overwhelmingly preferred by veterans and all veterans’ groups, including the Veterans of Foreign Wars and the American Legion, saves at a minimum $77.5 million in city, state, and national tax dollars, does not require the substantial remediation and decontamination of the original site, and reduces traffic through the City. The land exchange to build the veterans cemetery is also officially supported by the Democratic and the Republican parties.

Despite this near unanimous and bipartisan recognition that the strawberry field site is the better location and that land exchange is the only way to build the veterans’ cemetery, a deceptive and cynical campaign with paid signature gatherers placed the land exchange on the ballot on June 5.  If these nay-sayers prevail, there will never be a final resting place for veterans in Orange County, and certainly not in Irvine.  A “YES” vote on the cemetery referendum means there will be a veterans cemetery.  A “NO” means our promise to Orange County veterans will be broken.

I look forward to hearing the Mayor make a clear call to all who are grateful for our veterans’ service to vote YES on the referendum on June 5.

Affordable housing and county-wide help for the homeless.

Our state has a severe housing crisis that is getting worse. Our supply of housing has not kept pace with the growth of jobs and population.  As a result, housing prices continue to rise, and rents are skyrocketing. As housing costs rise, more people are being pushed into poverty and even homelessness.

Many students in Irvine’s public schools qualify for free or reduced-price lunches. Too many of the jobs created in recent years do not pay a middle-class or even a living wage. We don’t have enough places to live, and too many people can’t afford the places that do exist.  Millennials and working families have a tough time finding places they can afford to live in our City.

Our lack of affordable and workforce housing has also been a significant cause of our traffic problems. As an economically  successful city and an expanding regional job center, Irvine is inundated by commuter traffic because so many people who work in Irvine cannot afford to live here.

I have advocated for more affordable housing and for additional municipal affordable housing requirements.  I would like to hear the Mayor say he agrees and will be offer proposals to increase affordable housing.

In addition, our local region has a severe homelessness crisis that our city, along with other cities and Orange County, must pitch in together to solve. I want to hear the Mayor commit to meaningful steps that Irvine can take now to help the homeless find both the shelter and the full range of services that they need to transition into permanent housing.

Innovative and Responsible Leadership.

I want to hear an inspiring vision for Irvine’s future as a world leader in education, smart planning, environmental awareness and responsibility and technological innovation.

This past year, Irvine has made tremendous progress in environmental awareness and responsibility. We have reinstated the Irvine Green Ribbon Environmental Commission, which I am honored to Chair.  We have received the Organic Landscape Leadership Award from Pepperdine Center for Sustainability for Irvine’s exclusive use of organic non-toxic materials in its gardens, parks, and grounds-keeping. We were named Sustainable Government of the Year for recycling and waste reduction from Sustain OC and received the 2017 Eco-Award from U.S. Green Building Council.

I want to hear the Mayor commit to continuing to ensure that all City of Irvine pest pressure is maintained organically, and that our public gardens and fields are not only beautiful, they are safe.

In addition, Irvine needs to move forward with state-of-the-art communications and smart transportation systems, as well as environmental protections for its residents and incentives for entrepreneurs and innovators.

Our great City of Irvine is blessed with the tools and resources needed to continue to be among the best cities in the world. I look forward to hearing Mayor Wagner’s vision for Irvine that continues our quest for being the best place in the world to live, work and raise a family.

My name is Krishna.  I’m the Vice Chair of the City of Irvine’s Green Ribbon Environmental Committee (appointed by Irvine City Councilmember and Committee Chair Melissa Fox).  The Green Ribbon Committee is an official advisory committee to the Irvine City Council, and we meet four times a year to discuss potential policies and make recommendations to the city council.

This Wednesday, February 21st, we will be meeting at 4:30 PM at Las Lomas Community Park (10 Federation Way). We’ll be having a presentation by city staff on Active Transportation (related to biking, skating, rollerblading, and other forms of human-powered transport) and Mobility.

We will also get an update on charging stations for EV vehicles in Irvine.

In addition, we have subcommittees relating to Active Transportation, Energy Development, and Green Infrastructure.

If you’d like to get involved and share your ideas related to these policy areas, please consider meeting us at the committee meeting!

Join Me at Tonight’s Irvine Green Ribbon Environmental Committee Meeting!

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

For some time, Irvine’s Green Ribbon Committee has been dormant because there were not sufficient members to constitute a quorum.  One of my goals in joining the Irvine City Council was to get this important committee going again.  Working with Irvine’s mayor, Donald Wagner, we were able to bring the committee back to functioning strength.  The first meeting of the newly reconstituted Green Ribbon Environmental Committee will be tonight, Tues., May 16, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center (City Hall).

