Irvine, CA — Irvine City Councilmember Melissa Fox congratulates her appointee to the Irvine Community Services Commission, Lauren Johnson-Norris, on receiving the Outstanding Supporters of Prevention Award for 2018 from the Irvine Prevention Coalition for her “tireless advocacy” championing children and families in Irvine!

The Irvine Prevention Coalition (IPC) is a coming together of community partners representing more than 92 civic, business, school, faith, parent, school, youth and community based agencies who work together to support children, youth and families in Irvine. The Irvine Prevention Coalition meets regularly to coordinate our school and community based prevention and early intervention efforts.  If you live or work in Irvine and would like to get involved in alcohol, tobacco and other drug and violence prevention, we invite you to join by contacting them at info@icdp.org.

Councilmember Fox stated, “This award is so well-deserved. The Great Park Town Hall Meeting was co-hosted by WeIrvine and featured translation by Mandarin translation by my friend Zhihai Li,  who is also my appointee to the Irvine Children, Youth and Families Committee.

I spoke about the history of the Orange County Great Park — of which I am the Vice Chair — and its future development.

We also spoke about the veterans cemetery and why it is important to Vote Yes on Measure B.

Animals for Armed Forces Special Adoption Event!

In honor of Memorial Day, Irvine Animal Care Center is waiving adoption fees for veterans Friday, May 25, through Sunday, May 27.

The program is made possible through the Animals for Armed Forces Foundation, which is covering adoption fees for the veterans.

The adoption discount applies to active duty, reserve and veterans of the Army, Navy, Air Force, Marine Corps, Coast Guard, and National Guard, and their immediate family members.

In order to qualify for the discount, the potential adopter needs to bring their photo ID and one of the following:

  • Military ID
  • Dependent ID

The Irvine Animal Care Center is at 6443 Oak Canyon Road.

The center is open weekdays noon-7 p.m., weekends 10 a.m.-5 p.m., and is closed Tuesdays and holidays.

The center will be closed Monday, May 28, in observance of Memorial Day.

Animals for Armed Forces Foundation is dedicated to providing our US Armed Forces families with free pet adoptions.

Its mission is to save shelter animals by finding them safe and loving homes and thank the heroes of the US Armed Forces and their families with free pet adoptions

Animals for Armed Forces Foundation started in 2010 when Matt MacFarland and Amanda Han, drove by a local animal shelter during Veteran’s Day Weekend and came up with an idea. That following spring, Matt and Amanda had their first event on Memorial Day at the Orange County Animal Shelter.

In just one day, they had 37 adoptions, and in February 2012, Matt and Amanda officially began their lifelong mission of uniting our service men and women with a loving furry companion.

Since that time, Animals for Armed Forces has helped 1,300 adoptions happen.  To Matt and Amanda, one of the biggest rewards is meeting veterans and military families, hearing their stories, and seeing them leave alongside a new pet with a smile on their face.

Currently, the organization is partnering with 29 shelters throughout Southern California and Utah for their annual Memorial Day Weekend adoption event. 

With more awareness and volunteers, Animals for Armed Forces will be able to bring a smile to our heroes’ faces and give shelter animals a second chance at a loving forever home.

Distinguished Environmental Group Laguna Greenbelt Endorses YES on Measure B for Veterans Cemetery!

The leaders of the distinguished environmental group Laguna Greenbelt recently issued a strong statement urging voters to support Yes on Irvine’s Measure B in order to facilitate the creation of a veterans cemetery on the site known as the strawberry fields.

Laguna Greenbelt is a grassroots organization that has worked ceaselessly to protect wildlife habitat in Orange County since 1968. Over the last fifty years, it has led efforts to preserve a coastal wilderness area that is now 22,000 beautiful acres. Today Laguna Greenbelt continues to defend this iconic landscape for the sake of its wild inhabitants and the people who love it.

The Measure B Strawberry Fields Veterans Cemetery site is bisected by the lower part of the “Central Reach” of the Nature Greenbelt, which is crucial to preserving our environmental heritage.

One of Laguna Greenbelt’s major projects has been the creation of an essential nature corridor across Irvine to connect the coastal wildlife habitat west of the I-5, to the much larger open space of the Santa Ana Mountains, including the Cleveland National Forest.

Last March, I had the opportunity to join Laguna Greenbelt President Elisabeth Brown, Ph.D, along with Irvine Mayor Donald P. Wagner and Councilwoman Christina Shea at the groundbreaking ceremony for the Orange County Great Park Wildlife Corridor.

As envisioned by Laguna Greenbelt, this nature corridor will link our coastal wilderness with the Santa Ana Mountains/Cleveland National Forest and will ensure the health and future of wildlife and their habitat in our region’s 22,000 acres of coastal parks.

As the leaders of Laguna Greenbelt noted, “A cemetery built on the strawberry-growing site [i.e., the Yes on Measure B site] would be bisected by the wildlife corridor, greatly increasing the amount of green space available to the animals. The lush greenery of the cemetery would help support wildlife to feed and mingle before moving on.  In contrast, the original cemetery site on Irvine Blvd is not near the wildlife corridor, and would have no benefits for wildlife movement or encouraging genetic mixing. Animals moving downslope from the mountains that found their way to the cemetery across busy Irvine Blvd would be blocked from moving safely inland or seaward. Surrounded by urban development and Irvine Blvd on all sides, the cemetery would be just another isolated fragment of open space”

For this reason, they “urge Irvine voters to approve the land swap in June, and vote yes on Measure B.”

Here is their statement:

“Last September, the City of Irvine agreed to a land swap with developer Five Point Communities. This moved the cemetery site to land near the Spectrum V development and the I-5/I-405 interchange. The gently sloping new site is currently being used as agricultural land to grow strawberries. In exchange, the city deeded over the parcel along Irvine Blvd, where the cemetery was originally planned. After the land swap was completed, the City deeded the new site to the State of California, which is responsible for building the cemetery.

There is now controversy over whether the land swap is in the best interest of the City of Irvine. Political squabbles aside, Laguna Greenbelt, Inc., would like the public to consider the land swap’s merits through the lens of land use principles, open space preservation, and wildlife movement.

Our grassroots organization has been working with the City of Irvine since before 2000, and since 2012 also with the developer Five Point Communities, to design and complete an essential wildlife corridor across Irvine to connect coastal wildlife habitat west of the I-5, to the much larger open space of the Santa Ana Mountains (including Cleveland National Forest). This wildlife corridor, that we have come to call the Coast to Cleveland Wildlife Corridor, is currently taking shape on the only possible route that will ensure that the coastal wild lands, including Shady and Bommer Canyons, and several other parks and preserves, will not wither and die over time (ecologically speaking), throwing away hundreds of millions of dollars that the community has invested over the many decades it took to set aside and manage our parks and preserves.

In mid-March, as a community, we celebrated the groundbreaking of the last stretch of the wildlife corridor between the Santa Ana Mountains and the coastal open space. In short, it’s a dating corridor for wildlife, at a time when they are increasingly isolated from one another by multi-lane roadways and urban development.

The event was important; the corridor is about 6 miles long, and the stretch under construction will be almost half of that, as it crosses Irvine between Irvine Blvd and the I-5. The so-called Great Park stretch will be entirely on the former Base, but not near the park. Instead, it will be adjacent to future urban development around the park on the East side, and, depending on the June fifth vote, it might meet the Veterans Cemetery.

When considering land uses that will be neighbors of habitat and wildlife corridors, it’s clear that some are better than others. Animals exploring for food, cover, and water are spooked and avoid moving towards noisy areas with human activity, lights, cars, unfamiliar smells, and domestic pets. Land uses that are quiet at night and minimize human activity near a wildlife corridor are favorable for animals moving through the area, allowing them to continue on their journeys.

In general, a cemetery is one of the best complementary land uses for natural areas and wildlife; a dark and quiet place at night, when many animals are active. However, in real estate, it’s all about the location, and one of the sites proposed for the Veterans Cemetery is much better than the other for animals traveling along the corridor.

A cemetery built on the strawberry-growing site would be bisected by the wildlife corridor, greatly increasing the amount of green space available to the animals. The lush greenery of the cemetery would help support wildlife to feed and mingle before moving on.

The health and future of wildlife and their habitat in 22,000 acres of coastal parks rides on the success of the wildlife corridor. The land swap supports the bottom line, too: In sheer dollars, so much has been invested in our public lands, don’t we want to protect our investment? We urge Irvine voters to approve the land swap in June, and vote yes on Measure B.”

Celebrating Earth Day 2018: Preserving Irvine’s Earth-Friendly Tradition

Nearly 50 years ago, on April 22, 1970, millions of people took to the streets to protest the negative impacts of 150 years of industrial development.  In the US and around the world, smog was becoming deadly and evidence was growing that pollution led to developmental delays in children. Biodiversity was in decline as a result of the heavy use of pesticides and other pollutants.

The global ecological awareness was growing, and the US Congress and President Nixon responded quickly.  In July of the same year, they created the Environmental Protection Agency, and robust environmental laws such as the Clean Water Act and the Endangered Species Act, among many.

Earth Day is now a global event each year, and more than 1 billion people in 193 countries now take part in what is the largest civic-focused day of action in the world.

The City of Irvine has long been a leader in earth-friendly environmental policies, green technology, and environmental awareness.  Irvine’s environmental programs have been on the leading edge of advances in green building and construction, environmental education, recycling, water conservation, waste disposal, and energy saving.

Irvine’s Open Spaces

One of the best — and most distinctive — qualities of Irvine is our commitment to preserving open space. The City of Irvine has more than 16,000 acres of permanently preserved parkland and open space – remarkable for a city of our size.

In 1974, early in our city’s history, voters approved multi-million dollar measures to fund public parks and recreational facilities, and for the acquisition and development of bicycle trail and hiking trail improvements.

In 1989, the City negotiated an historic agreement with the Irvine Company that set aside more than 9,500 acres as permanent open space marshlands, bike trails, parks, nature conservancies and agricultural areas, protecting fully one-third of the city from development.

In addition, in 2006, nearly 37,000 acres of the Irvine Ranch were selected as a National Natural Landmark, a designation which reflects the outstanding condition, rarity, diversity, and value to science and education of the natural resources on the land.

As our Irvine Open Space Preserve website explains, “Since its incorporation in 1971, Irvine has had a strong desire to balance the built and natural environment. As this incredible master-planned community has grown, each phase of development has been accompanied by the preservation and enhancement of natural open spaces, creating the network of parks, trails, and wildlands that residents and visitors may enjoy today and for generations to come.”

The Green Ribbon Environmental Committee

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

For some time, Irvine’s Green Ribbon Committee was dormant because there were not sufficient members to constitute a quorum.  One of my goals in joining the Irvine City Council was to get this important committee going again.  Working with Irvine’s mayor, Donald Wagner, I was  able to bring the Committee back to full functioning strength.

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues. In addition, we have subcommittees relating to Active Transportation, Energy Development, and Green Infrastructure.

We have a lot of exciting things moving along  the pipeline, including a Request For Proposals for developing a feasibility study and technical assessment of Community Choice Energy, a means of allowing the city to purchase clean energy at a 3-7% savings on average.

Mayor’s Water Challenge

This year, Irvine Mayor Donald P. Wagner is joining other mayors across the country in asking residents to make a commitment to conserve water and protect this vital resource by taking part in the 7th annual Wyland Mayor’s Challenge for Water Conservation.

“This annual challenge to conserve water, sponsored by the Wyland Foundation here in Irvine, reminds us of our precious resource,” said Mayor Wagner. “I am hopeful that what is a short-term challenge for our residents becomes a long-term practice of conservation.”

 Last year, residents from over 4,100 cities in all 50 U.S. states pledged to reduce their annual consumption of freshwater by 1.9 billion gallons, reduce waste sent to landfills by 42 million pounds, and prevent more than 87,000 pounds of hazardous waste from entering our watersheds. The challenge goes beyond recent drought issues and looks at the ways water use will affect the future of our communities.

To participate, enter online at  mywaterpledge.com , and then make a series of online pledges to conserve water on behalf of the City of Irvine.

One winning city will be determined from five population categories. The city with the most pledges in each population category will win.

Residents from the winning cities who take the online pledge will be entered to win hundreds of environmentally friendly prizes, including $5,000 for home utilities, water-saving fixtures and home improvement gift cards.

I am thrilled that our mayor has decided to join in the Wyland National Mayor’s Challenge for Water Conservation. Thank you to Irvine-based Wyland Foundation for your commitment to promoting, protecting, and preserving the world’s oceans, waterways, and marine life. Built for $1,300, the home was the first wooden house to be erected between Anaheim and San Diego. A research library and extensive photo collection of local historic information are available.

Standard hours of operation are Tuesday and Sunday from 1 to 4; closed holidays. Members are free; a $1.00 donation per non-member is appreciated. One-hour walking tours of Old Town Irvine are available on the first Sunday of each month at 11:30 a.m. Free for members; $5 for non-members.

This free public event will begin at 8 a.m. with a pancake breakfast, followed by a welcome at 9:15 a.m. and a 1.8-mile hike hosted by Irvine Ranch Conservancy.  Please wear comfortable shoes.

I’m Celebrating a Special St. Patrick’s Day!

This Saturday, March 17, is very special St. Patrick’s Day for me!

Last week,  I was named a 2018 Irish Honoree by the City of Los Angeles.  The award came as a result of my help in bringing the annual Irish Fair and Music Festival to the Great Park in Irvine.

I am tremendously honored to be named an Irish Honoree.  Irish Americans have contributed enormously to our nation, and I am proud to help share and celebrate Irish culture in our Great Park.

The Irish Fair and Music Festival will be held on June 9 and 10, 2018, at the Great Park in Irvine.   It is dedicated to preserving and promoting Irish and  Irish-American culture in the Southern California area by presenting Irish music, dance, theatre, language, sports and all other aspects of the Irish heritage.

Now in its 43rd year, the Irish Fair has become a landmark for Irish and Irish American culture and family entertainment. Over 30,000 people attend the event annually. It has been described as the happiest and most fun filled event in all of Southern California.

Among the many artists appearing at the Festival at the Great Park this year are The Fenians,  The Humble Hooligans,   Craic in the Stone,  Sligo Rags,  Cillian’s Bridge,  Rory Makem, and Dónal Clancy.

The Irish Fair also features Irish Step Dancing, Irish, Scottish and British import shops and arts & craft vendors.

I recently joined other Orange County elected officials on the annual Local Government Advocacy Trip to Sacramento with the Association of California Cities — Orange County (ACC-OC), meeting with state elected officials, department directors, and executive staff to advocate for positions on bills, discuss  Orange County’s regional priorities, and represent the voice of Orange County cities.

Among the issues we discussed were building more affordable housing, increased regulation and better supervision of sober living homes, solutions for homelessness, and reforms of the sales tax.

Among the state officials and legislators that I met with were California State Controller Betty T. Yee, Board of Estimate Member Fiona Ma, Senator Jim Beall (Chair, Senate Housing Committee), Senator John Moorlach (37th Senate District, which includes portions of Orange County), Senator Steve Glazier (Senate Committee on Jobs and Economic Development), Senator Scott Weiner (Senate Housing Committee), Assemblymember David Chiu (Assembly Housing Committee), and Susan Bransen (Executive Director, California Transportation Commission).

Following the ACC-OC trip, I remained in Sacramento to attend the Housing California Annual Conference and to meet with legislators on behalf of the Irvine Community Land Trust, of which I am the Vice Chair.

The Irvine Community Land Trust (ICTL) was created by the City of Irvine to provide secure, high-quality affordable housing through the operation of a non-profit community land trust, securing and retaining title to land on which permanently affordable rental, ownership and special needs housing will be constructed and maintained for the benefit of income-eligible families.

The vision of the ICLT is that by the year 2025, the ICLT will have created approximately 5,000 units of permanently affordable housing in the City of Irvine, contributing more than 50 percent of the City’s 2025 goal of 9,700 affordable units. In addition, the ICLT will conduct a monitoring program and provide stewardship for these units, insuring high-quality construction, design, sustainability, maintenance and permanent affordability. ICLT will achieve self-sufficiency by ensuring that fees and other earned income are sufficient to support the organization’s ongoing operating costs.

On behalf of the Irvine Community Land Trust, I meet with Senator Janet Nguyen, Senator Ricardo Lara, Senator John Moorlach, Senator Jim Beall, Senator Bob Hertzberg, Assembly Member Steven Choi, Assembly Member Matt Harper, and Assembly Member Sharon Quirk-Silva about legislation to make it easier to build more affordable housing.

I believe we are making significant progress in creating a more supportive legislative environment for building affordable housing.  Everyone I spoke to in Sacramento — on both sides of the aisle — is keenly aware of California’s severe housing shortage and our state’s growing housing insecurity and homelessness crisis.