Hi everyone! I am lucky enough to be a committee member on the Irvine Green Ribbon Environmental Committee! This is an official advisory committee, which means we can make direct recommendations (which are submitted into the public record) to the Irvine City Council! We work on issues related to energy, recycling and waste, mobility, open space, and water issues.

The committee is having it’s first meeting tomorrow, May 16th, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center.  We meet about four times a year, so catch us while you can!

I encourage you all to attend! The meetings are open to the public, and there will be a period for public comment.  If you have concerns or want to submit your ideas for improving our city, please don’t hesitate to drop by.

Note:  I recently had the opportunity to present a talk to the Los Angeles Economic Development Corporation (LAEDC) about bringing research and jobs to Irvine involving the development of autonomous vehicle technology.  Among those present were representatives of major innovative corporations.  I would like to say thank you to Irvine Planning Commissioner Dustin Nirschl for his invaluable help in writing this talk and in bringing AV technology to Irvine. 

Here is the text of that talk.

Irvine boasts a long-standing, commitment to planning that has resulted in it’s being viewed as one of the more desirable locations in the nation.  The city has been planned under a village community model to ensure that residents enjoy safe, accessible, family-oriented living, with short commutes to local entertainment, dining, shopping, and nearby schools.  To complement these village communities, Irvine has consistently worked to develop a robust network of bicycle paths.

Recently, Irvine’s population has surged, and two high-density hubs are nearly built out.  Residents still travel to close-proximity, village destinations, but now also frequent the Spectrum and Irvine Business Complex hubs.  These high-density hubs draw additional vehicle trips on Irvine roadways because: (1) the hub is too far to make walking/bicycling practical, (2) bicycle/pedestrian paths fail to completely connect community to key locations, or (3) a form of preferred alternative transportation such as shuttle or trolley is unavailable to the commuter. Congestion is compounded because Irvine’s daily population nearly doubles due to the influx of business professionals circulating to the Spectrum and IBC hubs. These issues signal that Irvine has reached a point of maturation where more sophisticated and smarter transportation planning with increased transportation choices for Irvine’s residents and commuters is required.

As a 21st century city, Irvine must shape its transportation initiatives and policy to accommodate its residents both for today and for the future.  One especially encouraging option for the future is the use of autonomous vehicles (AVs).  AV technology promises efficiency, and sustainability, as well as economic opportunity, improved freedom, and safety for residents.

Irvine is committed to both listening and leading. We recognize that implementing AV technology can only be done with the City fully behind the project.  We will need to continually educate residents, and to continue to refine the processes we intend to pursue to integrate AV into the community.  For this reason, we are working to re-purpose an abandoned air strip for the establishment of a Center for Excellence conducting AV and other research.  The Center for Excellence will house key players like Tesla and other innovative technology companies.  City partnerships with these innovative companies can enable necessary testing, while simultaneously demystifying many of the unknowns surrounding AV transportation.  Moreover, it will help develop additional partnerships and find ways to overcome infrastructure obstacles and regulatory issues raised by AV transportation to implement AV transportation in the City.

The City also plans to work closely with the University of California Irvine to find ways to bring the UCI Applied Innovation Department, an innovative technology incubator, into the City’s AV effort. This unique department connects the University’s intellectual property and entrepreneurism studies to real world applications.  In addition, the City will look to work with UCI Law School’s innovative Technology & Entrepreneurship Competition, which challenges interdisciplinary teams of graduate students from across the University to structure and negotiate a joint development agreement for a new and exciting technology.  We believe the Center for Excellence can integrate UCI faculty and students into an unrivaled force for research and real-world technological progress.

In addition, we are channeling Irvine City staff toward opportunities involving zero emissions and green city initiatives.  Recently, the VW settlement made available funding for City proposals committed to ZEV infrastructure, public outreach, redevelopment, and green city initiatives.  Obtaining extrinsic funding can help boost public participation and political momentum, while minimizing financial risk.  These initiatives are established to incentivize political mobility, and to lighten transition burdens.

Policymakers in California and across the country understand that local economies, the environment, and resident health all benefit across individual and collective layers of the community by embracing smart, green innovation, especially in transportation.

As an Irvine City Councilmember, I am grateful for the opportunity to better enable and further this quest.  In January, I successfully committed Irvine’s city staff to the exploration and implementation of advanced transportation methods and infrastructure.

I believe that our city, our businesses, and our people can become more connected.  AV transportation modes can connect village communities and travelers by acting as a first/last mile solution to business, entertainment, and transportation hubs.