I was happy to work with my colleagues in both the ACC-OC and the Irvine Community Land Trust to advocate for legislative reforms that will make it easier to build affordable housing in California, and specifically in Orange County.

The Irvine Animal Care Center Foster Care Program provides shelter, supplies, food and veterinary care for animals too young to be spayed/neutered, or those recovering from medical procedures.

Foster parents provide temporary care for kittens, puppies, and baby rabbits, or animals recovering from a medical procedure, in their own homes. This includes time, energy and a quiet secure space away from any pets you may otherwise have. The Irvine Animal Care Center will provide the training, supplies, food and veterinary care. Fostering can last from a few days to several weeks.

The success of programs like Third Chance for Pets, which brings animals in from other Southern California shelters where their chances for survival are limited, relies heavily on the number of fosters the center has available. The more fosters supporting the center, the more animals it can help.

Those interested in becoming a foster pet parent can attend a Foster Volunteer Workshop on April 8, 1-4 p.m.

What I’m Listening for in the Mayor’s 2018 State of the City Address

On Tuesday, February 27, Irvine Mayor Don Wagner will present his second “State of the City” address at the City Council chambers.

Mayor Wagner and I are members of different political parties and have very different views on many state and national issues. Yet in the year that we have served together on the Irvine City Council, we have been able to work in cooperation and with mutual respect to improve the lives of the residents of our City.

We have accomplished a lot in this past year. Since last year’s State of the City, Irvine has been rated:

• No. 1 Major American City in Fiscal Strength.
• No. 1 FBI’s Safest American City. Lowest rate of violent crime among cities with a population of 250,000 or more (12th consecutive year that City of Irvine has earned the Safest City accolade).
• No. 2 Safest Big City, based on categories that go beyond violent crime rates, including motor vehicle safety.
• No. 3 Most Prosperous City.
• No. 3 Happiest Residents.
• No. 6 Least Stressed American City
• No. 8 Best Public Parks.
• No. 8 Best City to Raise a Family, based on crime rate, vehicle safety, air quality, and educational attainment.
• No. 9 Healthiest Lifestyles.
• No. 15 Best Places to Buy a Forever Home.
• One of 20 Western Dream Towns.

While I’m proud of what we’ve accomplished, much more remains to be done and problems remain to be solved. We have moved past the partisan bickering and gridlock that prevented progress for so many years, but we need to continue to work together to improve the lives of all of Irvine’s residents.

Here’s what I will be listening for in this year’s State of the City Address:

More plans to solve Irvine’s traffic and transportation problems.

Every person who ran for Mayor or City Council in 2016 – including myself and Mayor Wagner – promised to take bold and meaningful action to reduce traffic congestion.

In fact, in our first year, we have already accomplished a great deal:

• The City Council did not approve a single new entitlement for housing or offices in 2017.
• Reinstated Irvine Transportation/Traffic Commission (with my appointee, Ken Montgomery, as Chair).
• Created and filled new City of Irvine staff position of Director of Transportation.
• Curtailed traffic in and out of Concordia University.
• Approved $19 million plan to reduce traffic congestion throughout Irvine.
• Approved plan to widen University between MacArthur and Campus, adding a lane in each direction and upgrading traffic signals.
• Working with CalTrans to upgrade and improve timing on 40 traffic signals near freeway ramps.
• Moved forward the construction of a pedestrian/bicycle bridge over Jamboree at Michelson.
• Defeated proposed 1,960-unit “Travel Land” apartment complex at the 5 and Sand Canyon, based on negative impact on traffic congestion.

But more needs to be done.

Irvine still needs to increase the safe, effective, and efficient transportation choices available in the City (including public transportation, bicycle routes, and active transportation) and will need to continue to hold developers accountable for resolving traffic issues before any entitlements and building permits are issued.

I look forward to hearing more detailed and concrete plans for resolving our traffic and transportation issues, and for increasing the transportation alternatives that are needed to reduce automobile congestion in our streets. In addition, I would like to hear about working with our school board to offer transportation to students to and from school to reduce congestion in the mornings and afternoon rush.

Building the Cultural Terrace at the Great Park.

For far too long, the residents of Irvine and Orange County were given nothing but empty promises about building our Great Park on the grounds of the old El Toro Marine Base.

This year we have finally succeeded in creating a Great Park that residents can enjoy.

• We opened the temporary 12,000-seat live music FivePoint Amphitheatre while planning the permanent Great Park Amphitheatre.
• We broke ground on and will soon open a new ice skating facility in the Great Park (largest public ice skating facility in the West).
• We opened our 5,000-seat Championship Soccer Stadium and numerous other sports fields and facilities in the first phase of 194-acre Great Park Sports Park, the largest of its kind in Orange County – larger than Disneyland and Disney California Adventure combined.
• Our Great Park Sports Complex was presented with the Orange County Business Council’s Turning Red Tape into Red Carpet Award for Public-Private Partnership.
• The Great Park Championship Stadium opens its second season as the home of the Orange County Soccer Club, Orange County’s only professional soccer team.
• We reached an agreement with Wild Rivers for a new 30-acre water park in the Great Park.

This year, I will be listening for details of even more progress on the Great Park.

I will be listening for details of the opening this year of the “bosque” (tree-lined walking and biking trail area), as well as further development of the Great Park Sports Complex, including additional soccer and softball fields and a baseball stadium.

I want to hear about more specific plans and dates for the reopening of Wild Rivers. I will also be paying careful attention to the Mayor’s plans for the Cultural Terrace. I have advocated for the City Council to make commitments regarding placing museums, a library, and world-class botanical gardens so that we will have a truly Great Park.

Education and childcare.

It is time to squarely address the shortage of childcare for families in Irvine.

Nearly 2,500 Irvine families do not have adequate child care, with the most acute shortage for children under 2 years-old and children 6 to 12 years-old. Churches and other houses of worship traditionally provide a third of childcare. Our Irvine City Council and the Planning Commission must zone sufficient areas for churches and houses of worship, as well as take other steps, to meet our growing child care needs. I have been working with City staff, my Community Services Commissioner Lauren Johnson Norris, developers, childcare providers, and the business community to increase childcare through an overall city childcare development plan. I will be listening for the Mayor’s plans to help us in this important area.

Commitment to building the Veterans Cemetery and Memorial.

One of my proudest moments as an Irvine resident was when the City Council in 2014 voted unanimously to set aside 125 acres for an Orange County Veterans Cemetery. Since that time, we learned that the cost of building a veterans’ cemetery on the originally designated site would be more than $77 million – in other words, prohibitively expensive. For this reason, I support the land exchange according to which the Great Park developer will build the cemetery in another, close-by, location known as the “strawberry fields.”

This strawberry fields site, overwhelmingly preferred by veterans and all veterans’ groups, including the Veterans of Foreign Wars and the American Legion, saves at a minimum $77.5 million in city, state, and national tax dollars, does not require the substantial remediation and decontamination of the original site, and reduces traffic through the City. The land exchange to build the veterans cemetery is also officially supported by the Democratic and the Republican parties.

Despite this near unanimous and bipartisan recognition that the strawberry field site is the better location and that land exchange is the only way to build the veterans’ cemetery, a deceptive and cynical campaign with paid signature gatherers placed the land exchange on the ballot on June 5.  If these nay-sayers prevail, there will never be a final resting place for veterans in Orange County, and certainly not in Irvine.  A “YES” vote on the cemetery referendum means there will be a veterans cemetery.  A “NO” means our promise to Orange County veterans will be broken.

I look forward to hearing the Mayor make a clear call to all who are grateful for our veterans’ service to vote YES on the referendum on June 5.

Affordable housing and county-wide help for the homeless.

Our state has a severe housing crisis that is getting worse. Our supply of housing has not kept pace with the growth of jobs and population.  As a result, housing prices continue to rise, and rents are skyrocketing. As housing costs rise, more people are being pushed into poverty and even homelessness.

Many students in Irvine’s public schools qualify for free or reduced-price lunches. Too many of the jobs created in recent years do not pay a middle-class or even a living wage. We don’t have enough places to live, and too many people can’t afford the places that do exist.  Millennials and working families have a tough time finding places they can afford to live in our City.

Our lack of affordable and workforce housing has also been a significant cause of our traffic problems. As an economically  successful city and an expanding regional job center, Irvine is inundated by commuter traffic because so many people who work in Irvine cannot afford to live here.

I have advocated for more affordable housing and for additional municipal affordable housing requirements.  I would like to hear the Mayor say he agrees and will be offer proposals to increase affordable housing.

In addition, our local region has a severe homelessness crisis that our city, along with other cities and Orange County, must pitch in together to solve. I want to hear the Mayor commit to meaningful steps that Irvine can take now to help the homeless find both the shelter and the full range of services that they need to transition into permanent housing.

Innovative and Responsible Leadership.

I want to hear an inspiring vision for Irvine’s future as a world leader in education, smart planning, environmental awareness and responsibility and technological innovation.

This past year, Irvine has made tremendous progress in environmental awareness and responsibility. We have reinstated the Irvine Green Ribbon Environmental Commission, which I am honored to Chair.  We have received the Organic Landscape Leadership Award from Pepperdine Center for Sustainability for Irvine’s exclusive use of organic non-toxic materials in its gardens, parks, and grounds-keeping. We were named Sustainable Government of the Year for recycling and waste reduction from Sustain OC and received the 2017 Eco-Award from U.S. Green Building Council.

I want to hear the Mayor commit to continuing to ensure that all City of Irvine pest pressure is maintained organically, and that our public gardens and fields are not only beautiful, they are safe.

In addition, Irvine needs to move forward with state-of-the-art communications and smart transportation systems, as well as environmental protections for its residents and incentives for entrepreneurs and innovators.

Our great City of Irvine is blessed with the tools and resources needed to continue to be among the best cities in the world. I look forward to hearing Mayor Wagner’s vision for Irvine that continues our quest for being the best place in the world to live, work and raise a family.

Irvine History Happy Hour: The Streets of Irvine

Please join the Irvine Historical Society on Sunday, February 25th for the second “Let’s Talk History” happy hour event from 3:00 -5:00 pm.

This month the discussion will focus on Irvine’s roadways, both past and present.

The guest speaker will be Mark Linsenmayer, Irvine Director of Transportation, who was hired in July to help direct Irvine’s circulation network.  We’ll learn about projects that are underway to improve traffic and increase mobility in our ever-expanding city.

Come hear about fresh ideas like modified left-turn arrows, buffered bike lanes and expanded public transportation that will keep Irvine on the leading edge in civic transportation.

Afterwards, the discussion will expand to cover the history of Irvine’s streets — Culver, Jeffrey, Michelson, Jamboree — all have interesting stories to tell!

The presentation begins at 3:00 pm and will be held at the Irvine Historical Society  located at 5 San Joaquin, Irvine, CA 92612.

Join Me at Irvine Green Ribbon Environmental Committee Meeting!

My name is Krishna.  I’m the Vice Chair of the City of Irvine’s Green Ribbon Environmental Committee (appointed by Irvine City Councilmember and Committee Chair Melissa Fox).  The Green Ribbon Committee is an official advisory committee to the Irvine City Council, and we meet four times a year to discuss potential policies and make recommendations to the city council.

This Wednesday, February 21st, we will be meeting at 4:30 PM at Las Lomas Community Park (10 Federation Way). We’ll be having a presentation by city staff on Active Transportation (related to biking, skating, rollerblading, and other forms of human-powered transport) and Mobility.

We will also get an update on charging stations for EV vehicles in Irvine.

In addition, we have subcommittees relating to Active Transportation, Energy Development, and Green Infrastructure.

If you’d like to get involved and share your ideas related to these policy areas, please consider meeting us at the committee meeting!

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

We have a lot of exciting things moving along  the pipeline, including a Request For Proposals for developing a feasibility study and technical assessment of Community Choice Energy, a means of allowing the city to purchase clean energy at a 3-7% savings on average.

Bicycling in Irvine — Great Trail System, But Where to Lock-Up?

Irvine Councilmember Melissa Fox appointed me to the City’s new Irvine Transportation Commission in May of 2017.  One of the missions of the Transportation Commission is to the advise the Planning Commission and the City Council on the traffic impacts of new development applications.

Another task for the Commission is to work with City staff on ways to improve traffic flow in Irvine.

One way to reduce single occupant vehicle trips in Irvine is to increase the amount of people who will use a bicycle for their short trips around town when it is practical.

Irvine has the best bicycle trail system of anywhere in Orange County — it’s not even close.

Most of Irvine’s streets have bicycle lanes. Most of Irvine’s traffic signals have video detection cameras mounted on the mast arms. These cameras detect when there is a bicycle waiting at the red light. You don’t even have to push the bicycle push button anymore if you don’t want to. In Irvine you can legally ride on sidewalks, but you must yield to pedestrians. Thus, on the few streets where there are no bike lanes, you can ride on the sidewalks legally.

I ride all over Irvine everyday on my electric bike and I can get to every place in Irvine conveniently.

I know there are a few streets that have no bike lanes with narrow sidewalks like MacArthur near the airport, but for the most part I can ride a bike to any shopping center, professional office building, or recreational center or park in town.

The problem comes when you try to lock up your bike at one of these destinations!

Many private properties with big parking lots for cars have no bike racks. I frequently have to lock up to a handicap parking sign pole or a trash can with openings big enough for my cable bike lock.  Sometimes a destination will have a bike rack somewhere out of view, where no one can see the bike thief with the bolt cutters. This lack of bicycle parking often defeats the purpose of riding a bike if you can’t secure it properly.

The City requires new developments to have bike racks, but these racks often disappear after a few years or are relocated to an out of the way location. I feel that if I ride a bike, I should be able to lock up close to the building’s entry, not 500’ away.

The City is making efforts to get businesses to voluntarily provide bike racks near their building entries, but with over 25,000 businesses in Irvine, progress will be slow.  I encourage bike riders to let the business that you visit on your bike know that well placed bike racks is the “right thing to do” on many levels (customer service, environment, health).

The Transportation Commission meets the 1st and 3rd Tuesday of each month in the City Council Chambers at 5:30 pm.  I strongly encourage Irvine residents to bring any traffic concerns, ideas or comments to the Commission meeting.  You will be welcomed to speak at the beginning of the meeting.  The full City traffic engineering staff attends these meetings and they will hear your ideas and can respond to your questions.  Check here for Transportation Commission agendas.  The public is welcome to speak on all agenda items as well as non agenda related comments.

OC Weekly: Fox Trot

The OC Weekly just published another story about my continuing fight for a veterans cemetery in Irvine.

Here is the story:

FOX TROT

“Nine days after being named Best Politician in OC Weekly’s massive Best of 2017 issue, Irvine City Councilwoman Melissa Fox was hit by a dude. Coincidence? Yes and no. Raul Ricardo Rodriguez-Peltz of Westminster, Colorado, probably has never heard of your favorite infernal rag. However, the 28-year-old’s Oct. 29 booking into Irvine City Jail on misdemeanor assault does stem from the same stand Fox took that earned mad respect from OC Weekly’s Best of 2017 Board of Governors.

Here’s how we began what was published Oct. 20 about the county’s reigning best politico:

‘Having run a warped, money-hungry Irvine political machine that trampled the concept of public transparency and wasted hundreds of millions of taxpayer dollars, Larry Agran wanted to maintain control over the city’s Democrats even after his forced retirement in the 2014 election. But this year, a fellow party member, first-term City Councilwoman Melissa Fox, let the 72-year-old former mayor know she isn’t one of his stooges, bucking him on his preferred location for a future veterans’ cemetery at the Orange County Great Park site.’

Fox was part of a City Council majority that approved placing the state-run memorial park in what are now strawberry fields but used to be part of the former Marine Corps Air Station El Toro. In exchange, the current land owner gets property within the nearby Great Park that is currently contaminated [note: the property that the develop gets from the City, like the property that the City gets from the developer, is not within the borders of the Great Park; both properties are adjacent to the Great Park, and —  most importantly — both properties were part of the former El Toro Marine Base, which was closed in 1999].

Many in the audience cheered the council’s 3-2 vote for the land swap, prompting Vietnam War veteran and Orange County Veterans Memorial Park Foundation leader Bill Cook to remark, “This is an historic day.”

But Agran is not one to lose a fight without going down in another fight. He and the infernal rag in his back pocket—not us, silly; the Irvine Community News and Views—continued to lobby for “The Great Pork” to host the vet cemetery, and a local “Save the Veterans Cemetery” campaign was soon launched. Backers had until our day of publication (Nov. 9) to submit around 12,000 valid signatures from registered voters in the city to get a referendum on the November 2018 ballot affirming or denying the council’s decision.

And so it was, nine days after we named Fox the best politician in the county, she was at Alton Square shopping center advising constituents against signing the petitions being spread by paid signature gatherers from out-of-town, including—you guessed it—Westminster, Colorado. (Rodriguez-Peltz told police he is a political consultant and paid petitioner.)

Fox says residents complained to her about signature gathers being aggressive, so she snapped photos of them (that you can see on melissafoxblog.com). She told police that led to a confrontation in which Rodriguez-Peltz grabbed a sign she had stating, “Do not sign the misleading veterans cemetery petition. Get the facts”; swung it at her; hit her leg with it; then tore it up and threw it in the trash.

When Fox called the cops, he scrammed but later surrendered. Shaken by the scary encounter, Fox vows to keep warning residents about Save the Veterans Cemetery. We expect no less from OC’s best politician.”

 

 

Open Letter to Larry Agran: “You are Doing a Disservice to the Nation, the State, and the Community. Stop Your Petition Efforts.”

The following letter was written to Larry Agran and his followers about their petition regarding the veterans cemetery by former Irvine Company Executive Mike Padian. Padian worked for the Irvine Company between 1985 and 1996 and has first-hand knowledge of the politics and personalities involved in the current dispute. 

His views are well worth reading for anyone interested in the facts about the veterans cemetery.

Harvey, Ed, Frank, Larry,

Oh dear, where to begin.

I have read your numerous diatribes; I hope you will give me some courtesy by reading the below.

I am primarily responding to Harvey’s email of 11-2, and an accompanying ‘fact sheet’.  I will attempt to not repeat myself.

1) Yes, the entire ARDA site would be cleaned up with the land-clearing process. However, the ARDA site is significantly more polluted than the Freeway site, and the use of the ARDA site for commercial/industrial purposes would be less costly to develop and have less impact than a residential or a cemetery use.

To determine the potential risk of exposure from a hazardous site requires an analysis of the location, type, and concentration of the hazardous materials, the potential sensitive receptors (people), and the potential pathways between them. The ARDA site contains a ‘witches’ brew’ of above ground, surface, and below ground known and probably unknown chemicals, in known and probably unknown concentrations, quantities and locations. At the time of the Base’s closure, it was one of the larger federal Superfund sites.  As noted in CalVets June 2016 report, FOST 7,  a source of regional groundwater contamination, is located on the ARDA site.  FOST 8 (IRP 3), a former landfill dump site, is also located on the ARDA property. The June 2016 report also states that many of the 77 buildings on the site contain hazardous material such as asbestos and lead-based paint, numerous documented impacts on the site have been discovered, and very probably other impacts will be discovered during development.  Regardless of the ultimate land use, the buildings will have to be appropriately abated and abolished, but the extent of surface and subsurface mitigation is dependent on the ultimate use.

The 2016 report estimated $3.5 million for hazardous wastes, $2.5 million for the site demolition of the first 12.5 acres ($200,000 per acre), $6.2 million for the remaining 112.5 acres ($55,000 per acre, no reason is given for why the 112.5 acres costs less per acre than the initial 12.5 acres), and $18 million for building demolition, for a total of $30 million.  Note that the 2016 report repeatedly recommends additional soils surveys to identify any impacted soil, and to define its appropriate mitigation.  Also note the 2016 estimates do not include any costs for the remediation of contaminated soils, and assumes the State of California will pay for those costs.

Residents are one of the higher potential risk receptors on the site due to their potential rate of exposure, 14-24 hours every day, with an expectation that they could enjoy their outside yards, patios, and parks; their pathways could be reduced with the removal of substantial amounts of soil, and the capping of large areas with hard surfaces.  Cemetery workers would also be a higher risk group, as they would be directly exposed to the contaminated soils during excavation for interments; thus, the reason for the 2016 report’s recommendation to overex the entire site 8′ to 10′.  Commercial/Industrial development will require the least amount of soil remediation, and their employees and clients are the least potentially impacted receptors, because most will be inside an enclosed building for 8 hours a workday, on a site with significant hardscape and parking.

I am currently paying about $40/cy to export non-hazardous material to a local landfill or another construction site a maximum of 30 miles away utilizing a large 7cy bucket excavator and associated dozers, blades, and water trucks, and I am paying about $20/cy to import clean material, both via 14cy double-belly dumps.  If the materials are heavily contaminated the export rates would be significantly higher because they would have to be taken to a licensed hazardous material landfill in north LA County or Banning, using smaller capacity end-dumps.

Worst case, 10′ over 125 acres equals 2,000,000 cy of material. To accomplish the complete export of all 2,000,000cy  would require 575 one-way truck trips per day for a year (250 work days). Total export truck trips would result in 1,150 truck trips per day.  To match the export rate, the import rate would have to be equal to the 1,150 truck trips per day, for a total of 2,300 truck trips per day, or 280 truck trips per hour, or almost 5 trucks per minute for 250 days. The cost to export and import 2,000,000 cy would cost $120 million, and again definitely higher if it had to be exported to a licensed hi-hazard landfill. This is somewhat of a linear equation, that is, if only 1,000,000 cy of material had to be exported and imported, the total cost and total truck trips would be cut in half.  However, it is not a question of if the ARDA site has soil contamination, it is a question of how much. Regardless, I am sure the existing residents would not be agreeable to any large quantity of hazardous material hauling trucks rumbling along Sand Canyon and Portola.

(As an aside, I worked for The Irvine Company between 1985 and 1996.  One of my primary responsibilities was the development of the Irvine Spectrum.  I was the Company’s representative on the El Toro Base’s Cleanup and Reuse Committees.  I also managed the design and construction of infrastructure improvements, including local and regional flood control facilities, around, upstream, downstream and on the Base while it was still in operation.)

The Freeway site, on the other hand, has no buildings, is not the site of any groundwater or landfill contamination sources, and does not contain the ARDA site’s  ‘witches’ brew’.  Instead, the Freeway site has been exposed to only known, controlled amounts of pesticides, herbicides, and fertilizers, which do not require extensive mitigation.

2) The proposed Freeway site was part of the Federally-owned El Toro Base, as an extension of the approach and take-off runways.  The Base, as you know, was used for training aircraft carrier pilots, among others.  One of their procedures was the Field Mirror Landing Practice, where they performed ‘touch and go’ landing/takeoff maneuvers.  Before the area was developed, the jets flew almost wherever they wanted.  Once the Irvine Company started developing the areas around the Base, the Company and the Marines agreed to land and air restrictions and easements.  The Freeway site was part of the runway extension.  It was not fenced off because it was not considered a security risk.  It was however, considered a ‘crash’ zone.

The reason the tall buildings in Irvine Spectrum, the Irvine Hospital, the low-profile buildings in Irvine Spectrums 3 & 5, and the old diagonal limit to the residential Northwood area to the west of Jeffrey are where they are, are due to these easements.  In essence, the Company agreed to not allow any residential in the FLMP flight path outside of the runway extension ‘crash’ zones owned by the government, and to limit commercial/industrial within the FLMP flight path outside of the ‘crash’ zones, in an effort to limit the Marines potential risk based on an assumption that a fueled aircraft crash would wipe out basically an acre.

3) Many people use the term “Great Park” to refer to the entire Base area, while others use it more restrictively to just the formal public recreational park.  In any event, the Great Park, both as a larger area, and as a public facility, has morphed significantly over the decades.  When it was originally acquired by Lennar, the master-plan included a potential location for a cemetery, but not specifically a Veterans Cemetery, and it was never part of the public recreational “Great Park.”

The ARDA is adjacent to, but was never part of a formal public “Great Park”.  No one has ever claimed that the Freeway site is part of the public recreational “Great Park”. The Freeway site is as much of  the overall Great Park development as the adjoining Broadcom property (which was part of the aforementioned FLMP zone).

4) The $30 million was never officially approved.  It was part of a proposed budget, but was withdrawn once the potential total costs, especially the extra costs for the pollution mitigation, of the ARDA were determined.  In addition, the federal government, in their review of the pre-grant application, would contribute only $10 million out of $30 million requested, leaving a significant funding shortfall.

On the other hand, the State has approved $500,000 for design, and $5 million for construction of the Freeway site.  Five Point has pledged an additional $10 million.  CalVet is proceeding with the Freeway site design, and is currently reviewing the qualifications of three design firms.

5) Admittedly, I do not know the President of the Chinese Cultural Association.  However, I know that he does not represent all of the residents in the City, nor all in the Great Park neighborhoods in particular.  One only has to look at the contentious public hearings (some theoretically only for Asian residents) and the statements of various City Council and Mayoral candidates to ascertain the depth of the residents’ concerns.

6) Yes, the ARDA site will have to be decontaminated.  However, because it is such a polluted site, the impact to the taxpaying public – national, state, and local –  would be significantly less if that substantial cost was incurred by a developer.  The general public will be better served by developing the less-polluted, less costly, Freeway site instead.

7) All of the major veteran cemeteries in Southern California – Los Angeles, Riverside, and Miramar – are adjacent to a freeway.  The Freeway site clearly presents visible exposure to more people than a cemetery hidden in the middle of a residential area.

8) Location, location, location.  Adjacency to a freeway significantly increases the value of a piece of property. as compared to parcels that are remote from a freeway.  Another major developer has purposely retained ownership of large swaths of freeway adjacent property because of its long-term value.

9) The City’s own traffic report, as approved by the Transportation Commission, concluded that the land swap has no impact to the City’s traffic.  I could go into why this is, but will summarize by saying the ‘cat was out of the bag’ decades ago when the entitlement for the entire City was approved.

For instance, the primary reason that the Airport area is seeing such an increase in traffic is due to a previous Mayor’s vision (Larry Agran) of converting the area from industrial to a more urban, high density commercial/residential community.  The buildout of the Airport area is not complete.  Unfortunately his dream of creating places for people to live walkably closer to their work for the most part has not materialized. The area is not highly urbanized like Chicago or New York City, there will not be a mass-transit system that will work for a long time, and the only solution, unfortunately, is wider roads to accommodate the continued demand for personal vehicular transportation, and more congested traffic.

10) Construction of a veterans cemetery has not been delayed.  The previous submittals and approvals are being revised for the Freeway site.  And as noted above, CalVet is proceeding with the design.  The Freeway site can be developed much quicker because it does not have to endure the lengthy hazardous material mitigation period.

11) Admittedly, the Freeway site would be a great commercial/industrial site.  However, after weighing all of the factors, the Freeway site would also be a great location for a Veteran’s Cemetery.

12) 21-gun salutes at the Freeway site may have some impact to the existing wildlife, who are used to living in a deteriorating agricultural ditch surrounded by roads and industrial development, but less than 21-gun salutes in a neighborhood full of residents and schools.  Also, the term ‘wildlife corridor” is not limited to birds and mammals; the intent is to provide habitat and connectivity for all types of living organisms, including plants, insects, amphibians, and reptiles.

In addition to the above, you have never mentioned the following facts.

1) The ARDA site has the support of only two local elected officials.  The Freeway site on the other hand has wide bi-partisan support of elected national, state, county, and local officials, including members of Congress, the Governor, members of the State legislature, County officials, the Mayor, and other Council members.

2) The SOVC [Larry Agran’s phoney “Save the Veterans Cemetery” group] is not a grass-roots organization.  There is no great out-pouring of concern from the residents.  Rather it is a trumped up, blatant attempt to thwart the efforts of the developer, by playing up a minority nimby ‘development is out-of-control’ sentiment. One of the primary SOVC proponents is the Irvine World News and Views, a political mailer, run by an owner who is not local. The issues being raised by the SOVC have nothing to do with a veterans cemetery, and they are using the veterans for political reasons.The primary reason there is substantial public Great Park elements at all – including the soccer stadium, concert venue, and streets – is due in large part to the developer’s funding and construction involvement. The SOVC has resorted to using paid predatory out-of-state non-veterans, who you admit have no stake in or knowledge of the issues, to collect signatures based on misleading and false representations.  Calling your signature gatherers ‘mercenaries’ is at least truthful.

3) The SOVC continues to violate state and federal laws by utilizing the logos of and implying it has the support of the American Legion and the Veterans of Foreign Wars.  As far as I know, the SOVC has not responded to the American Legion’s ‘cease and desist’ request.

4) You also insinuate that Council member Fox and veteran Bill Cook will receive some massive return for their participation.  Such an insinuation is shameful and unfounded.

5) Last, labeling the groundbreaking as a sham is also shameful, and disrespectful of the hundreds of veterans, concerned citizens, and elected officials who attended the event.  No one has ever claimed the Freeway site is part of the public recreational Great Park, as opposed to the SOVC who claims the ARDA site is within the recreational public ‘Great Park’.

Bottom line, which is a more fitting site to honor those who sacrificed their time and lives to maintain your privilege to live in a free country – an unfunded, polluted, more expensive, hidden, and unapproved property, or one that is funded, not-polluted, less expensive, visible, and approved.  You are doing such a disservice to the nation, the state, and the local community.  Please stop wasting taxpayer time and money by stopping your petition efforts.

Watch My Town Hall Meeting!

I held a public Town Hall Meeting at the Irvine Championship Stadium in the Great Park on Saturday, October 21, where we discussed traffic, childcare, the Southern California Veterans Cemetery, affordable housing, and other issues of interest to Irvine residents.

I was joined by several of my city commissioners, as well as by members of the Irvine Police Department, who were also there to answer questions.

Several dozen Irvine residents spoke and asked questions, and I thank everyone who attended.

OC Register Slams Agran, Lalloway, and “Despicable,” “Misleading” Veterans Cemetery Petition

The Orange County Register published a powerful editorial this week entitled “Stop the Politics and Build the Veterans Cemetery Now.”

It condemns the deceptive “Save the Veterans Cemetery” petition.  It points out that the cemetery does not need saving (since it is already moving forward) and it condemns the aggressive and sometimes violent tactics of its paid out-of-town signature gatherers.

It urges Irvine voters not to be “fooled by the propaganda or petition gathers. They are simply attempting to mislead and deceive the community in an effort undo the approved veterans cemetery and move it.”

Here is the editorial in full:

“Politicians will exploit anything to gain political power. That’s exactly what is happening over the veterans cemetery in Irvine. It’s despicable to use veterans as pawns and our entire community should be outraged and informed.

A misleading petition drive has been launched in the city to “Save the Veterans Cemetery.” But the cemetery doesn’t need saving; it’s just a veiled effort to derail the current cemetery plans. There is already a great space approved, the veteran community supports it and the city had a dedication for the land last Friday.

But this is all about politics and trying to win next year’s city election. Sadly, this is par for the course in Irvine where creating a political wedge issue and riding it to the election seems torn right out of the pages of former Irvine Mayor and Councilman Larry Agran’s playbook. It should come as no surprise that the pro-Agran Irvine Community News and Views publication supports the referendum. Agran even wrote a column in its pages supporting it.

Don’t be fooled by the propaganda or petition gathers. They are simply attempting to mislead and deceive the community in an effort undo the approved veterans cemetery and move it.

To make matters worse, one of the petition gathers seeking to block the approved veterans cemetery allegedly assaulted Councilwoman Melissa Fox over the weekend. Fox has been an incredible advocate for veterans and the cemetery in Irvine. While demonstrating against the misleading signature gathers, one of them, a paid political consultant from Colorado, allegedly took her sign and hit her with it, according to the Register.

It’s disgusting to see how some of the political forces in the community behave. Even more despicable perhaps was the response from Councilman Jeff Lalloway who insinuated that Fox shouldn’t have tried to inform people signing petitions against the cemetery.

Lalloway has been a disappointment on the council, opposing the current plan for the veterans cemetery and bringing utter nastiness to city politics. Don’t be fooled by the bogus antics of some in Irvine trying to undo the veterans cemetery location. The creation of a veterans cemetery shouldn’t be a political football. It should be a proud moment for the city and the county.”

Help Us Defeat the Paid Mercenaries who have Invaded Irvine and their Fraudulent “Save the Veterans Cemetery” Petition!

Dear Friends and Neighbors,

Do not be deceived by a petition that pretends to “Save the Veterans Cemetery.”

The truth is that our veterans cemetery does not need saving — except from these out-of-town mercenaries who want you to sign their fraudulent petition!

They pretend that they support our veterans when the truth is that if their petition succeeds, the veterans cemetery will be (at best) delayed and likely destroyed.

They pretend to have grassroots support, but the truth is that they are paid out-of-town mercenaries, while the current “Strawberry Fields” location of the veterans cemetery is supported by every veterans’ organization and a formidable bipartisan array of local officials from across the political spectrum.

They will lie and tell you that they want the veterans cemetery to be in the Great Park, when the truth is that the original (and highly contaminated) was never in the Great Park.

They will not tell you that the current “Strawberry Fields” location was once part of the former El Toro Marine Base, which was the last American soil that many Marines stood on before they left for World War Two, Korea, and Vietnam, never to return.