We look forward to a greener, smarter future, but understand we have work to do right now to make that future possible.

Food is an expression of culture and a central focus of family life.  Here in Irvine, our cultural diversity is expressed in many forms, including restaurants.  I would like to share my love of Irvine’s many cultures and cuisines with you. That’s why I’ve launched the Irvine Food Tour with Commissioner Melissa Fox.

After nearly 10 years of advancing his knowledge of management and culinary expertise where he worked under some of the most well-known chefs in Europe, Mr. Besharati moved to Irvine, California, where he spent the next 15 years working as the Catering and Banquet Manager at the AAA Five Star Le Meridian Hotel and later the AAA Five Star Sutton Place Hotel.

UCI Sets “Green” Example for City of Irvine

Congratulations to the Univerisity of California, Irvine, on its selection as the 2014 “Greenest School in the Nation,” according to the Sierra Club’s magazine. The Sierra Club is the nation’s largest and oldest environmental organization.

The decision was based on a survey of America’s four-year degree-granting undergraduate colleges conducted by four organizations: the Sierra Club, the Association for the Advancement of Sustainability in Higher Education (AASHE), the Sustainable Endowments Institute (SEI), and the Princeton Review.

UCI came in first out of the 173 colleges that completed the survey by scoring 813.51 out of a possible total of 1000 points.

According to the Sierra Club Magazine, “In 2008, UC Irvine vowed to improve its energy efficiency by 20 percent by 2020, then hit that target seven years early, making it the first U.S. school to achieve that goal. Then administrators doubled down by pledging an additional 20 percent energy reduction by 2020. Helping the matter: three on-site solar power projects and a 19-megawatt cogeneration plant with turbines powered by combustion and steam. The school’s water-recycling program saves more than 210 million gallons per year.”

This recent recognition by the Sierra Club comes just a few weeks after President Obama, at his UCI Commencement Address, lauded UC Irvine for “set[ing] up the first Earth System Science Department in America. A UC Irvine professor-student team won the Nobel Prize for discovering that CFCs destroy the ozone layer.  A UC Irvine glaciologist’s work led to one of last month’s report showing one of the world’s major ice sheets in irreversible retreat. Students and professors are in the field working to predict changing weather patterns, fire seasons, and water tables – working to understand how shifting seasons affect global ecosystems; to get zero-emission vehicles on the road faster; to help coastal communities adapt to rising seas. And when I challenge colleges to reduce their energy use to 20 percent by 2020, UC Irvine went ahead and did it last year.  Done.  So UC Irvine is ahead of the curve. All of you are ahead of the curve.”

To me, one of UCI’s most impressive “green” achievements is ZotWheels, an  innovative bike sharing system.  As UCI explains, ZotWheels is “the first automated self-service bike share program in California . . .  Almost a pound of tailpipe emissions will be saved for every mile a member rides a bike instead of driving.  Bike sharing allows faculty, students, and staff an alternative to driving when making short-distance trips during the work and school day, as well as addressing important issues such as health and environmental sustainability, the future of transportation, and promoting community building on campus. Bike sharing already exists in many European cities, such as Paris and Barcelona. Take our bikes for a short ride around the inner ring, to the park, to a meeting, or to class.  ZotWheels are meant to be shared; so rent one, ride it, return it and repeat any time you want to bring a little fun to your day!”

The City of Irvine has a lot to learn from UC Irvine’s accomplishments.

The City of Irvine ought to be a leader in creating sustainable communities that incorporate smart growth principles, public transit and active transportation access to work, parks, shopping and recreation. Our heritage as a master planned community and our long-standing commitment to well-planned smart growth ought to make Irvine a natural leader in promoting green building practices and smart growth principles.

Unfortunately, in recent years we have set our environmental goals too low.  Nor is the current council majority committed to smart, green growth, instead approving frantic growth and development at any cost.

The result of the current council’s rubber-stamping of developers’ proposals has been runaway development of housing tracts and apartments causing terrible traffic and overcrowded schools – posing a clear and present danger to our quality of life.

Irvine is positioned to become a leader in renewable energy use.  Last year, the Solar Decathlon was held for first time outside of Washington, D.C. – at the Great Park, in Irvine. Despite a lukewarm, anti-environmentally conscious majority on the city council, the event was successful.  The 2015 Solar Decathlon will be held once again here in Irvine. And a team from Orange County, led by UC Irvine, will be in the competition.  This time, with an enthusiastic and committed city council and thoughtful promotion and planning, the event could have much more wide-ranging and economically beneficial impact for the city.  But before that can happen – and before Irvine can claim the title of the nation’s energy innovation capitol – we must elect a city council committed to making solar and renewable energy a far more significant energy source for Irvine’s city buildings, homes and businesses.