They will not tell you that creating the veterans cemetery in their preferred location would cost the taxpayers $80 million in decontamination and demolition before the cemetery could even start to be built.

The truth is that the land exchange that the petition seeks to stop will ensure that the Veterans Cemetery is build faster and with approximately $80 million in savings for state and local taxpayers.

They use stolen valor when they claim to be supported by veterans organizations.  The truth is that the American Legion has ordered them to stop using their organization’s symbol, but they’ve refused:

Now they’ve brought in hundreds of out-of-town paid signature gatherers from Los Angles, San Bernardino and Oakland and put them up in hotels.

And they are violent.

This weekend, other anti-petition volunteers and I were threatened and menaced multiple times by these out-of-town paid signature gatherers.

One of these paid mercenaries threatened me and then grabbed my sign, hit me with it and tore it up.  He ran away when I called the police, but was caught when pointed out by several witnesses.  He later told the police he was a “political consultant” who lived in Colorado.

Another volunteer reports that she was “spat at, called some of most horrible names you could call a woman, physically intimidated and shouted at by paid signature gatherers who came from out-of-town to get $3 per signature to lie about ‘saving the cemetery’. They are angry that we are so effective and let the public know they are lying. Please don’t sign their petitions!”

After I was assaulted, I went back home, shaken.   A Vietnam War Marine veteran who was also volunteering said to me “at least they were not shooting at you.”

I got a cup of coffee, took a shower, and went back out.

I will not be silenced.  I will continue to fight for those who fight and have fought for America.

Don’t Be Deceived by the Fraudulent “Save the Veterans Cemetery” Petition!

Dear Friends and Neighbors,

Do not be deceived by a petition that pretends to “Save the Veterans Cemetery.”

The truth is that the Veterans Cemetery in Irvine is now moving forward at full steam and we will soon have a groundbreaking ceremony.

For me, coming to support the land exchange was a process that involved carefully studying all the facts. I needed to be convinced that it would be the quickest way to create the veterans cemetery.

As I investigated the land exchange proposal, I came to see that it was not only the quickest and least expensive path to a veterans cemetery, it was really the only path because of the great cost of decontamination and demolition that would be required on the original site.

The new site is also located on land that was part of the former Marine Base.

The land exchange facilitating the creation of the veterans cemetery is supported by every local veterans’ organization, as well as a formidable and bipartisan array of Orange County elected officials, including Congressman Lou Correa (Democrat), State Senator Josh Newman (Democrat), Assemblymember Steven Choi (Republican), and Assemblymember Sharon Quirk-Silver (Democrat) – the author of the original Southern California Veterans Cemetery legislation, who attended the City Council meeting and urged the Council to approve the land exchange as the best way to establish a veterans cemetery in Orange County.

In sharp contrast, opposition to the land exchange is based entirely on hostility to the developer and not at all on what is best for veterans or the residents of Irvine. Their petition intentionally misstates the facts and would prevent the veterans cemetery from being built.

Irvine Should Provide Storage for the Irreplaceable Collection of the California Fire Museum 

I was recently unable to convince a majority of my colleagues on the Great Park Board of Directors (i.e., the Irvine City Council) to provide a safe and secure place for the temporary storage of the irreplaceable collection of fire engines, trucks, and other priceless artifacts of the non-profit California Fire Museum.

I had proposed that an unoccupied and uninhabitable hanger be leased to the California Fire Museum for $1.00 a year.

Only Boardmember/Councilmember Christina Shea joined me in approving the Fire Museum’s request for help in preserving their collection from damage from vandalism and the elements, instead deciding that a potential income of $16,000 from the rental of an unoccupied hangar at the Great Park by a for-profit car company was more important than preserving the heritage of our California firefighters.

Here is the comment posted on Facebook by Don Forsyth, President of the California Fire Museum and former Battalion Chief at the Orange County Fire Authority (and one of the heroes of the recent shootings in Las Vegas):

“Another disappointing day at the Orange County Great Park Board Meeting! We had our hopes dashed once again!

After attendance and speaking at almost every single Board Meeting for the last 13 years, and after voicing at these meeting at least 10+ times over the last 5 years, our request to be able to use a building that has sat vacant for over 10+ years for temporary storage, we finally had this request placed on the agenda for today’s Board Meeting, by one of the Directors, Melissa Fox! Everyone was excited as this is the very first step in the last 13 years showing us via action, that the OC Great Park Board really wishes to help us build our California Fire Museum and Safety Learning Center (CFM-SLC) within their Great Park.

However, after further discussion, again, the OC Great Park Board voted 3-2 against directing City Staff to negotiate a lease with CFM-SLC for use of Hangar 295 to be able to finally get a location where we can store our 40+ vintage fire apparatus indoors, instead of where they are now stored, outdoors, and constantly being vandalized and deteriorating in the outdoor harsh weather!

We are at a loss for words, and wonder if these are any indications that we should move on, and begin looking elsewhere to build our world-class Public Safety Learning Center and Fire Museum where all of our hard work will be appreciated.”

I, too, am greatly disappointed by the Great Park Board’s decision.

I urge everyone interested in preserving our California firefighter heritage to contact Irvine’s Mayor and the members of the City Council to tell them to provide the California Fire Museum with use of the hangar for storage of their irreplaceable collection.

Irvine Takes Historic Step Forward for Southern California Veterans Cemetery at Former El Toro Marine Base

For me, coming to support the land exchange was a process that involved carefully studying all the facts.  I needed to be convinced that it would be the quickest way to create the veterans cemetery.  As I investigated the land exchange proposal, I came to see that it was not only the quickest and least expensive path to a veterans cemetery, it was really the only path because of the great cost of decontamination and demolition that would be required on the original ARDA site. I also came to see that opposition to the land exchange was based entirely on hostility to the developer FivePoint, and not at all on what would be best for veterans.

The need for an Orange County Veterans Cemetery is great. Orange County has a long and proud military tradition. Currently, more than two million veterans live in California — more than in any other state. This military tradition continues into the present, as nearly 7,000 veterans of the Iraq and Afghanistan wars live in Orange County.  Yet there is no Orange County military cemetery for the estimated 133,000 Orange County veterans and their families. Those in Orange County who want to visit a veteran’s grave in a cemetery must travel to Riverside, San Diego or Los Angeles counties. The national cemetery in Los Angeles is at capacity and the one in Riverside requires a lengthy wait.

The land exchange came about as a means to overcome the enormous cost of building the cemetery at the originally designed site north of the Great Park.

Although the City of Irvine had offered land, no money was provided to demolish and decontaminate the existing buildings and built the cemetery.

This problem became more acute when the City learned that the Federal Veterans Administration had ranked the Southern California Veterans Cemetery at a mere 74 out of 101 proposed state veteran cemetery projects; that the project was eligible for only $10 million from the federal government; and that the projected the cost of building phase 1 of veterans cemetery was a startling $77,372,000.

Most of this enormous cost involved the decontamination and demolition of 77 buildings remaining on the site, since many of these remaining buildings and facilities “contain hazardous building materials such as asbestos-containing building materials (ACM) and lead-based paint (LBP).”

It appeared that the Southern California Veterans Cemetery that so many of us had fought for so long was not going to get built.

FivePoint Communities,  the developer of the Great Park and the Great Park Neighborhoods, then made the City an offer to exchange 125 acres of land that it owns just south of the Great Park, which it was now using as a field to grow strawberries, for the originally designated cemetery land.  No costly decontamination or demolition would be necessary to begin construction.

In addition, FivePoint offered to pay for the cost of building phase 1 of the veterans cemetery, thus saving the public nearly $80 million as compared to attempting to build the cemetery on the original site.

A recent impartial outside appraisal of the two properties valued the strawberry fields site at $68,000,000, while valuing the original site at only $4,000,000.

The land exchange proposed by FivePoint was supported in letters to the City Council by a formidable and bipartisan array of Orange County elected officials, including Congresswoman Mimi Walters (Republican), Congressman Lou Correa (Democrat), State Senator Josh Newman (Democrat), Assemblymember Steven Choi (Republican), and Assemblymember Sharon Quirk-Silver (Democrat) — the author of the original Southern California Veterans Cemetery legislation, who also attended the City Council meeting and urged the Council to approve the land exchange as the best way to establish a Southern California Veterans Cemetery in Orange County.

After several hours of public comments, followed by debate by the Irvine City Council, the vote was 3-2 in favor of the land exchange.  Mayor Donald Wagner, Councilmember Christina Shea, and I voted in favor. Councilmembers Jeffrey Lalloway and Lynn Schott voted against.

The vote was met with cheers from most of the crowd, and especially from members of the Orange County Veterans Memorial Park Foundation, which has been advocating for a veterans cemetery in Orange County for many years.

“This is an historic day,” said Bill Cook, a Vietnam War veteran and a leader of the Orange County Veterans Memorial Park Foundation. ” We see now that we are going to move forward. It is going to be a very monumental site.”

Irvine will immediately donate the land to California so the state can start building the cemetery, which will be the only permitted use. Groundbreaking for the veterans cemetery is expected soon.

As the daughter of an Orange County Korean War combat veteran, and the cousin of a Marine who was killed in action, I strongly support this land exchange that will greatly facilitate making an Orange County veterans cemetery a reality.

I am tremendously proud to have participated in making sure that Orange County’s veterans — who have sacrificed so much for us — will at last have a final resting place close to their families and loved ones.

Tell the Irvine City Council No Back Room Deals! Keep Your Promises to Our Veterans!

Once again, we must fight to ensure that a Southern California Veterans Cemetery in Irvine becomes a reality.

All of us must tell the Irvine City Council, “No back room deals! Keep your promises to our veterans!”

Here are the facts:

Ever since the Marine Corps Air Station El Toro (MCAS El Toro) in Irvine was decommissioned in 1999, a growing number of veterans dreamed of locating a veteran’s cemetery and memorial on a portion of the closed base, where an estimated 2 million men and women served this nation in peace and war, and from which too many of them departed to foreign lands never to return.

These veterans formed the Orange County Veterans Memorial Park Foundation to advocate for an Orange County veterans cemetery.

The need is great. Orange County has a long and proud military tradition. Currently, more than two million veterans live in California – more than in any other state.  This military tradition continues into the present, as nearly 7,000 veterans of the Iraq and Afghanistan wars live in Orange County.

Yet there is no Orange County military cemetery for the estimated 133,000 Orange County veterans and their families.  Those in Orange County who want to visit a veteran’s grave in a cemetery must travel to Riverside, San Diego or Los Angeles counties.  The national cemetery in Los Angeles is at capacity and the one in Riverside requires a lengthy wait.

In 2014, Assembly Bill 1453 (AB 1453) was introduced by Assemblymember Sharon Quirk-Silva in the California legislature to establish a Southern California Veterans Cemetery in Orange County.

The legislation, co-sponsored by Assemblymember Donald Wagner representing the City of Irvine, was approved by the state legislature as of August 25, and signed by Governor Brown on September 27, 2014.

On July 22, 2014, after several months of debate and hearings, and appeals from numerous veterans and veterans’ organizations, the Irvine City Council adopted a resolution expressing its intent to convey the Amended and Restated Development Agreement (ARDA) site, just north of the Great Park and on land that was formally part of former MCAS El Toro, consisting of 125 acres, to the state for the purposes of creating the Southern California Veterans Memorial Park and Cemetery.

I had spoken at City Council meetings numerous times in favor of this resolution, as had my father, a Korean War combat veteran.

We were thrilled that the City Council had approved providing 125 acres of City-owned land for the veterans cemetery.  While we knew that the City Council had not approved spending any money for the cemetery, our expectation, as well as that of the Irvine City Council, was that once the land was provided, sufficient funds to build and maintain the cemetery would come from the federal government and the State of California.

Over the next year and a half or so, very little was done to move the project forward, as both the state and federal government considered the matter.

Then in June 2016, the City received a disheartening report from California Department of General Services that projected the cost of Phase 1 of building the veterans cemetery at the ARDA site to be a startling $77,372,000.

Most of this enormous cost involved the decontamination and demolition of 77 buildings remaining on the site.  The report noted that many of these remaining buildings and facilities “contain hazardous building materials such as asbestos-containing building materials (ACM) and lead-based paint (LBP).”

More bad news followed.

On July 25, 2016, the City learned that the Federal Veterans Administration had ranked the Southern California Veterans Cemetery at a mere 74 out of 101 proposed state veteran cemetery projects, and that the project was eligible for only $10 million from the federal government.

In other words, we learned that there was a $67,372,000 shortfall between what the cemetery would cost and what the federal government was willing to contribute. Moreover, no state funding was promised.

It appeared that the Southern California Veterans Cemetery that so many of us had long fought for was not going to get built.

During this time, FivePoint, the developer of the Great Park and the Great Park Neighborhoods, made the City an offer to exchange 125 acres of land that it owns just south of the Great Park, which it was now using as a field to grow strawberries, for the ARDA land.

The City could then provide this Strawberry Fields land to the State of California for a veterans cemetery, rather than the ARDA site.

No costly decontamination or demolition would be necessary to begin construction.

Like the ARDA site, the Strawberry Fields site had once been part of the El Toro Marine base.

In addition, FivePoint offered to pay for the cost of building Phase 1 of the veterans cemetery, thus saving the public nearly $80 million as compared to attempting to build the cemetery on the original ARDA site.

Still, there remained some uncertainty about the details of FivePoint’s offer.

Based on these financial facts and FivePoint’s offer, the City Council voted on April 4, 2017, to adopt my motion to pursue a dual track option of telling the Governor’s office, CalVet, and the State Legislature, that the City would guarantee local funding of up to $40 million, and, simultaneously, to direct staff to clarify and nail down the details of FivePoint’s land exchange, which could expedite the creation of the cemetery and save the City millions of taxpayer dollars that could then be used for other purposes, including construction of the Cultural Terrace and other amenities at the Great Park.

On May 12, 2017, Governor Brown toured both of the sites proposed for a veterans cemetery on the former El Toro Marine base. After his tour, Brown said either site was acceptable to the state. He also indicated that he preferred the Strawberry Fields site offered by FivePoint:  “It’s absolutely certain that Orange County will get the veterans cemetery that it deserves and the veterans deserve,” Brown said.  He later added, “Obviously, I like [the] strawberry patch — ‘Strawberry Fields Forever.’ Remember that song?”

Following the Governor’s visit, the land exchange proposed by FivePoint was supported in letters to the City Council by a formidable and bipartisan array of Orange County elected officials, including Congresswoman Mimi Walters (Republican), Congressman Lou Correa (Democrat), State Senator Josh Newman (Democrat), Assemblymember Steven Choi (Republican), and Assemblymember Sharon Quirk-Silver (Democrat) — the author of the original Southern California Veterans Cemetery legislation.

In addition, the land exchange was strongly supported by the Orange County Veterans Memorial Park Foundation, the non-partisan veterans’ group that had tirelessly and heroically pressed for an Orange County veterans cemetery for many years.

On June 6, 2017, the Irvine City Council voted 3-2 to change the site originally designated for a veterans’ cemetery and to proceed with the land exchange (125 acres of the ARDA for 125 acres of the Strawberry Fields) with FivePoint.

Mayor Don Wagner, Councilmember Christina Shea, and I voted in favor of this land exchange.  Councilmembers Jeff Lalloway and Lynn Schott voted against.

The State legislature then adopted two budget trailer bills related to the Southern California Veterans Cemetery. These bills authorized CalVet to acquire, study, design, develop, construct, and equip a state-owned and state-operated Southern California Veterans Cemetery at the new Strawberry Fields sites; provided $500,000 for a new CalVet study; authorized CalVet to submit a request for Federal Cemetery Grant funds; and provided $5 million to the Southern California Veterans Cemetery Master Development Fund.

Over the next few months, further approvals of the land exchange were then made by the Irvine Transportation Commission, which found that the land exchange would not have any significant impact on Irvine’s traffic, and by the Irvine Planning Commission, which urged approval necessary zoning changes.

It now seemed that the Southern California Veterans Cemetery was finally on track and was smoothly moving forward at last.  All that remained was final approval of the land exchange agreement by the City Council at the City Council meeting on September 26, 2017.

But just when it seemed that the veterans cemetery was soon to be launched with a jubilant official groundbreaking ceremony, suddenly everything was thrown up in the air once again.

I heard from Bill Cook, a leader of the Orange County Veterans Memorial Park Foundation and a Marine Corps Vietnam War veteran, that the City Manager was now insisting on providing only 25 acres for a veterans cemetery.  According to the scheme concocted by the City Manager, the remaining 100 acres would then be available for more houses, apartments, and hotels.

Next, I read in Voice of OC that the Irvine City Council is rumored to have “scheduled a closed session discussion of the veterans cemetery during its Sept. 26 meeting. The discussion reportedly will include using 100 acres of the veterans cemetery land for hotels, homes or other commercial purposes until the land is needed to bury veterans.”

Apparently, the City Manager had taken it upon himself to push this new 25 acre scheme for several weeks in staff negotiations with FivePoint, without direction from — or even informing — the City Council.

This action by the City Manager is outrageous.

Let me be clear:

Failing to provide the full 125 acres as promised will kill the veterans cemetery.  CalVet has made it clear to the City that “The USDVA requires that the entire 125 acres be transferred to the state in whole in order for the state to receive a grant to begin Phase I construction. Additionally, the CA Public Works Board requires the same. Anything short of a 125 acre transfer to the state puts the entire project in jeopardy. Once the state takes possession of the land and construction begins, the land can only be used according to the SCVC Master Plan. No additional use leases, etc. will be authorized.”

The City Council never authorized or even discussed this outrageous betrayal of our commitment to provide 125 acres for a veterans cemetery. This was undertaken by the City Manager without my knowledge or, as far as I know, the knowledge of any other member of the City Council.

I will not participate in any secret session or back room deals. There are no terms in the land exchange agreement that cannot be shared with the public in open session. 

I will fight to ensure that Irvine provides the full 125 acres as approved and committed by the City Council.  Anything less would be a betrayal of our promise to our veterans, and I will vehemently fight against it.

What you can do:

Send emails to the Mayor and City Council. Tell them to stick to their promise to provide the full 125 acres.  Tell your friends and neighbors, especially veterans, to do so as well.

Attend the City Council meeting on Tuesday, September 26, 2017.  Publicly tell the Council to keep its promise to our veterans.  The meeting will start at 4:00 pm and be held at the Irvine City Hall City Council Chamber, One Civic Center Plaza, Irvine, CA 92606.

We’ve fought long and hard so that Orange County veterans have a final resting place close to their families and loved ones.

The fight isn’t over yet.

Let’s make sure Irvine keeps its promise to our veterans.

I have seen the official appraisal of the two properties (the ARDA site and the Strawberry Fields site). The Strawberry Fields site, being given up by FivePoint, is by far the more valuable of the two properties.  It is the City of Irvine (not Fivepoint) that is getting the best of the land exchange for pennies on the dollar. ARDA Appraisal Report (1)

Join Us Tonight for the Ride of Silence

Join us tonight, Wednesday, May 17, for the Ride of Silence, as we meet once again at Irvine City Hall to remember and honor cyclists who have been killed or injured while cycling on public roadways.

We will begin gathering at 6:00 p.m., assemble at 6:30, and start the ride at 7:00 p.m.

We ride to promote sharing the road and provide awareness of the rights and safety of bicyclists.  Our silent ride also commemorates those who have been killed or injured doing what each of us has a right to do – a right that, far too often, motorists fail to recognize, sometimes with deadly consequences.

Irvine is a wonderful city for biking, whether for commuting, exercising, or just enjoying the outdoors. We have more than 300 miles of on-street bike lanes and more than 50 miles of off-street bikeways.  Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine.

Yet in Irvine, as everywhere else, motorists must learn to better share the road safely with cyclists; that cyclists have the same rights to the road as motorists; and that cyclists are the most vulnerable users of the roadways.

A dozen people were killed in Orange County in 2016 while riding their bikes. This year so far, three cyclists have been killed.  The youngest victim, Brock McCann, was only eight years old.

These individuals were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as cyclists.

Irvine’s Ride of Silence is part of a larger, international movement to commemorate cyclists killed or injured while riding on public roads and to raise awareness among motorists of the dangers they pose to cyclists.

As a bicyclist myself, the mother of a bicyclist, an Irvine resident and an Irvine City Councilmember, and as an advocate for more active transportation as a way to cut pollution and our reliance on fossil fuels, I will ride in the Ride of Silence as a way to honor cyclists who have been killed or injured while cycling on public roadways and to urge the public (and local governments) to do more to protect bicyclists’ safety.

The Ride of Silence asks its cyclists to ride no faster than 12 mph, follow the rules of the road, and remain silent during the ride.  Helmets are mandatory. There are no sponsors and no registration fees. The ride aims to raise the awareness of motorists, police and city officials that cyclists have a legal right to the public roadways. The ride is also a chance to show respect for and honor the lives of those who have been killed or injured.

As the organizers of the Ride of Silence have said: “A pack of single file – silent riders – pacing out for 8 to 10 miles. We will share this hour with each other, and know that thousands across the planet will also have marked the hour in their own time zone; but also raise awareness among the many local motorists who will be witnesses of our sombre parade.”

We must remember that cyclists have legal rights to the road as do motorists and bicyclists are the most vulnerable users of the roadways.

We ride to show respect for and honor the lives of those who have been killed or injured.

We ride to promote public awareness of bicycling safety.

We ride so that no bicyclist is ever again killed or injured because of a motorist’s failure to share the road.

Join Me at Tonight’s Irvine Green Ribbon Environmental Committee Meeting!

Irvine’s Green Ribbon Environmental Committee seeks to increase public participation in energy conservation and sustainable practices, helping the City serve the community through advancing environmental policy initiatives and programs. The Committee is supported by the Public Works Department. Comprised of 10 members, the committee is an advisory body to the City Council and provides advice on sustainability policies related to energy, recycling and waste management, mobility, open space and water issues.

For some time, Irvine’s Green Ribbon Committee has been dormant because there were not sufficient members to constitute a quorum.  One of my goals in joining the Irvine City Council was to get this important committee going again.  Working with Irvine’s mayor, Donald Wagner, we were able to bring the committee back to functioning strength.  The first meeting of the newly reconstituted Green Ribbon Environmental Committee will be tonight, Tues., May 16, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center (City Hall).

Hi everyone! I am lucky enough to be a committee member on the Irvine Green Ribbon Environmental Committee! This is an official advisory committee, which means we can make direct recommendations (which are submitted into the public record) to the Irvine City Council! We work on issues related to energy, recycling and waste, mobility, open space, and water issues.

The committee is having it’s first meeting tomorrow, May 16th, at 4:30 p.m. at the Conference and Training Center inside of the Irvine Civic Center.  We meet about four times a year, so catch us while you can!

I encourage you all to attend! The meetings are open to the public, and there will be a period for public comment.  If you have concerns or want to submit your ideas for improving our city, please don’t hesitate to drop by.

The more people there, the merrier!

We ride to promote sharing the road and provide awareness of the rights and safety of bicyclists.  Our silent ride also commemorates those who have been killed or injured doing what each of us has a right to do – a right that, far too often, motorists fail to recognize, sometimes with deadly consequences.

Since last year’s ride, 21 bicyclists have been killed in Orange County.  That is far, far too many. Among the victims was 9-year-old Kevin Jiang here in Irvine, who was struck and killed by a van while riding his bike home from school. These individuals were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as cyclists.  We have no idea of the impact they may have had in this world because their lives were taken by motorists.

“Participating in the Ride of Silence in Irvine last week was a deeply emotional experience.  Beginning at Irvine City Hall, we rode our bicycles in a 9.7-mile loop around Irvine in single file and in silence.  It was a powerful sight to see scores of silent riders forming a solemn line stretching more than a mile as the evening sky turned purple.  Founded in 2003 to honor cyclists who have been killed or injured while cycling on public roadways, promote sharing the road and provide awareness of bicycling safety, the Ride of Silence is an international event taking place in hundreds of cities across the globe. . .

As an Irvine Community Services Commissioner, I often tell people that Irvine is a wonderful city for biking. We have 301 miles of on-street bike lanes and 54 miles of off-street bikeways. Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine. And Irvine has been recognized as a “Silver” Bicycle Friendly Community by the League of American Bicyclists, making it the most bicycle-friendly city in Southern California. Yet in Irvine, as everywhere else, motorists must learn to share the road safely with cyclists [and more must be done to make our roads safer for bicyclists].

We must remember that cyclists have legal rights to the road as do motorists and bicyclists are the most vulnerable users of the roadways.

We ride to show respect for and honor the lives of those who have been killed or injured.

We ride to promote public awareness of bicycling safety.

We ride so that no bicyclist is ever again killed or injured because of a motorist’s failure to share the road.”

Not only does this program help animals at the Center, it also allows the Center, through its Third Chance for Pets program, to bring in under-aged animals from other Southern California shelters where their chances for adoption are limited.

Join us tonight as we once again meet at Irvine City Hall to remember and honor cyclists who have been killed or injured while cycling on public roadways.

rideofsilence.01We ride tonight to promote sharing the road, and provide awareness of the rights and safety of bicyclists.  Our silent ride also commemorates those who have been killed or injured doing what each of us has a right to do – a right that, far too often, motorists fail to recognize, sometimes with deadly consequences.

Irvine is a wonderful city for biking, whether for commuting, exercising, or just enjoying the outdoors. We have 301 miles of on-street bike lanes and 54 miles of off-street bikeways.  Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine.

Yet in Irvine, as everywhere else, motorists must learn to better share the road safely with cyclists; that cyclists have the same rights to the road as motorists; and that cyclists are the most vulnerable users of the roadways.

Since last year’s ride, 13 bicyclists have been killed in Orange County.  That is far too many. These individuals were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as cyclists.  We have no idea of the impact they may have had in this world because their lives was taken by a motorist.

Tonight’s Ride of Silence is part of a larger, international movement to commemorate cyclists killed or injured while riding on public roads and to raise awareness among motorists of the dangers they pose to cyclists.

As a bicyclist myself, as the mother of a bicyclist, as an Irvine resident and Community Services Commissioner, as an advocate for more active transportation as a way to cut pollution and our reliance on fossil fuels, I am honored to ride with you.

The Ride of Silence asks its cyclists to ride no faster than 12 mph, wear helmets, follow the rules of the road and remain silent during the ride. There are no sponsors and no registration fees. The ride aims to raise the awareness of motorists, police and city officials that cyclists have a legal right to the public roadways. The ride is also a chance to show respect for and honor the lives of those who have been killed or injured.

Be sure not to miss Irvine’s Ninth Annual Super Pet Adoption event on Sunday, June 7 from 10:00 am to 4:00 pm.

More than 50 pet rescue groups and animal shelters will bring more than 800 homeless dogs, cats, rabbits and small animals for adoption.

The event will also feature vendors, refreshments, free veterinarian and trainer advice, low-cost microchips and a silent auction of more than 40 items.

Admission is only $1.00 per person and parking is free.

Help Irvine win the Fourth Annual National Mayor’s Challenge for Water Conservation, sponsored by the Wyland Foundation.

My Water Pledge is a friendly competition between cities across the US to see who can be the most “water-wise.”  Mayors nationwide challenge their residents to conserve water, energy and other natural resources on behalf of their city through a series of informative, easy-to-use pledges online.  Cities with the highest percentage of residents who take the challenge in their population category win.  Participants in the winning cities are eligible to win hundreds of prizes.

“Whether it’s drought conditions in the West or the high costs of energy related to water use in the East, saving water has become one of the most talked about issues facing the nation today,” said the artist Wyland, president and founder of the Wyland Foundation. “This contest gives city leaders a way to supplement their awareness efforts in a friendly, spirited way.”

Your own city’s mayor does not have to participate for your city to win.

Unfortunately, Irvine Mayor Steven Choi has decided not to be a participating mayor – but you and I can still make a difference!

Last year, the challenge awarded more than $50,000 in prizes to nearly 1,000 residents in U.S. cities.

Last year, residents from over 3,600 cities in all 50 U.S. states pledged to reduce their annual consumption of freshwater by 1.4 billion gallons, reduce waste sent to landfills by 36 million pounds, prevent more than 179,000 pounds of hazardous waste from entering our watersheds, reducing greenhouse gas emissions by 5.3 billion pounds. Participants have included mayors from Seattle, Dallas, Houston, Denver, Washington, D.C., Los Angeles, Honolulu, San Diego, San Francisco, Long Beach and Miami.

Currently, Irvine is not in the top 10 cities in our population size in water-saving pledges.  We can fix that – and save water.

Irvine Needs a Permanent Veterans Advisory Committee Comprised Solely of Veterans

Irvine is home to thousands of military veterans and members of the active military returning from deployment overseas. These veterans should be represented within Irvine’s city government by a Veterans Advisory Committee expressly dedicated to the unique needs and interests of the men and women who have served and are currently serving in our nation’s armed forces.

One of the key lessons of the fight for the Irvine City Council’s approval of a Veterans Cemetery and Memorial in the Great Park is that Irvine needs a permanent Veterans Committee, composed solely of Irvine veterans, to advocate for veterans and advise the City and the Council on veterans’ issues.

The Ad Hoc (temporary) Veterans Cemetery Committee established by the current Council majority of Mayor Steven Choi and Councilmembers Jeffrey Lalloway and Christina Shea during the fight for approval of the Veterans Cemetery was anything but an advocate for veterans.

It all began in March, when Councilmember Larry Agran, himself a veteran, having served in the U.S. Army Reserve, introduced a resolution supporting AB 1453 (creating a state Veterans Cemetery in Orange County) and, more importantly, expressing the City Council’s strong interest in locating the Veterans Cemetery in the Great Park (formerly the Marine Corps Air Station El Toro).

The resolution passed, over the objection of Mayor Choi, who made clear his opposition to a Veterans Cemetery in the Great Park because a big developer – FivePoint Communities – thought it might affect the prices of the homes it plans to sell in the area.

The Council then set up an Ad Hoc Committee, supposedly to identify a specific site for a Veterans Cemetery in the Great Park.

However, it soon became apparent the real purpose of the Ad Hoc Committee created by the Council majority was to delay and obstruct the search for a site in the Great Park, and at the same time to try to find a site somewhere else – anywhere else – in Orange County, in order to please the developer.

The Council majority appointed Mayor Choi as the Ad Hoc Committee vice chair – despite his publically announced opposition to a Veterans Cemetery in the Great Park because of FivePoint’s objections.

They appointed Councilmember Jeffrey Lalloway as the Committee Chair, who then insisted on placing nearly every one of his local political cronies on the Ad Hoc Committee, not one of whom is a veteran.

The only U.S. military veteran on the Irvine City Council – Councilmember Larry Agran, who was also the author of the resolution and a strong advocate for locating the Veterans Cemetery in the Great Park – was deliberately not placed on the Ad Hoc Committee.

After excluding the only U.S. military veteran on the Council from the Ad Hoc committee, Choi, Lalloway and Shea insisted that a Five Point representative be included on the committee.

Only one Orange County veteran (USMC veteran and VFW Chaplain Bill Cook) and one long time veterans advocate (Isabelle Krasney) were made part of the Ad Hoc committee.

By late April, the Ad Hoc Committee created by the Irvine City Council majority had not met and had not conducted any business.  Veterans groups were becoming increasingly concerned that the Ad Hoc Committee was not interested in finding a location for a Veterans Cemetery in the Great Park, and that the Committee was a sham, set up only for show, not to take action.

In response to the Ad Hoc Committee’s inaction, Orange County Veterans Memorial Park group (OCVMP), along with many leaders of Orange County veterans’ groups, including the Veterans of Foreign Wars, the American Legion, and the Disabled American Veterans, issued a “Call to Action” to attend the next Irvine City Council meeting, where I, among others, called on the Council to fulfill its promise to create an Orange County Veterans Cemetery in the Great Park without delay.

In mid-May, we learned that the Ad Hoc Committee still had not met because, supposedly, many of the politicians who were added by Jeff Lalloway as Ad Hoc Committee members, including Irvine Mayor Steven Choi, could not find the time for a Committee meeting in their schedules. In addition, the Ad Hoc committee refused to provide a progress report (or, rather, a lack-of-progress report).

I spoke to the City Council, saying that “the addition of so many players [to the ad hoc committee] seemed to me a way to hamstring the committee, to actually prevent it from reaching its stated goal, which was to find a suitable location for a Veterans Cemetery in Irvine.  This concern is exacerbated by the rancor I’ve witnessed here this evening at the mere mention of a request for a progress report. I hope that my fears are not realized and that this isn’t a way to ground the ball and run out the clock. When I last addressed the Council, I was here with my father, and when the veterans were asked to stand, he could barely stand because he had just had chemotherapy.  His passion was to come here and talk to you.  He isn’t physically able to do that for himself, so I am his voice . . . Please don’t ground the ball.  Don’t let time run out.”

By late July, AB1453 has sailed through the Assembly and was going through the final phases of the legislative process. Senator Lou Correa’s Senate Veterans Affairs Committee had passed the bill on June 24th and sent it to Senate Appropriations Committee with the recommendation to approve it.  The only thing missing to make an Orange County Veterans Cemetery a reality was a decision by the Irvine City Council to make a portion of the Great Park available as its location.