So congratulations UC Irvine!  You’ve shown us the direction that the City of Irvine should be taking.

How to Inspire Millions More Americans to Ride Bicycles

[Traffic congestion is increasing in Irvine. You can see big changes happening across America as communities from Fairbanks to St. Petersburg transform their streets into appealing places for people, not just cars and trucks.

“Over the past five years we’re seeing an infrastructure revolution, a rethinking of our streets to accommodate more users — busways, public plazas, space for pedestrians and, of course, bike lanes,” says David Vega-Barachowitz of the National Association of City Transportation Officials. “More protected bike lanes is one of the most important parts of this.”

Protected bike lanes separate people on bikes from rushing traffic with concrete curbs, plastic bollards or other means — and sometimes offer additional safety measures such as special bike traffic lights and painted crossing lanes at intersections. Protected bike lanes help riders feel less exposed to danger, and are also appreciated by drivers and pedestrians, who know where to expect bicycles. Streets work better when everyone has a clearly defined space.

The continuing evolution of bicycling

Protected bike lanes are standard practice in the Netherlands, where 27 percent of all trips throughout the country are made on bicycles. That’s because more women, kids and seniors along with out-of-shape, inexperienced riders feel comfortable biking on the streets. Dutch bike ridership has doubled since the 1980s, when protected bike lanes began to be built in large numbers.

Chicago

American communities, by contrast, paint bike lanes on the street, often squeezed between parked cars and busy traffic. With just a white line dividing bicyclists from vehicles, it’s no surprise that only a small percentage of Americans currently bike for transportation.

“Conventional bike lanes have not worked well to get new people on bikes — they serve mostly those already biking,” says Martha Roskowski, vice president of local innovation for PeopleForBikes. “It’s time to evolve the bike lane.”

Nearly two-thirds of Americans would bicycle more if they felt safer on the streets, reports the Federal Highway Administration. Protected bike lanes, along with public bike share systems, are two of the best ways to get more people out on bikes, according to a growing chorus of transportation leaders.

Protected lanes have recently popped up in more than 30 communities across the U.S. from Munhall, Pennsylvania, to Temple City, California, with many additional projects set to open later this year.

Bicycling Goes Mainstream

Montreal is North America’s pioneer in protected lanes. Inspired by Dutch, Danish and German examples, the city established a network of protected lanes that now covers more than 30 miles. The idea began to stir Americans’ imaginations in 2007 when New York mayor Michael Bloomberg and transportation commissioner Janette Sadik-Khan launched plans to tame the city’s mean streets. New York has since built 43 miles of protected lanes, with measurable results in safer streets and rising bike ridership.

New York’s first protected lanes provoked fierce opposition from a few people, but Paul White of the local bike and pedestrian advocacy group Transportation Alternative says the public debate has now shifted to “Where’s mine? How come that neighborhood has safe streets and we don’t — don’t my kids matter as much as theirs?”

Washington, D.C.

Chicago aims to catch up with New York, and has recently opened 23 miles of protected lanes. San Francisco has built 12 miles so far. “Wherever we can, we try to put in protected bike lanes,” stresses Seleta Reynolds, former Section Leader of the San Francisco Municipal Transportation Agency who oversaw the installation of many of San Francisco’s protected bike lanes. Reynolds was recently tapped by Los Angeles Mayor Eric Garcetti to head the City’s Department of Transportation.

Other leaders in the field are Austin with 9 miles and Washington, DC with 7 miles, including a highly visible route down Pennsylvania Avenue leading to the U.S. Capitol, which has tripled the number of people riding bikes on the street. More protected bike lanes are planned or under construction in all of these cities.

This year more than 100 cities submitted proposals to PeopleForBikes to be part of the Green Lane Project, a competitive fellowship which offers cities financial, strategic and technical assistance valued at $250,000 per city to build or expand protected bike networks during a two-year period. Atlanta, Boston, Denver, Indianapolis, Pittsburgh and Seattle were selected in March to be the second round of Green Lane Project cities.

Just-released research on protected bike lanes in five of the first-round Green Lane Project cities (Chicago, San Francisco, Austin, Washington D.C. and Portland) shows why so many communities are eager to follow their lead. The federal Department of Transportation-funded study found an increase of ridership from 21 to 142 percent on streets featuring protected lanes in the first year, with an average increase of 75 percent. Meanwhile evaluation of protected bike lanes by the city of New York found that traffic injuries declined for all road users (not just bicyclists) by an average of forty percent.