Yet the developer-beholden Ad Hoc Committee had done nothing since its inception in March except delay, obstruct, and attempt to prevent the cemetery from being located in the Great Park

Here is what the only two real veterans’ advocates on the Committee (Bill Cook and Isabelle Krasney) had to say in a message from the Orange County Veterans Memorial Park group:

“We on the committee have reason to believe that our concerns as a group may be tied up in a mishmash of parliamentary procedures and legal manipulation by some members on the Ad Hoc Committee who have expressed no interest in seeing their charge through to completion. . . Unfortunately, [some] members of the Ad Hoc Committee seem to be doing their utmost to drag the process out until a target date of August 1 has come and passed. OCVMP Committee Chair Bill Cook had put a motion on the floor to present both viable site options to the Irvine City Council. Bill’s motion was ruled out of order as it was Ad Hoc Chairman Jeff Lalloway’s opinion that we had moved on to discussing the agenda items for the next Ad Hoc meeting. This undue action took the audience by surprise and resulted in a great deal of disappointment and distrust in the Ad Hoc Committee’s leadership (bear in mind that the Ad Hoc Committee Chairman is Irvine City Councilman Jeff Lalloway, the Vice-Chairman is Irvine City Mayor Steven Choi, and a third member is a representative from the Five Points Communities).  There has been too much work done and too much time spent to let the whole concept get hijacked by those who were predisposed to prevent a cemetery from being built at the outset.”

The message from the OCVMP led to the Council chamber being packed with veterans and their supporters.  Councilmember Agran then proposed a resolution designating a specific 125-acre parcel of the Great Park for future conveyance to the State of California for “purposes of establishing a Veterans Memorial Park and Cemetery”

When speaker after speaker after speaker, including Bill Cook, the only veteran on the Ad Hoc Committee, then spoke in favor of the resolution, the Council majority was forced to concede that they had been licked, that their strategy of using the Ad Hoc Committee as a means of delay and obstruction had failed.  They then voted in favor of the resolution.

What this experience teaches me is that Irvine’s veterans need a strong, permanent voice of their own in city government, not adulterated by developers or by politicians whose interests may well conflict with those of the veterans they supposedly serve.

It’s the right thing to do.

UCI Sets “Green” Example for City of Irvine

Congratulations to the Univerisity of California, Irvine, on its selection as the 2014 “Greenest School in the Nation,” according to the Sierra Club’s magazine. The Sierra Club is the nation’s largest and oldest environmental organization.

The decision was based on a survey of America’s four-year degree-granting undergraduate colleges conducted by four organizations: the Sierra Club, the Association for the Advancement of Sustainability in Higher Education (AASHE), the Sustainable Endowments Institute (SEI), and the Princeton Review.

UCI came in first out of the 173 colleges that completed the survey by scoring 813.51 out of a possible total of 1000 points.

According to the Sierra Club Magazine, “In 2008, UC Irvine vowed to improve its energy efficiency by 20 percent by 2020, then hit that target seven years early, making it the first U.S. school to achieve that goal. Then administrators doubled down by pledging an additional 20 percent energy reduction by 2020. Helping the matter: three on-site solar power projects and a 19-megawatt cogeneration plant with turbines powered by combustion and steam. The school’s water-recycling program saves more than 210 million gallons per year.”

This recent recognition by the Sierra Club comes just a few weeks after President Obama, at his UCI Commencement Address, lauded UC Irvine for “set[ing] up the first Earth System Science Department in America. A UC Irvine professor-student team won the Nobel Prize for discovering that CFCs destroy the ozone layer.  A UC Irvine glaciologist’s work led to one of last month’s report showing one of the world’s major ice sheets in irreversible retreat. Students and professors are in the field working to predict changing weather patterns, fire seasons, and water tables – working to understand how shifting seasons affect global ecosystems; to get zero-emission vehicles on the road faster; to help coastal communities adapt to rising seas. And when I challenge colleges to reduce their energy use to 20 percent by 2020, UC Irvine went ahead and did it last year.  Done.  So UC Irvine is ahead of the curve. All of you are ahead of the curve.”

To me, one of UCI’s most impressive “green” achievements is ZotWheels, an  innovative bike sharing system.  As UCI explains, ZotWheels is “the first automated self-service bike share program in California . . .  Almost a pound of tailpipe emissions will be saved for every mile a member rides a bike instead of driving.  Bike sharing allows faculty, students, and staff an alternative to driving when making short-distance trips during the work and school day, as well as addressing important issues such as health and environmental sustainability, the future of transportation, and promoting community building on campus. Bike sharing already exists in many European cities, such as Paris and Barcelona. Take our bikes for a short ride around the inner ring, to the park, to a meeting, or to class.  ZotWheels are meant to be shared; so rent one, ride it, return it and repeat any time you want to bring a little fun to your day!”

The City of Irvine has a lot to learn from UC Irvine’s accomplishments.

The City of Irvine ought to be a leader in creating sustainable communities that incorporate smart growth principles, public transit and active transportation access to work, parks, shopping and recreation. Our heritage as a master planned community and our long-standing commitment to well-planned smart growth ought to make Irvine a natural leader in promoting green building practices and smart growth principles.

Unfortunately, in recent years we have set our environmental goals too low.  Nor is the current council majority committed to smart, green growth, instead approving frantic growth and development at any cost.

The result of the current council’s rubber-stamping of developers’ proposals has been runaway development of housing tracts and apartments causing terrible traffic and overcrowded schools – posing a clear and present danger to our quality of life.

Irvine is positioned to become a leader in renewable energy use.  Last year, the Solar Decathlon was held for first time outside of Washington, D.C. – at the Great Park, in Irvine. Despite a lukewarm, anti-environmentally conscious majority on the city council, the event was successful.  The 2015 Solar Decathlon will be held once again here in Irvine. And a team from Orange County, led by UC Irvine, will be in the competition.  This time, with an enthusiastic and committed city council and thoughtful promotion and planning, the event could have much more wide-ranging and economically beneficial impact for the city.  But before that can happen – and before Irvine can claim the title of the nation’s energy innovation capitol – we must elect a city council committed to making solar and renewable energy a far more significant energy source for Irvine’s city buildings, homes and businesses.

So congratulations UC Irvine!  You’ve shown us the direction that the City of Irvine should be taking.

Call for Action: Support Our Veterans at the July 22 Irvine City Council Meeting and Urge the Irvine City Council to Designate a Portion of the Great Park for the Orange County Veterans Cemetery

If you agree that our Orange County veterans deserve a final resting place close to their families and loved ones, and that a portion of the Great Park in Irvine, which was once Marine Corps Air Station El Toro, would be an altogether fitting and proper location for this Orange County Veterans Cemetery, as well as a lasting memorial to the Great Park’s military heritage, please attend the Irvine City Council meeting on Tuesday, July 22, beginning at 5:00 PM, make your voices heard!

This may be our last, best chance to create a veterans cemetery in a portion of the Great Park that was formerly the Marine Corps Air Station El Toro.

Orange County has a long and proud military tradition. More than two million veterans live in California – more than in any other state. This military tradition continues into the present, as nearly 7,000 veterans of the Iraq and Afghanistan wars live in Orange County.

Yet Orange County veterans do not have their own official military cemetery and those in Orange County who want to visit a veteran’s grave in a national cemetery must travel to Riverside, San Diego or Los Angeles counties. We are the state’s largest county with no dedicated burial ground for its combat veterans and other servicemen and women.

Last January, California Assembly Member Sharon Quirk-Silver introduced a bill (AB 1453) to right this wrong and create a state-owned and state-operated veterans’ cemetery in Orange County.

For several years, a group of Orange County veterans has urged that a veterans cemetery be located in the Great Park, on land which from 1942 to 1999 served as Marine Corps Air Station El Toro, and where an estimated 2 million men and women served this nation in peace and war.

When Assembly Member Quirk-Silva’s Orange County veterans cemetery bill was introduced, the Great Park in Irvine seemed to them – and to many others –  to be the perfect and most appropriate location.

The question was, would the City of Irvine – which owns and controls this land – make it available for a veterans cemetery?  This is still the question now.

When the matter of the location of the veterans cemetery first come before the Irvine City Council in March, I wrote that “as the daughter of an Orange County Korean War combat veteran, I strongly support this bill [to create an Orange County veterans cemetery]. It is time that Orange County offered its veterans – who have sacrificed so much for us – a final resting place close to their families and loved ones.”

I also wrote that “as an Irvine resident, I believe that a portion of the Great Park in Irvine, which was once the El Toro Marine Corps Air Station, would be an altogether fitting and proper location for this Orange County Veterans Cemetery, as well as a lasting memorial to the Great Park’s military heritage.”

In addition, I personally addressed the Irvine City Council and urged them to support AB 1453. I was also tremendously proud that my father joined with many other Orange County veterans and spoke to the Irvine City Council, urging them to support a veterans cemetery in a portion of the Great Park.

The Irvine City Council then narrowly voted 3-2 to support AB 1453 and call for the establishment of the Southern California Veterans Cemetery in Orange County, to express the City’s strong interest in providing at least 100 acres of land at the Orange County Great Park (formerly MCAS El Toro), and to form an ad hoc committee to see if a suitable location is feasible in and around the Great Park.

However, instead of creating a committee composed of council members and a few interested parties, at Council Member Jeff Lalloway’s insistence the committee was composed of numerous politicians, including Irvine Mayor Choi, who had opposed establishing a veterans cemetery at the Great Park because it might make it more difficult for a developer, FivePoint Communities, to sell homes in the area.  Council Member Larry Agran, who had proposed that Irvine make at least 100 acres of the Great Park available for an Orange County veterans cemetery, was left off the committee.

By April, it appeared that the committee created by the Irvine City Council was not actually interested in finding a location for a veterans cemetery in the Great Park. The veterans of the Orange County Veterans Memorial Park group, along with many leaders of Orange County veterans’ groups, issued a “Call to Action” to attend the Irvine City Council meeting.

I again addressed the Irvine City Council, again urging them to provide Orange County veterans with a final resting place close to their families and loved ones, and to designate a portion of the Great Park in Irvine, which was once the El Toro Marine Corps Air Station, as an altogether fitting and proper location for this Orange County Veterans Cemetery, as well as a lasting memorial to the Great Park’s military heritage.

In May, on learning that ad hoc committee set up by the Irvine City Council to establish an Orange County Veterans Cemetery had not even had its first meeting because some politicians who were added as committee members could not find the time in their schedules, I wrote that the Irvine City Council should fulfill its promise to create an Orange County veterans cemetery without any further delay.

I noted that there is now profound concern in the veteran community that the unnecessarily large committee formed by the Irvine City Council, based on Council Member Jeffrey Lalloway’s insistence on including numerous politicians, is a sham, set only up for show and delay, not to take action.

Speaking again to the City Council, I said that “the addition of so many players seemed to me a way to hamstring the committee, to actually prevent it from reaching its stated goal, which was to find a suitable location for a veterans cemetery in Irvine. This concern is exacerbated by the rancor I’ve witnessed here this evening at the mere mention of a request for a progress report. I hope that my fears are not realized and that this isn’t a way to ground the ball and run out the clock. When I last addressed the Council, I was here with my father, and when the veterans were asked to stand, he could barely stand because he had just had chemotherapy. His passion was to come here and talk to you. He isn’t physically able to do that for himself, so I am his voice . . . Please don’t ground the ball. Don’t let time run out.”

My comments, as well as the comments and questions raised by numerous veterans, about the seriousness of Irvine’s commitment to an Orange County veterans cemetery, were met with stone cold silence from the Irvine City Council.

We have now arrived at another crossroads.

AB1453 has sailed through the Assembly and is now going through the final phases of the legislative process. Senator Lou Correa’s Senate Veterans Affairs Committee passed the bill on June 24th and sent it to Senate Appropriations Committee with the recommendation to approve it. To date, there have been zero “no” votes on this bill.

Now, the only thing missing to make an Orange County veterans cemetery a reality is a decision by the Irvine City Council to make a portion of the Great Park  – the former Marine Corps Air Station El Toro  – available as its location.

This Tuesday, July 22, Irvine City Council Member Larry Agran intends to propose a resolution designating a specific 125-acre parcel at the Great Park the Orange County veterans cemetery.  He has also prepared a Memorandum in support of this proposal and map of the proposed veterans cemetery site within the Great Park.

Once this resolution is adopted by the Irvine City Council, AB 1453 will likely pass through the Senate Appropriations Committee on August 4th with an appropriation of funds. Then, it’s on to the Governor’s desk for signature. The Orange County Veterans Cemetery — appropriately located in a portion of the former Marine Corps Air Station El Toro — would be a done deal.

But we have serious concerns that the same group of developer-beholden politicians who have thus far delayed and stymied the process will prevent the Great Park location from being selected — unless large numbers people show up on July 22 and tell the Irvine City Council that they must support the resolution to designating the 125-acre site in the Great Park as the Orange County veterans cemetery.

“We need your help! Next Tuesday  – July 22  – the next Irvine City Council meeting will be held. The OCVMP committee is asking for all veterans and all of our supporters to attend this most important meeting as the issue of the Veterans Cemetery at the Marine Corps Air Station, El Toro promises to be the hot topic.

We on the committee have reason to believe that our concerns as a group may be tied up in a mishmash of parliamentary procedures and legal manipulation by some members on the Ad Hoc Committee who have expressed no interest in seeing their charge through to completion. . . Unfortunately, [some] members of the Ad Hoc Committee seem to be doing their utmost to drag the process out until a target date of August 1 has come and passed. OCVMP Committee Chair Bill Cook had put a motion on the floor to present both viable site options to the Irvine City Council. Bill’s motion was ruled out of order as it was Ad Hoc Chairman Jeff Lalloway’s opinion that we had moved on to discussing the agenda items for the next Ad Hoc meeting. This undue action took the audience by surprise and resulted in a great deal of disappointment and distrust in the Ad Hoc Committee’s leadership (bear in mind that the Ad Hoc Committee Chairman is Irvine City Councilman Jeff Lalloway, the Vice-Chairman is Irvine City Mayor Steven Choi, and a third member is a representative from the Five Points Communities). It is our hope and our goal that we can expedite the process and get the issue to the next level in the approval and funding process. Please join us in this worthwhile endeavor. There has been too much work done and too much time spent to let the whole concept get hijacked by those who were predisposed to prevent a cemetery from being built at the outset. We are YOUR veterans, and we need your support.”

This is not  – and should not be  – a partisan issue. I agree completely with blogger Jeff Gallagher that “the only ones who don’t think placing a veterans cemetery at the Great Park is appropriate are those who desperately want the income that would be lost by establishing one [and the politicians who are doing their bidding].”

“We think MCAS El Toro is the most appropriate location to honor our veterans. . . .Surely, the time has come to bring this dream to fruition. Every veterans organization from the Orange County Veterans Advisory Council to The American Legion, to the Veterans of Foreign Wars are actively involved with this project. More than 200 veterans and interested persons showed up to hear Assemblywoman Quirk-Silva’s update on AB1453 and efforts to put this plan together. Importantly, Quirk-Silva said AB1453 is just the beginning. Once the legislative authority has been granted, money still needs to be raised. Hope lies in the Feds who, although they won’t establish a cemetery here, will provide grant money to allow the state to establish and run one. Speaking as a veteran, I don’t really care one way or the other where the money comes from. The important thing is to honor our veterans by giving them a final resting place near their home. By rights, that resting place should be on, what The American Legion 29th District Commander, Bill Cook, called “Sacred Ground.”

The Irvine City Council needs to know that Orange County veterans and their families and supporters are not going to fade away.

Marine Corps veteran Nick Berardino, General Manager of the Orange County Employees’ Association, has has announced that the OCEA will be there with their hot dog cart from about 3:30 PM until the meeting starts around 5:00 PM. The OCEA is providing free hot dogs and condiments to all attendees as long as the hot dogs last.

• The Irvine City Council meeting starts at 4:00 pm with a closed session;  open session will start at 5:00 pm.  We expect the cemetery vote around 6:00 pm.

How to Inspire Millions More Americans to Ride Bicycles

[Traffic congestion is increasing in Irvine. You can see big changes happening across America as communities from Fairbanks to St. Petersburg transform their streets into appealing places for people, not just cars and trucks.

“Over the past five years we’re seeing an infrastructure revolution, a rethinking of our streets to accommodate more users — busways, public plazas, space for pedestrians and, of course, bike lanes,” says David Vega-Barachowitz of the National Association of City Transportation Officials. “More protected bike lanes is one of the most important parts of this.”

Protected bike lanes separate people on bikes from rushing traffic with concrete curbs, plastic bollards or other means — and sometimes offer additional safety measures such as special bike traffic lights and painted crossing lanes at intersections. Protected bike lanes help riders feel less exposed to danger, and are also appreciated by drivers and pedestrians, who know where to expect bicycles. Streets work better when everyone has a clearly defined space.

The continuing evolution of bicycling

Protected bike lanes are standard practice in the Netherlands, where 27 percent of all trips throughout the country are made on bicycles. That’s because more women, kids and seniors along with out-of-shape, inexperienced riders feel comfortable biking on the streets. Dutch bike ridership has doubled since the 1980s, when protected bike lanes began to be built in large numbers.

Chicago

American communities, by contrast, paint bike lanes on the street, often squeezed between parked cars and busy traffic. With just a white line dividing bicyclists from vehicles, it’s no surprise that only a small percentage of Americans currently bike for transportation.

“Conventional bike lanes have not worked well to get new people on bikes — they serve mostly those already biking,” says Martha Roskowski, vice president of local innovation for PeopleForBikes. “It’s time to evolve the bike lane.”

Nearly two-thirds of Americans would bicycle more if they felt safer on the streets, reports the Federal Highway Administration. Protected bike lanes, along with public bike share systems, are two of the best ways to get more people out on bikes, according to a growing chorus of transportation leaders.

Protected lanes have recently popped up in more than 30 communities across the U.S. from Munhall, Pennsylvania, to Temple City, California, with many additional projects set to open later this year.

Bicycling Goes Mainstream

Montreal is North America’s pioneer in protected lanes. Inspired by Dutch, Danish and German examples, the city established a network of protected lanes that now covers more than 30 miles. The idea began to stir Americans’ imaginations in 2007 when New York mayor Michael Bloomberg and transportation commissioner Janette Sadik-Khan launched plans to tame the city’s mean streets. New York has since built 43 miles of protected lanes, with measurable results in safer streets and rising bike ridership.

New York’s first protected lanes provoked fierce opposition from a few people, but Paul White of the local bike and pedestrian advocacy group Transportation Alternative says the public debate has now shifted to “Where’s mine? How come that neighborhood has safe streets and we don’t — don’t my kids matter as much as theirs?”

Washington, D.C.

Chicago aims to catch up with New York, and has recently opened 23 miles of protected lanes. San Francisco has built 12 miles so far. “Wherever we can, we try to put in protected bike lanes,” stresses Seleta Reynolds, former Section Leader of the San Francisco Municipal Transportation Agency who oversaw the installation of many of San Francisco’s protected bike lanes. Reynolds was recently tapped by Los Angeles Mayor Eric Garcetti to head the City’s Department of Transportation.

Other leaders in the field are Austin with 9 miles and Washington, DC with 7 miles, including a highly visible route down Pennsylvania Avenue leading to the U.S. Capitol, which has tripled the number of people riding bikes on the street. More protected bike lanes are planned or under construction in all of these cities.

This year more than 100 cities submitted proposals to PeopleForBikes to be part of the Green Lane Project, a competitive fellowship which offers cities financial, strategic and technical assistance valued at $250,000 per city to build or expand protected bike networks during a two-year period. Atlanta, Boston, Denver, Indianapolis, Pittsburgh and Seattle were selected in March to be the second round of Green Lane Project cities.

Just-released research on protected bike lanes in five of the first-round Green Lane Project cities (Chicago, San Francisco, Austin, Washington D.C. and Portland) shows why so many communities are eager to follow their lead. The federal Department of Transportation-funded study found an increase of ridership from 21 to 142 percent on streets featuring protected lanes in the first year, with an average increase of 75 percent. Meanwhile evaluation of protected bike lanes by the city of New York found that traffic injuries declined for all road users (not just bicyclists) by an average of forty percent.

Beyond the white stripe

What about the conventional bike lanes painted on the pavement — that simple white stripe we’ve grown used to? “They are the camel’s nose in the tent for growing bike use,” because they legitimize bicycling as transportation in the eyes of prospective riders and remind motorists to share the road, says Randy Neufeld, director of the SRAM Cycling Fund.

San Francisco

“Conventional bike lanes can work very well on a two-lane street with light traffic and slow speeds,” notes Roskowski. “But they are not enough for busy streets and fast traffic, which need an extra degree of separation between bicycles and motor vehicles.”

That’s the logic embraced by Dutch traffic engineers, which has doubled the number of bicyclists in the Netherlands. According to the Dutch Design Manual for Bicycle Traffic, physical separation of bicyclists from motor vehicles is recommended for any urban street with more than two lanes or where the speed limit exceeds 50 km per hour (31 mph).

One problem with conventional bike lanes is that they raise expectations beyond what they can deliver. “Cities all over the country painted stripes on busy streets, and when these lanes attract only a modest increase in bicyclists, city officials conclude there is only limited interest in bicycling,” notes PeopleForBikes president Tim Blumenthal. “A lot of people just won’t venture out on busy roads without a greater level of protection from traffic. That’s where protected bike lanes come in.”

Protected bike lanes benefit everyone, not just people riding bikes

“We are at a turning point in how we think about bikes,” notes Martha Roskowksi. “This change is being driven by cities preparing for the future. Mayors, elected officials, business leaders and citizens want their cities to be resilient, sustainable and attractive, and they realize bikes and protected bike lanes can help achieve that. These new bike lanes make the streets safer for everyone and improve city life for people who will never even get on a bike.”

Here are some of the benefits of protected bike lanes enjoyed by the entire community:

Attract and Keep a Talented Workforce: Richard Florida, originator of the Creative Class strategy for urban prosperity, contends that safe, convenient bike lanes are important to communities that want to attract entrepreneurs and sought-after workers in creative fields — not just young hipsters, but those with kids too. “Traffic-free bike paths become especially important to them,” Florida said about young families in the New York Daily News.

Expand Economic Opportunities: Chicago mayor Rahm Emanuel promised to build 100 miles of protected bike lanes in his first term as part of a strategy to attract high-tech firms to the city. In Austin, Texas, Cirrus Logic, a computer company, moved from the suburbs to downtown two years ago because the area’s bike trails and plans for protected lanes made the firm “more attractive as an employer,” explains PR director Bill Schnell. “We can’t just pluck anybody for our jobs. The people we want are mostly younger, and biking is part of the equation for them.”

Boost Local Businesses: A study of protected bike lanes on 9th Avenue in New York City showed a 49 percent increase in retail sales at businesses on the street. Another study in San Francisco found 65 percent of merchants on Valencia Street reporting that protected bike lanes were good for business. A study done in Portland shows that customers arriving on bike buy 24 percent more at local businesses than those who drive.

Make the Streets Safer for Everyone: Not only are fewer bicyclists involved in accidents on streets with protected lanes, but pedestrians and motorists are safer too. A study of Columbus Avenue in New York City after protected bike lanes were added found a 34 percent decline in overall crashes.

Save Municipalities Money: Building protected bike lanes to move more people is “dirt cheap to build compared to road projects,” says Gabe Klein, former transportation commissioner in Chicago and Washington, D.C. Cities of all sizes find that protected lanes can serve more people using existing infrastructure without the economic and environmental costs of widening streets.

Reduce Tension Between Bicyclists and Motorists: “If you actually give bicyclists a designated place in the road, they behave in a way that’s more conducive for everyone getting along,” explains Jim Merrell, campaign manager for the Chicago’s Active Transportation Alliance. He points to recent findings that bicyclists stop for red lights 161 percent more often at special bike signals on the city’s new Dearborn Avenue protected lanes. And a study of protected lanes on Chicago’s Kinzie Street shows that half of cyclists report improved motorist behavior on the street.

Ease Traffic Congestion: Chad Crager, interim Bicycling Program Manager in Austin, calculated that the city’s ambitious network of protected lanes will create significantly more street capacity downtown if only 15 percent of commuters living within three miles of downtown switch from cars to bikes and just seven percent of those living three-to-nine miles.

Decrease Pollution & Curb Climate Change: A person traveling four miles to work and four miles back on a bike every day instead of a car means 2000 pounds less carbon (which translates to a five percent reduction downsizing the average Americans’ carbon footprint) and reductions in other pollutants fouling our air, according the Worldwatch Institute.

President Obama’s UCI Speech on Climate Change Highlights Irvine’s Role as a Leader in Energy Innovation

When President Obama spoke to our 2014 UC Irvine graduates last week, he chose to focus what he called “one of the most significant long-term challenges that our country and our planet faces:  the growing threat of a rapidly changing climate.”

It is worth repeating his words here, and worth committing ourselves to use more clean energy and waste less energy overall. It is also especially significant that President Obama chose to address our energy future at a graduation for UC Irvine — the home campus of the 2015 Solar Decathlon, the international competition — to be held at the Great Park in Irvine — that challenges collegiate teams to design, build, and operate solar-powered houses that are cost-effective, energy-efficient, and attractive.

The president’s speech highlighted the fact that our City of Irvine is poised to become an international leader in the science, engineering, and entrepreneurship of energy innovation and new, clean sources of power.

THE PRESIDENT:  Thank you.  (Applause.)  Hello, Anteaters!  (Applause.)  That is something I never thought I’d say.  (Laughter.)  Please, please take a seat.

To President Napolitano — which is a nice step up from Secretary; to Fred Ruiz, Vice Chair of the University of California Regents; Chancellor Drake; Representatives Loretta Sanchez and Alan Lowenthal; to the trustees and faculty — thank you for this honor.  And congratulations to the Class of 2014!  (Applause.)

Now, let me begin my saying all of you had the inside track in getting me here — because my personal assistant, Ferial, is a proud Anteater.  (Applause.)  Until today, I did not understand why she greets me every morning by shouting “Zot, Zot, Zot!”  (Laughter.)  It’s been a little weird.  But she explained it to me on the way here this morning, because she’s very proud to see her brother, Sina, graduate today as well.  (Applause.)  So, graduates, obviously we’re proud of you, but let’s give it up for your proud family and friends and professors, because this is their day, too.  (Applause.)

And even though he’s on the road this weekend, I also want to thank Angels centerfielder Mike Trout for letting me cover his turf for a while.  (Applause.)  He actually signed a bat for me, which is part of my retirement plan.  (Laughter.)  I will be keeping that.  And this is a very cool place to hold a commencement.  I know that UC Irvine’s baseball team opens College World Series play in Omaha right about now — (applause) — so let’s get this speech underway.  If the hot dog guy comes by, get me one.  (Laughter.)

Now, in additional to Ferial, graduates, I’m here for a simple reason:  You asked.  For those who don’t know, the UC Irvine community sent 10,000 postcards to the White House asking me to come speak today.  (Applause.)  Some tried to guilt me into coming.  I got one that said, “I went to your first inauguration, can you please come to my graduation?”  (Applause.)  Some tried bribery:  “I’ll support the Chicago Bulls.”  Another said today would be your birthday — so happy birthday, whoever you are.

My personal favorite — somebody wrote and said, “We are super underrated!”  (Laughter.)  I’m sure she was talking about this school.  But keep in mind, you’re not only the number-one university in America younger than 50 years old, you also hold the Guinness World Record for biggest water pistol fight.  (Applause.)  You’re pretty excited about that.  (Laughter.)

“We are super underrated.” This young lady could have just as well been talking, though, about this generation. I think this generation of young people is super underrated.

In your young lives, you’ve seen dizzying change, from terror attacks to economic turmoil; from Twitter to Tumblr.  Some of your families have known tough times during the course of the worst economic crisis since the Great Depression. You’re graduating into a still-healing job market, and some of you are carrying student loan debt that you’re concerned about. And yet, your generation — the most educated, the most diverse, the most tolerant, the most politically independent and the most digitally fluent in our history — is also on record as being the most optimistic about our future.

And I’m here to tell you that you are right to be optimistic.  (Applause.)  You are right to be optimistic.  Consider this:  Since the time most of you graduated from high school, fewer Americans are at war.  More have health insurance.  More are graduating from college.  Our businesses have added more than 9 million new jobs.  The number of states where you’re free to marry who you love has more than doubled.  (Applause.) And that’s just some of the progress that you’ve seen while you’ve been studying here at UC Irvine.

But we do face real challenges: Rebuilding the middle class and reversing inequality’s rise. Reining in college costs. Protecting voting rights. Welcoming the immigrants and young dreamers who keep this country vibrant. Stemming the tide of violence that guns inflict on our schools. We’ve got some big challenges. And if you’re fed a steady diet of cynicism that says nobody is trustworthy and nothing works, and there’s no way we can actually address these problems, then the temptation is too just go it alone, to look after yourself and not participate in the larger project of achieving our best vision of America.

I’m going to talk about one of the most significant long-term challenges that our country and our planet faces:  the growing threat of a rapidly changing climate.

Now, this isn’t a policy speech.  I understand it’s a commencement, and I already delivered a long climate address last summer.  I remember because it was 95 degrees and my staff had me do it outside, and I was pouring with sweat — as a visual aid.  (Laughter.)  And since this is a very educated group, you already know the science. Burning fossil fuels release carbon dioxide. Carbon dioxide traps heat. Levels of carbon dioxide in our atmosphere are higher than they’ve been in 800,000 years.

We know the trends. The 18 warmest years on record have all happened since you graduates were born.  We know what we see with our own eyes.  Out West, firefighters brave longer, harsher wildfire seasons; states have to budget for that. Mountain towns worry about what smaller snowpacks mean for tourism. Farmers and families at the bottom worry about what it will mean for their water.  In cities like Norfolk and Miami, streets now flood frequently at high tide. Shrinking icecaps have National Geographic making the biggest change in its atlas since the Soviet Union broke apart.

So the question is not whether we need to act. The overwhelming judgment of science, accumulated and measured and reviewed over decades, has put that question to rest. The question is whether we have the will to act before it’s too late.  For if we fail to protect the world we leave not just to my children, but to your children and your children’s children, we will fail one of our primary reasons for being on this world in the first place. And that is to leave the world a little bit better for the next generation.

Now, the good news is you already know all this.  UC Irvine set up the first Earth System Science Department in America.  (Applause.) A UC Irvine professor-student team won the Nobel Prize for discovering that CFCs destroy the ozone layer.  (Applause.) A UC Irvine glaciologist’s work led to one of last month’s report showing one of the world’s major ice sheets in irreversible retreat. Students and professors are in the field working to predict changing weather patterns, fire seasons, and water tables — working to understand how shifting seasons affect global ecosystems; to get zero-emission vehicles on the road faster; to help coastal communities adapt to rising seas. And when I challenge colleges to reduce their energy use to 20 percent by 2020, UC Irvine went ahead and did it last year. Done. (Applause.) So UC Irvine is ahead of the curve. All of you are ahead of the curve.

Your generation reminds me of something President Wilson once said. He said, “Sometimes people call me an idealist.  Well, that is the way I know I am an American.” That’s who we are.

And if you need a reason to be optimistic about our future, then look around this stadium. Because today, in America, the largest single age group is 22 years ago. And you are going to do great things. And I want you to know that I’ve got your back — because one of the reasons I ran for this office was because I believed our dangerous addiction to foreign oil left our economy at risk and our planet in peril. So when I took office, we set out to use more clean energy and less dirty energy, and waste less energy overall.

And since then, we’ve doubled the distance our cars will go on a gallon of gas by the middle of the next decade.  We’ve tripled the electricity we harness from the wind, generating enough last year to power every home in California. We’ve multiplied the electricity we generate from the sun 10 times over. And this state, California, is so far ahead of the rest of the country in solar, that earlier this year solar power met 18 percent of your total power demand one day. (Applause.)

The bottom line is, America produces more renewable energy than ever, more natural gas than anyone. And for the first time in nearly two decades, we produce more oil here at home than we buy from other countries. And these advances have created jobs and grown our economy, and helped cut our carbon pollution to levels not seen in about 20 years. Since 2006, no country on Earth has reduced its total carbon pollution by as much as the United States of America. (Applause.)

So that’s all reason for optimism. Here’s the challenge: We’ve got to do more. What we’re doing is not enough. And that’s why, a couple weeks ago, America proposed new standards to limit the amount of harmful carbon pollution that power plants can dump into the air. And we also have to realize, as hundreds of scientists declared last month, that climate change is no longer a distant threat, but “has moved firmly into the present.”  That’s a quote. In some parts of the country, weather-related disasters like droughts, and fires, and storms, and floods are going to get harsher and they’re going to get costlier. And that’s why, today, I’m announcing a new $1 billion competitive fund to help communities prepare for the impacts of climate change and build more resilient infrastructure across the country. (Applause.)

So it’s a big problem. But progress, no matter how big the problem, is possible. That’s important to remember. Because no matter what you do in life, you’re going to run up against big problems — in your own personal life and in your communities and in your country. There’s going to be a stubborn status quo, and there are going to be people determined to stymie your efforts to bring about change. There are going to be people who say you can’t do something. There are going to be people who say you shouldn’t bother. I’ve got some experience in this myself. (Laughter.)