Beyond the white stripe

What about the conventional bike lanes painted on the pavement — that simple white stripe we’ve grown used to? “They are the camel’s nose in the tent for growing bike use,” because they legitimize bicycling as transportation in the eyes of prospective riders and remind motorists to share the road, says Randy Neufeld, director of the SRAM Cycling Fund.

San Francisco

“Conventional bike lanes can work very well on a two-lane street with light traffic and slow speeds,” notes Roskowski. “But they are not enough for busy streets and fast traffic, which need an extra degree of separation between bicycles and motor vehicles.”

That’s the logic embraced by Dutch traffic engineers, which has doubled the number of bicyclists in the Netherlands. According to the Dutch Design Manual for Bicycle Traffic, physical separation of bicyclists from motor vehicles is recommended for any urban street with more than two lanes or where the speed limit exceeds 50 km per hour (31 mph).

One problem with conventional bike lanes is that they raise expectations beyond what they can deliver. “Cities all over the country painted stripes on busy streets, and when these lanes attract only a modest increase in bicyclists, city officials conclude there is only limited interest in bicycling,” notes PeopleForBikes president Tim Blumenthal. “A lot of people just won’t venture out on busy roads without a greater level of protection from traffic. That’s where protected bike lanes come in.”

Protected bike lanes benefit everyone, not just people riding bikes

“We are at a turning point in how we think about bikes,” notes Martha Roskowksi. “This change is being driven by cities preparing for the future. Mayors, elected officials, business leaders and citizens want their cities to be resilient, sustainable and attractive, and they realize bikes and protected bike lanes can help achieve that. These new bike lanes make the streets safer for everyone and improve city life for people who will never even get on a bike.”

Here are some of the benefits of protected bike lanes enjoyed by the entire community:

Attract and Keep a Talented Workforce: Richard Florida, originator of the Creative Class strategy for urban prosperity, contends that safe, convenient bike lanes are important to communities that want to attract entrepreneurs and sought-after workers in creative fields — not just young hipsters, but those with kids too. “Traffic-free bike paths become especially important to them,” Florida said about young families in the New York Daily News.

Expand Economic Opportunities: Chicago mayor Rahm Emanuel promised to build 100 miles of protected bike lanes in his first term as part of a strategy to attract high-tech firms to the city. In Austin, Texas, Cirrus Logic, a computer company, moved from the suburbs to downtown two years ago because the area’s bike trails and plans for protected lanes made the firm “more attractive as an employer,” explains PR director Bill Schnell. “We can’t just pluck anybody for our jobs. The people we want are mostly younger, and biking is part of the equation for them.”

Boost Local Businesses: A study of protected bike lanes on 9th Avenue in New York City showed a 49 percent increase in retail sales at businesses on the street. Another study in San Francisco found 65 percent of merchants on Valencia Street reporting that protected bike lanes were good for business. A study done in Portland shows that customers arriving on bike buy 24 percent more at local businesses than those who drive.

Make the Streets Safer for Everyone: Not only are fewer bicyclists involved in accidents on streets with protected lanes, but pedestrians and motorists are safer too. A study of Columbus Avenue in New York City after protected bike lanes were added found a 34 percent decline in overall crashes.

Save Municipalities Money: Building protected bike lanes to move more people is “dirt cheap to build compared to road projects,” says Gabe Klein, former transportation commissioner in Chicago and Washington, D.C. Cities of all sizes find that protected lanes can serve more people using existing infrastructure without the economic and environmental costs of widening streets.

Reduce Tension Between Bicyclists and Motorists: “If you actually give bicyclists a designated place in the road, they behave in a way that’s more conducive for everyone getting along,” explains Jim Merrell, campaign manager for the Chicago’s Active Transportation Alliance. He points to recent findings that bicyclists stop for red lights 161 percent more often at special bike signals on the city’s new Dearborn Avenue protected lanes. And a study of protected lanes on Chicago’s Kinzie Street shows that half of cyclists report improved motorist behavior on the street.

Ease Traffic Congestion: Chad Crager, interim Bicycling Program Manager in Austin, calculated that the city’s ambitious network of protected lanes will create significantly more street capacity downtown if only 15 percent of commuters living within three miles of downtown switch from cars to bikes and just seven percent of those living three-to-nine miles.

Decrease Pollution & Curb Climate Change: A person traveling four miles to work and four miles back on a bike every day instead of a car means 2000 pounds less carbon (which translates to a five percent reduction downsizing the average Americans’ carbon footprint) and reductions in other pollutants fouling our air, according the Worldwatch Institute.