Now, part of what’s unique about climate change, though, is the nature of some of the opposition to action. It’s pretty rare that you’ll encounter somebody who says the problem you’re trying to solve simply doesn’t exist. When President Kennedy set us on a course for the moon, there were a number of people who made a serious case that it wouldn’t be worth it; it was going to be too expensive, it was going to be too hard, it would take too long.  But nobody ignored the science.  I don’t remember anybody saying that the moon wasn’t there or that it was made of cheese.  (Laughter.)

And today’s Congress, though, is full of folks who stubbornly and automatically reject the scientific evidence about climate change. They will tell you it is a hoax, or a fad. One member of Congress actually says the world is cooling. There was one member of Congress who mentioned a theory involving “dinosaur flatulence” — which I won’t get into. (Laughter.)

Now, their view may be wrong — and a fairly serious threat to everybody’s future — but at least they have the brass to say what they actually think.  There are some who also duck the question. They say — when they’re asked about climate change, they say, “Hey, look, I’m not a scientist.”  And I’ll translate that for you. What that really means is, “I know that manmade climate change really is happening, but if I admit it, I’ll be run out of town by a radical fringe that thinks climate science is a liberal plot, so I’m not going to admit it.” (Applause.)

Now, I’m not a scientist either, but we’ve got some really good ones at NASA. I do know that the overwhelming majority of scientists who work on climate change, including some who once disputed the data, have put that debate to rest. The writer, Thomas Friedman, recently put it to me this way. He were talking, and he says, “Your kid is sick, you consult 100 doctors; 97 of them tell you to do this, three tell [you] to do that, and you want to go with the three?”

The fact is, this should not be a partisan issue. After all, it was Republicans who used to lead the way on new ideas to protect our environment. It was Teddy Roosevelt who first pushed for our magnificent national parks. It was Richard Nixon who signed the Clean Air Act and opened the EPA. George H.W. Bush — a wonderful man who at 90 just jumped out of a plane in a parachute — (laughter) — said that “human activities are changing the atmosphere in unexpected and unprecedented ways.”  John McCain and other Republicans publicly supported free market-based cap-and-trade bills to slow carbon pollution just a few years ago — before the Tea Party decided it was a massive threat to freedom and liberty.

These days, unfortunately, nothing is happening. Even minor energy efficiency bills are killed on the Senate floor. And the reason is because people are thinking about politics instead of thinking about what’s good for the next generation. What’s the point of public office if you’re not going to use your power to help solve problems? (Applause.)

And part of the challenge is that the media doesn’t spend a lot of time covering climate change and letting average Americans know how it could impact our future. Now, the broadcast networks’ nightly newscasts spend just a few minutes a month covering climate issues.  On cable, the debate is usually between political pundits, not scientists. When we introduced those new anti-pollution standards a couple weeks ago, the instant reaction from the Washington’s political press wasn’t about what it would mean for our planet; it was what would it mean for an election six months from now. And that kind of misses the point.  Of course, they’re not scientists, either.

And I want to tell you all this not to discourage you. I’m telling you all this because I want to light a fire under you. As the generation getting shortchanged by inaction on this issue, I want all of you to understand you cannot accept that this is the way it has to be.

The climate change deniers suggest there’s still a debate over the science. There is not. The talking heads on cable news suggest public opinion is hopelessly deadlocked. It is not. Seven in ten Americans say global warming is a serious problem.  Seven in ten say the federal government should limit pollution from our power plants. And of all the issues in a recent poll asking Americans where we think we can make a difference, protecting the environment came out on top. (Applause.)

So we’ve got public opinion potentially on our side. We can do this. We can make a difference. You can make a difference. And the sooner you do, the better — not just for our climate, but for our economy.  There’s a reason that more than 700 businesses like Apple and Microsoft, and GM and Nike, Intel, Starbucks have declared that “tackling climate change is one of America’s greatest economic opportunities in the 21st century.” The country that seizes this opportunity first will lead the way. A low-carbon, clean energy economy can be an engine for growth and jobs for decades to come, and I want America to build that engine. Because if we do, others will follow. I want those jobs; I want those opportunities; I want those businesses right here in the United States of America. (Applause.)

Developing countries are using more and more energy, and tens of millions of people are entering the global middle class, and they want to buy cars and refrigerators.  So if we don’t deal with this problem soon, we’re going to be overwhelmed. These nations have some of the fastest-rising levels of carbon pollution. They’re going to have to take action to meet this challenge.  They’re more vulnerable to the effects of climate change than we are.  They’ve got even more to lose. But they’re waiting to see what does America do. That’s what the world does. It waits to watch us act.  And when we do, they move. And I’m convinced that on this issue, when America proves what’s possible, then they’re going to join us.

And America cannot meet this threat alone. Of course, the world cannot meet it without America. This is a fight that America must lead. So I’m going to keep doing my part for as long as I hold this office and as long as I’m a citizen once out of office.  But we’re going to need you, the next generation, to finish the job.

We need scientists to design new fuels. We need farmers to help grow them. We need engineers to invent new technologies.  We need entrepreneurs to sell those technologies. (Applause.) We need workers to operate assembly lines that hum with high-tech, zero-carbon components. We need builders to hammer into place the foundations for a clean energy age.  We need diplomats and businessmen and women, and Peace Corps volunteers to help developing nations skip past the dirty phase of development and transition to sustainable sources of energy.

In other words, we need you. (Applause.) We need you. And if you believe, like I do, that something has to be done on this, then you’re going to have to speak out. You’re going to have to learn more about these issues. Even if you’re not like Jessica and an expert, you’re going to have to work on this. You’re going to have to push those of us in power to do what this American moment demands. You’ve got to educate your classmates, and colleagues, and family members and fellow citizens, and tell them what’s at stake. You’ve got to push back against the misinformation, and speak out for facts, and organize others around your vision for the future.

You need to invest in what helps, and divest from what harms. And you’ve got to remind everyone who represents you, at every level of government, that doing something about climate change is a prerequisite for your vote.

It’s no accident that when President Kennedy needed to convince the nation that sending Americans into space was a worthy goal, he went to a university. That’s where he started. Because a challenge as big as that, as costly as that, as difficult as that, requires a spirit of youth.  It requires a spirit of adventure; a willingness to take risks. It requires optimism. It requires hope.  That day, a man told us we’d go to the moon within a decade. And despite all the naysayers, somehow we knew as a nation that we’d build a spaceship and we’d meet that goal.

That’s because we’re Americans — and that’s what we do. Even when our political system is consumed by small things, we are a people called to do big things. And progress on climate change is a big thing.  Progress won’t always be flashy; it will be measured in disasters averted, and lives saved, and a planet preserved — and days just like this one, 20 years from now, and 50 years from now, and 100 years from now. But can you imagine a more worthy goal — a more worthy legacy — than protecting the world we leave to our children?

So I ask your generation to help leave us that legacy. I ask you to believe in yourselves and in one another, and above all, when life gets you down or somebody tells you you can’t do something, to believe in something better.

There are people here who know what it means to dream. When Mohamad Abedi was a boy, the suffering he saw in refugee camps in Lebanon didn’t drive him into despair — it inspired him to become a doctor. And when he came to America, he discovered a passion for engineering. So here, at UC Irvine, he became a biomedical engineer to study the human brain.  (Applause.)  And Mohamad said, “Had I never come to the United States, I would have never had the ability to do the work that I’m doing.” He’s now going to CalTech to keep doing that work.

Cinthia Flores is the daughter of a single mom who worked as a seamstress and a housekeeper.  (Applause.) The first in her family to graduate from high school. The first in her family to graduate from college. And in college, she says, “I learned about myself that I was good at advocating for others, and that I was argumentative — so maybe I should go to law school.”  And, today, Cinthia is now the first in her family to graduate from law school. And she plans to advocate for the rights of workers like her mom. (Applause.) She says, “I have the great privilege and opportunity to answer the call of my community.” “The bottom line,” she says, “is being of service.”

On 9/11, Aaron Anderson was a sophomore in college. Several months later, he was in training for Army Special Forces.  He fought in Afghanistan, and on February 28th, 2006, he was nearly killed by an IED. He endured dozens of surgeries to save his legs, months of recovery at Walter Reed. When he couldn’t physically return to active duty, he devoted his time to his brothers in arms, starting two businesses with fellow veterans, and a foundation to help fellow wounded Green Beret soldiers. And then he went back to school. And last December, he graduated summa cum laude from UC Irvine. And Aaron is here today, along with four soon-to-be commissioned ROTC cadets, and 65 other graduating veterans.  And I would ask them to stand and be recognized for their service. (Applause.)

The point is, you know how to dream. And you know how to work for your dreams. And, yes, sometimes you may be “super underrated.” But usually it’s the underrated, the underdogs, the dreamers, the idealists, the fighters, the argumentative — those are the folks who do the biggest things.

And this generation — this 9/11 generation of soldiers; this new generation of scientists and advocates and entrepreneurs and altruists — you’re the antidote to cynicism. It doesn’t mean you’re not going to get down sometimes. You will. You’ll know disillusionment. You’ll experience doubt. People will disappoint you by their actions. But that can’t discourage you.

Cynicism has never won a war, or cured a disease, or started a business, or fed a young mind, or sent men into space. Cynicism is a choice. Hope is a better choice. (Applause.)

Hope is what gave young soldiers the courage to storm a beach and liberate people they never met.

Hope is what gave young students the strength to sit in and stand up and march for women’s rights, and civil rights, and voting rights, and gay rights, and immigration rights.

Hope is the belief, against all evidence to the contrary, that there are better days ahead, and that together we can build up a middle class, and reshape our immigration system, and shield our children from gun violence, and shelter future generations from the ravages of climate change.

Hope is the fact that, today, the single largest age group in America is 22 years old who are all just itching to reshape this country and reshape the world. And I cannot wait to see what you do tomorrow.

Thank you to the Ebell Club of Irvine for donating and installing botanical signs along the Jeffrey Open Space Trail!

Working in concert with the city of Irvine, the Ebell Club of Irvine recently installed nine additional botanical signs along the Jeffrey Open Space Trail – a landscaped, grassy area that currently runs along Jeffrey Road from Trabuco to Irvine Boulevard.

Ebell Club of Irvine members Anne Schorr, Joann Coover, and Barbara Reynolds with botanical signs and the installers at the Jeffrey Open Space Trail.

Along the paved trail are periodic wide spots with plaques that chronicle the history of the Irvine Ranch. Plants native to the Irvine region have been planted throughout the park.

Shortly after the trail opened, the Ebell Club of Irvine began working with the city of Irvine to install botanical signs along the pathways.

To date, 33 signs have been installed in the park area between Trabuco Road and Irvine Boulevard.

The next portion of the trail, scheduled to open later this year, will reach from Trabuco Road to I-5. Club members are continuing to recycle aluminum cans in order to raise funds for additional signs. They are also inviting other Irvine service organizations and community members to become sign sponsors for the plants in the new portion.

Botanical marker placed on the Jeffrey Open Space Trail by the Ebell Club of Irvine.

A botanical sign costs about $50 to purchase and $30 to install. Each sponsor will be identified at the bottom of the sign.

The Ebell Club of Irvine was organized on March 5, 1974, and is a proud member of the General Federation of Women’s Clubs.  Honoring the motto of Unity in Diversity, the Club comes together as unique individuals dedicated to community improvement through activities and fund-raising projects.  Their mission is to enhance the lives of others in Irvine through volunteer service.

The Jeffrey Open Space Trail (JOST) is a unique resource for the residents of the City of Irvine. This open space corridor constitutes an important element in the City’s overall Open Space system, linking the conservation and open space lands within the City. The trail will travel approximately five miles through Irvine, from just past Portola Parkway in the north to the Quail Hill open space in the south. Currently, the section from Trabuco to Irvine Blvd. (section 2) is completed. Construction of sections 1 and 3 is currently underway. The JOST provides a key linkage extending from the Pacific Ocean to the Santa Ana Mountains and Cleveland National Forest. The Jeffrey Open Space Trail Community Consensus Plan focuses specifically on the portion of the Spine extending from Interstate 5 to the Natural Communities Conservation Plan Lands north of Portola Parkway.

Lunch, snacks, baked goods, and beverages will be available for purchase.The mission of the Super Pet Adoption Event is to find homes for as many pets as possible, spread awareness of shelters and homeless animals, and highlight the importance of spaying and neutering pets.  Last year, more than 300 pets were adopted into new families.

Your fully vaccinated, well behaved, leashed dog(s) are welcome to attend the event. There will be activities designed just for your dog, including professional pet photos and low-cost microchips.

Irvine’s Innovative iWild Program Helps Humans and Wildlife Coexist

When my cousins Geoff and Helaine moved to Irvine last year from Connecticut, they were a bit unnerved when they realized that coyotes were frequent visitors to their neighborhood in Portola Springs.  Actually, “visitors” is the wrong word.  Wild animals – such as coyotes, as well as mountain lions, bobcats, raccoons, opossums, skunks and rattlesnakes – are native to this part of the world. Long before the City of Irvine was founded, the Irvine Valley was their home. Many migrating birds also have long made Irvine a prime stop on their journeys. We are the newcomers here, not them.

We urban humans are the ones who have encroached on these animals’ natural habitat, and we need to learn to live with the wildlife in our environment.

Irvine’s Innovative iWild Program Helps Humans and Wildlife Coexist

That’s the idea behind the new iWild program developed by the Irvine Police Department.

Introduced this past March, iWild is an innovative, year-round program designed to increase community awareness and understanding of wildlife in Irvine.

The ultimate goal of the program is to decrease human-wildlife conflict.

Based on a Neighborhood Watch model, the iWild program works with community members to form teams to monitor and report on wildlife activity in their neighborhoods. The teams are trained by Irvine Animal Control Officers, under the leadership of Animal Services Supervisor Kimberly Cherney.

Why iWILD?

  • Calls about wildlife activity are common in the city.
  • There are some misconceptions about wildlife activity that can be dispelled through education.
  • No one knows your neighborhood, and what goes on there, better than you do.
  • Wildlife conflicts can be traumatic and emotional for those who have lost pets.
  • Working cooperatively, neighborhoods and Animal Services can reduce wildlife conflicts in our communities.
  • Equipped with the right information and tools, we can prevent and resolve most wildlife conflicts.

Irvine’s terrain and wildlife habitat vary from neighborhood to neighborhood.  By forming neighborhood-specific teams, the iWild program encourages team members to address the specific wildlife issues they are facing in their neighborhoods.

While Animal Control Officers will remain available to respond to truly dangerous or unusual wildlife activity, they will be less likely to be summoned to deal with the normal activities of Irvine’s wildlife.

It is hoped that working together and armed with the right information, iWild teams and Irvine Animal Control can reduce human-wildlife conflicts in our communities so that both humans and wildlife benefit.

This Wednesday, May 21, 2014, during National Bike Month, the Ride of Silence will begin in North America and roll across the globe – including Irvine.

Founded in 2003 to honor cyclists who have been killed or injured while cycling on public roadways, promote sharing the road, and provide awareness of bicycling safety, the Ride of Silence is a slow paced, single file bicycle ride in a silent procession.

We currently have 301 miles of on-street bike lanes and 54 miles of off-street bikeways. Our bicycle trails are some of the most beautiful, and peaceful, places in Irvine.

Yet in Irvine, as everywhere else, motorists must learn to better share the road safely with cyclists; that cyclists have the same rights to the road as motorists; and that cyclists are the most vulnerable users of the roadways.

Too often, although cyclists have a legal right to share the road with motorists, the motoring public isn’t aware of these rights, and sometimes not aware of the cyclists themselves.

Orange County has had 14 cyclists hit and killed by motorists since the last “Ride of Silence” on May 15th 2013. These individuals who lost their lives were fathers, mothers, sons, daughters, brothers, sisters, husbands, wives, boyfriends, girlfriends, friends, co-workers, as well as cyclists. We have no idea of the impact they may have had in this world because their lives was taken by a motorist.

The Ride of Silence asks its cyclists to ride no faster than 12 mph, wear helmets, follow the rules of the road and remain silent during the ride. There are no sponsors and no registration fees. The ride aims to raise the awareness of motorists, police and city officials that cyclists have a legal right to the public roadways. The ride is also a chance to show respect for and honor the lives of those who have been killed or injured.

When: Wednesday, May 21. Gather at 6 PM. Assemble at 6:30 PM. Ride at 7 PM.

Where: Irvine Civic Center, 1 Civic Center Plaza (near the flag poles in front of the Police Department)

Route: The route is a flat 9.7 mile loop around Irvine; we’ll take on-street bike lanes and off street bikeways. East on Alton then return on the San Diego Creek bikeway so we can be fully regrouped by the time we get back to the start.
